Remember Prof. Yoji Akao - Father of Quality Function Deployment (QFD)

This is very sad news about Prof. Yoji Akao who was the founder of Quality Function Deployment (QFD), passed away at 88 years old on 24 Oct 2014.  We, Hong Kong Society for Quality (HKSQ), expressed hearty condolences to Prof. Yoji Akao 's family, friends and colleagues.  Prof. Yoji Akao is the first winner of the Ishikawa-Kano Award (IKA) in ANQ Congress Delhi 2010 (from 19-20 Oct 2010).

We met Prof. Yoji Akao many times in different conference.  I would like to share our meeting to remember Akao – Quality Guru.

HKCTC & HKAS Workshop on ISO 27001 ISMS Certification 2016

The Hong Kong Council for Testing and Certification (HKCTC), Hong Kong Accreditation Service (HKAS) and The Hong Kong General Chamber of Small and Medium Business co-organized a Workshop entitled “Workshop on ISO/IEC 27001 Information Security Management System Certification 2016” on 26 Oct 2016.  Certification of ISMS to ISO/IEC 27001 allows an organization to demonstrate that its information asset is adequately protected against information security risk. The workshop aimed to give an overview of ISO/IEC 27001 and discussed how to get prepared for the certification process.  Hong Kong Society for Quality (HKSQ) and Hong Kong Science and Technology Parks Corporation (HKSTP) are supporting organization.  Ms. Angela Wong (Vice-chairman, HKSQ) and I attended the workshop and took a photo for memory.

HKSTP Lunch & Learn – Sustainability Team

Apply Visa to visit Laos

I am planning to visit Laos in Nov 2016.  Laos is one of One Belt One Road countries that I never visit before.  This time, I will go with my wife to visit her classmate in Warwick University.  Moreover, I will also visit my ANQ friends’ company to understand more about Laos Quality Movement.  Today, I go to the Consulate General of the Lao People’s Democratic Republic to apply VISA.

HKQAA & Shaanxi Province Quality and Technology Supervision Bureau MOU Signing Ceremony

Mr. Peter Fung (Chairman, HKSQ) and I (HKSTP representative & Former Chairman, HKSQ) were honor to be invited by HKQAA to attend the MOU Signing Ceremony of Hong Kong Quality Assurance Agency and Shaanxi Province Quality and Technology Supervision Bureau (SPQTSB) (陝西省質量技術監督局).  Recently, the economy of Shaanxi Province has been accelerating and has played a pivotal role in the “One Belt, One Road” initiative.  HKQAA cooperated with SPQTSB to jointly facilitate the industry development in both Hong Kong and Shaanxi.  In the beginning, we took a photo with Mr. Bryan Peng (Assistant Director, HKQAA) (Left 1) and Mr. Nic Chan (Account Manager, HKQAA) (Right 1).

HKCTC Seminar on Professional Integrity in Testing and Certification

The Hong Kong Council for Testing and Certification (HKCTC) and Hong Kong Accreditation Service (HKAS) co-organized a seminar entitled “Accreditation for Medical Laboratory – The Road Towards Quality and Competence” on 12 Oct 2016.  Medical laboratories provide essential support to the medical sector.  Accurate and reliable laboratory services are crucial for proper clinical diagnosis and treatment.  It is important for medical laboratories in Hong Kong to obtain formal recognition of their testing competence and standard through laboratory accreditation.  The seminar aims to introduce the medical testing accreditation and share the experience of obtaining accreditation and its benefits. 

The first speaker was Ms. Bella Ho (Senior Accreditation Officer, HKAS) and her topic entitled “Accreditation Service for Medical Laboratories”. She said the first launch of HOKLAS based on ISO 15189 was on 16 Feb 2004.  Before that accreditation was employed ISO 17025 included NATA.  The ISO 15198 Particular requirement for quality and competence of medical laboratories was published in Dec 2003. 

HKQF Career Talk on Testing & Certification Industry 2016

The Career Talk on Testing and Certification Industry 2016 for secondary school was co-organized by Hong Kong Association for Science and Mathematics Education (HKASME), Hong Kong Qualification Framework (HKQF), The Hong Kong Council for Testing and Certification (HKCTC) and Hong Kong Accreditation Service (HKAS) and held on 8^th October 2016 at Heung To Secondary School (Tseung Kwan O).

HKIE Seminar on ISO Document Management System for Architecture, Engineering & Construction

The Hong Kong Institution of Engineers (HKIE) – ITD, END, CAD & AMC divisions organized the seminar named “ISO Document Management System for Architecture, Engineering and Construction (AEC)” on 7^th Oct 2016.  In daily workflow and business operation, it is inevitable for construction firms to deal with numerous documents from suppliers, partners and customers, whereas traditional practice of manual filing requires excessive manpower and lower the productivity. In this seminar, the use of IT technologies to assist AEC firms on document management to improve efficiency was discussed.  In the beginning, Ir. Ricky K.T. Wan (Committee Member, ITD, HKIE) introduced the topic and gave opening speech.

Ms. Emma Wong (Business Development and Marketing Manager, Computer and Technologies Holdings Ltd.) was the seminar MC.

I was honor to be the first speaker invited by Mr. Steve Yeung (VP, Computer and Technologies Holdings Ltd) and my topic named “ISO Management System at HKSTP (eDMS past, present & future)”.  Firstly, I introduced HKSTP vision, mission and values.  We would like to achieve that through 3 key words: Connect, Collaborate and Catalyse.

CUHK Guest Lecture for Innovation Management and HKSQ Membership Drive

I was honor to be invited by Prof. C.H. Cheng (Associate Dean of Students, Lee Woo Sing College & Associate Professor - Department of Systems Engineering & Engineering Management, CUHK) again to be speaker for the the class ENGG2600 Technology, Society and Engineering Practice" on 7 October 9, 2016 2016.  This time we gave the talk early (not in Jan 2017) because we would like to promote HKSQ Student Project Competition. Before the talk, I took a group photo with Prof. Cheng and all students.

My presentation is separated into three parts.  The first part was “ISO Management System at HKSTP”, and the second part was “Introduction of Hong Kong Society for Quality (HKSQ)” and the last part explained “Innovation Management”.  

HKSTP Inauguration Ceremony of Ming Wai Lau Centre for Reparative Medicine, Karolinska Institutet in Science Park

With a strong focus on technologies relevant to regenerative medicine (e.g. RNA technology, single-cell analysis and genetic engineering), the Ming Wai Lau Centre for Reparative Medicine (Lau Centre) is being developed in Hong Kong and located at Hong Kong Science Park, so as to provide support and encouragement for increased research and innovation opportunities.  Before the ceremony, CE of HKSAR arrived.

HKSTP TecONE Seminar on Empower Your Business with Reliable Supply Chain

The TecONE seminar entitled “Empower Your Business with Reliable Supply Chain” was organized by Hong Kong science & Technology Parks Corporation (HKSTP) with Strategic Partner – The Hong Kong Council for Testing and Certification (HKCTC) on 5^th Oct 2016.  A reliable supply chain is increasingly important nowadays in developing brand and sustaining business.  Ir. Raymond Wong (Adjunct Professor, OUHK) was invited to share his 40 years professional experience in industry and public utilities on how to identify and understand the supply chain threats and the best practice on managing the supply chain.  Before the seminar, I took a photo with Ir. Lunch with Prof. Philip Chan and Post-Doctorate Fellows

I was honor to be invited by Prof. Philip Chan (Founding President - IpostDocA) to have lunch with his Post Doctorate Fellows on 1^st Oct 2016.  Ir. Prof. Philip Chan is postdoc supervisor and he is PKU/BNU/TJU guest Professor, Stanford & Berkeley & CSU Postdoc Researcher, as well as, FEng in the Professional Validation Council of Hong Kong Industries (PVCHK).  He is a model on lifelong learning and got many professional qualifications. (My first time met Prof. Philip Chan in ISSC Six Sigma Networking Night since 2012.)  I for HKSQ appreciated him and his students to support ANQ Congress since 2012 (Hong Kong), 2014 (Singapore), 2015 (Chinese Taipei) and 2016 (Vladivostok).  

Then I met some his post-doctorate fellows.  They all are professionals in different discipline and industry.  We took a photo in front of the Stanford flag.

Pre-ANQ Congress 2016 Visit to Vladivostok – Day 3

Before ANQ Congress 2016 from 19, 21 & 22 Sep 2016, we visited the Vladivostok city.  On 20 Sep 2016, we planned to have a good lunch and visited some scene before move-in FEFU Hotel for ANQ Congress meeting.  Firstly, we went to the beach.

Before ANQ Congress 2016 from 19, 21 & 22 Sep 2016, we visited the Vladivostok city.  We arrived to Vladivostok airport at 12:00am on 17 Sep 2016.

ANQ Congress 2016 Vladivostok, Russia – Gala Dinner

After ANQ Congress 2016 closing ceremony, Gala Dinner was arranged in the FEFU restaurant and started at about 7:00pm on 22 Sep 2016.  We prepared a song for Hong Kong and like to share some photos for memory of this Joyful Time. In the beginning, Dr. Yury Gusakov gave an opening speech of Gala Dinner. 

Then a photo of the head table with all guests and ANQ board member representatives was taken.  So many people joined the dinner.

ANQ Congress 2016 Vladivostok, Russia – Day 2

The second day of ANQ Congress 2016 was on 22 Sep 2016.  Morning session was parallel sessions in which we participated in “Quality Education Symposium 2016” co-organized by FEFU and ANQ.  Minda and I took a photo in front of the ANQ Congress 2015 banner outside the FEFU.  

The theme of the “Quality Education Symposium 2016” was “Quality Education and Sustainability”. The venue was in the Marine Conference Hall which had 54 seats occupancy at the table.

Hong Kong team included Dr. KS Chin, Dr. Albert Tsang, Mr. Peter Fung, Ms. Minda Chiang and I joined this session.  Dr. Chin and I took a photo before meeting start.

ANQ Congress 2016 Vladivostok, Russia – Day 1

The first day of Asian Network for Quality (ANQ) Congress 2016 in Far Eastern Federal University (FEFU), Vladivostok, RUSSIA was held on 21 Sep 2016. Vladivostok is on the edge of RUSSIA. The congress theme was “Quality is the Meaning of Life – Not a Single Day without Quality”. During registration, I met Prof. Azat  Abdrakhmanov (KOQIM) again and took a photo for memory.

My Innovation Journey

I am honor to be the first Hong Kong observer in ISO/TC 279 Innovation Management in Sep 2016.  I was nominated by ITC (supported by HKSQ) and approved by ISO last week.  I would like to share my innovation journey below. (Photo taken in Science Park for ISO/TC 176 Meeting in Hong Kong – Welcome Reception)

HOKLAS Assessment Feedback Seminar for Medical Testing Laboratory 2016

The Seminar named "Assessment Feedback Seminar under the HOKLAS for Medical Testing Laboratories" was organized by the Hong Kong Accreditation Service (HKAS) on 9 Sep 2016.  Ms. Bella Ho (Senior Accreditation Officer, HKAS) gave an introduction of the seminar. Dr. Alex Chan (Accreditation Officer, HKAS) was the speaker for discussing the assessment feedback.

It covered two parts.  The first part was selected assessment findings from Mar to Aug 2016.  In this period, there were 19 laboratories to be assessed.  And the second part was feedback from laboratories.  The distribution of assessment findings were summarized as following pie chart. 

HKQF the 7th TIC-ITAC Meeting

The 7^th meeting of Industry Training Advisory Committee for Testing, Inspection & Certification Industry (TIC-ITAC) under Hong Kong Qualification Framework (HKQF) was held on 8 Sep 2016.  I was honor to be assigned as one of members in TIC-ITAC again from 1^st Jan 2015 to 31^st Dec 2016.  

In the beginning, Mr. Felix Chan (Chairman, HKTIC) chaired the meeting and Ms. Pecvin Yong (Principal Assistant Secretary for Education (Further Education), Education Bureau) gave opening speech.  She briefed the Vocational and Professional Education and Training (VPET) which aimed to rebrand vocation education.  Then she also briefed the recently survey for degree and associate degree holders performance by employer.  The results were satisfactory in both categories. 

CityU & HKIE Smart City Workshop 2016

The Smart City Workshop 2016 was coorganized by HKIE Electronics Division and Wireless Sustainability Center, Department of Electronics, City University of Hong Kong held on 5 September 2016.       Supporting organizations included Smart City Consortium (SCC), IET Hong Kong, IEEE CE Chapter and CIE Hong Kong.  The development of smart city has become a key item for many countries around the world.  This workshop had gathered experts from Portugal and Hong Kong to discuss about the development of smart city, in particular in the aspect of intelligent transportation, smart energy and smart mobility.  In the beginning, Dr. KF Tsang (Chairman, HKIE-EE) gave an opening speech.  

Then Dr. Winnie Tang (Co-Founder, Smart City Consortium) gave welcome speech.  She said Hong Kong was behind for long time.  Recently, our government wake up and proposed EKEO “Smart City @ Kowloon East”, as well as, OGCIO invited consultant to draft Smart City Blueprint 2030 for Hong Kong.  

One Belt One Road Strategy Seminar on IRAN (走出邪惡軸心 - 黑紗背後的伊朗)

China Business Centre, PolyU arranged One Belt One Road Strategy Seminar series and the last one named “走出邪惡軸心 - 黑紗背後的伊朗” on 3 Sep 2016.  I only attended the previous one about Kazakhstan through Professor Rafis Abazov (Visiting Professor, Al Farabi Kazakh National University, Almaty Kazakhstan) on 11 Apr 2016.  Mr. Hui (許百堅, Asso. Researcher, CBC, PolyU) was MC and introduced the guest speakers of this talk.

Mr. Chan (陳立基, 凱順能源集團有限公司主席) was the first guest and he gave opening speech.  He said you would change your mind when visited or worked in Iran.  Iran’s Doctor degree coverage was high and most come from USA.  In Iran, 70% studied technology, mathematics and computer science were female.  Their technology development was strong.  He also said Iran was the entire of One Belt One Road (一帶一路的切入點).

HKSQ Strategy Meeting 2016

Hong Kong Society for Quality (HKSQ) annual strategy meeting was held on 3^rd Sep 2016 in CityU.  The meeting aims to plan different activities included seminar, technical visit, study mission and other related activities.  In the beginning, our chairman Mr. Peter Fung prepared agenda and explained the meeting objectives as follows:

1.      Review last year performance

2.      Discuss present situation

3.      Set this year strategic goals

4.      Plan for next year action programs and items

Then he introduced HKSQ milestones in past 30 years to new co-op members.  Aaron added the meeting aimed to i) calibration of direction and ii) follow old practice or add new actions.

ESG Seminar – How to Control the Bargaining Table

The Executive Study Group (ESG) seminar 2016 – Leadership Strategy series named “How to Control the Bargaining Table to Build Your Influential Power” was held by the ESG, Asia Pacific Institute for Strategy Limited (APIFS) and the Hong Kong Science and Technology Parks Corp (HKSTPC) on 30 Aug 2016.  I would like to summarize the seminar for sharing below. (The seminar is full!)

Dr. Mark Lee briefed the purpose of Executive Study Group (ESG) and he established 100 CEOs Peer Learning Group.  He told us the coming topics in the CEO Group included “Downturn Strategy”, “Design & Innovation Strategy”, “Re-Branding and Marketing”, “Alliance and Plug-and-Play Strategy” and “Organization Development Strategy”.  He then also quoted Steve Jobs statement that Creativity is just connecting things.

HKQAA & The People’s Government of Xinhui District Visit to HKSTP

We were honor that HKQAA arranged The People’s Government of Xinhui District, Jiangmen City (江門市新會區人民政府) to visit HKSTP Incubation Program and Laboratories on 29 Aug 2016. Ms. Fanny Li and Mr. Nic Chan (HKQAA) led this trip to HKSTP.  In the beginning, Mr. Antony Chan briefed the background of HKSTP and our Incubation Programme services.  They were impressed that our incubation soft part support and achievement.  

And then I led them to visit our Technology Support Centre (TSC). Firstly, I briefed the Wireless Communications Test Laboratory and Reliability Laboratory.  Secondly, we visited the Material Analysis Laboratory.  Finally, we went to Probe and Test Development Centre to see the operation through the window of cleanroom.  We took a photo in the laboratory together.
