HKSQ Strategy Meeting 2019

Hong Kong Society for Quality (HKSQ) annual strategy meeting 2019 cum Congratulation to Crosby Management Institute (China) 20th anniversary on 9th Nov 2019.  The meeting aims to review the HKSQ directions in the coming year and activities included seminar, technical visit, study mission, etc. We took a group photo for memory.


Before the meeting, I recorded a video for Mr. Freeman Young (楊鋼) (Founder & CEO, Crosby Management Institute (China) to congratulate Crosby Management Institute (China) 20th Anniversary cum International Conference for Chinese Quality would be held on 16th Nov 2019. 


Firstly, I briefed HKSQ Strategy Meeting agenda and discussion activities.


Then I reviewed previous survey results and past activities.  Based on survey employed Kano Model in 2017, we identified three Must-be Quality (MQ) were ASQ Cert, Technical Visit and Seminar.  


And then I introduced Objectives and Key Results (OKRs) and try to employ it in HKSQ.  For example, we set objective for HKSQ achieving Sustainable Development, the measurable Key Results included i) increase member number, ii) increase new training course and iii) enhance existing training course.


After that we discussed the strategy and direction.  Dr. Aaron Tong raised out our threat and suggested us better to utilize our existing resource (including exco members and corporate members). And then we focused on membership drive not only in academic (e.g. OUHK, HKU and IVE) but also in different industry (e.g. Healthcare and Construction).  For industry, we emphasized not Quality but Quality System. 



Finally, we performed the 1st HKSQ Exco meeting and reviewed the existing activities and recorded planned coming activities. At the end, we appreciated Dr. SL Mak support for meeting in OUHK.

The 2nd Hong Kong Precious Metals Assay Centre Steering Committee Meeting

I was honor to be invited by Mr. Brian Fung (CEO, The Chinese Gold & Silver Exchange Society) to be member of Hong Kong Precious Metals Assay Centre (HKPMAC) Steering Committee to give opinion on Quality Assurance in Laboratory.  HKPMAC is an independent testing laboratory that established in 2010 by The Chinese Gold & Silver Exchange Society (CGSE).  In order to tie in with the internationalized standards and requirements of precious metal industry, HKPMAC was set up and obtained the qualification of accredited laboratory under "Hong Kong Laboratory Accreditation Scheme" of the Hong Kong Accreditation Service. Recently, new standard version of ISO/IEC 17025:2017 would be implemented in Hong Kong Laboratory, HKPMAC had prepared for new standard accreditation.  In the beginning, we took a photo for memory.


Dr. Vicki Fong and I received the CGSE souvenir which is the traditional hand weighing scale.


Very interested and I tried to weight HKSQ pin.


At the end, we took a group photo for memory after the 2nd Steering Committee meeting.

CityU Industrial Experts' Talks for MSEM Students

I and Dr. YC Chau were honor to be invited by Dr. KS Chin (Asso. Professor, SEEM, CityU) to give industrial expert’s talk for the students in the course named SEEM6037 – Managing Strategic Quality under Master of Science in Engineering Management (MSEM) on 4th Nov 2019. In the beginning, Dr. KS Chin gave an introduction of this lecture named “Quality and Innovation – Partner or Substitute? QMS vs Innovation?” He said many people though “Today is Quality but Tomorrow is Innovation”.  Then he briefed different types of innovation including technical, application, radical, open, etc. 


Then he mentioned the Success in business needed to match “Technology Push” and “Market Pull”. Similarly, Success in business also needed to match “Innovation” and “Quality”. Dr. Chin said partnering relationship existed between quality and innovation.  Both involved continuous improvement process but the rate of change was different.  Quality improved the things incrementally and Innovation improved the things rapidly (like Breakthrough).


Lastly, Dr. Chin briefed two cases on innovation research that one was his previous student named “Organization Innovation Management Model in HK/China” and the second case was my student named “Integration of Quality and Innovation Management System for HKSTP”. At the end, Dr. Chin introduced Dr. YC Chau and I on this guest talk.


Dr. YC Chau (Adjunct Professor, SEEM, CityU) was the first speaker and his topic named “Digitalizing Operations and Quality Management”. Beginning, Dr. Chau asked students using mobile for online survey about quality role in digital era (Always/Sometimes/Never) and then he brought the concept that physical device and cyber world linked was the first step to digitalization.


Then he used some videos to explain Big Data, Internet of Things (IoT), MTR Control Centre, Medical Robot, etc. He also briefed the evolution from structured productivity to structured quality and then to structured innovation. 


After that he stated Industry 4.0 and its 3P Trend stand for Passive to Proactive and then to Predictive.  Predictive QA related to Data to Data communication and analysis.  Finally, Dr. YC Chau said “Synchronization in physical flow and information flow was critical in digital era.”


I (Adjunct Professor, SEEM, CityU) was the second speaker and my topic entitled “Innovation Management – Trend, Tools & Standard and QMS based Organization Innovation with Extension Innovation Methodology Approach”.  In the beginning, I introduced Hong Kong Society for Quality (HKSQ) history, membership and certifications to students for their future quality professional development.


Quality Innovation definition and meaning was also described. Then I briefed the history of quality and innovation evolution.  For quality, it developed from QC, SPC, Deming/Crosby/Juran, TQM, Lean and Six Sigma.  For innovation, it developed from Trial & Error, Brainstorming, Creatology, Six Thinking Hats, Thinkertoys, Design Thinking, TRIZ, USIT and Extenics.  


I mentioned Prof. Cai Wen’s original developed innovation theory named “Extenics” which included Extension Theory, Extension Method and Extension Engineer.  Prof. Cai Wen selected this topic since 1976 and then used 7 years to develop the basic-element and Extenics Set in which created a new China original science subject.  I briefed the Basic-element and Extension Innovation Method (four steps).

OUHK Testing and Certification Day 2019

The Open University of Hong Kong (OUHK) organized the "Testing and Certification Day " to increase public awareness and coverage of the Testing and Certification (T&C) industry on research and development. The seminar named “Testing and Certification: Quality and Safety Enhancement in Building and Construction Industry” organized in T&C Day on 2nd Nov 2019. Hong Kong Society for Quality (HKSQ) is one of the supporting organizations.  I represented HKSQ to attend the seminar and I summarized this seminar for sharing below.  Before the seminar, we took a photo with Prof. Reggie Kwan (VP(Academic), OUHK) and Prof. Philips Wang Fu Lee (Dean of School of Science and Technology, OUHK) and many old T&C friends including Mr. KW Chen, Mr. Richard Tse, Dr. SL Mak, Dr. Eric Sze and Ms. Fanny Tang, etc. 


When Ir. Dr. KW Lo (Chairman, HKQAA) arrived, we took a group photo for guests, speakers and supporting organization representatives.


In the beginning, Prof. Reggie Kwan (VP(Academic), OUHK) gave welcome speech and he said T&C Day aimed to connect T&C Industry so as to promote testing and certification services.  Construction industry needed T&C service to assure construction safety and building quality.  He said this year was OUHK 30th anniversary and we had 9888 full time students under JUPAS, ~8000 in night school and more than 1000 research students.  


Ir. Eric Pang, JP (Acting Director, Electrical and Mechanical Service Department, HKSAR Government) gave opening speech and he said T&C industry developed well since 80s and was foundation support in Hong Kong.  The 3rd party certification is very important in product safety and reliability.  EMSD got IMS certification including ISO 9001, ISO 14001, OHSAS 18001, ISO 27001, ISO 55001, and recently ISO 37001. Moreover, the Headcounter of EMSD got ISO 50001 energy management system. Finally, he said government and industry were promoting Modular Integration Construction (MiC). 


All speaker received OUHK flag and took a group photo.


Ir. Dr. KW Lo (Chairman, HKQAA) was the first speaker and his topic named “International and regional standards development - from quality, occupational safety and health to sustainable architecture”.  Firstly, he introduced HKQAA background and this year also its 30th anniversary.  


Then Dr. Lo briefed international trend of Construction Industry from quality, quality & environment, quality, safety & environment, and then to sustainability.  ISO Standards employment included ISO 9001, ISO 14001, ISO 45001, ISO 50001, ISO 21930, ISO 21929-1 & ISO 21929-2, and ISO 19650 (BIM).

CityU & PolyU Jointly Seminar on Attacks and Defenses on Machine Learning Services

The Centre for Chaos and Complex Networks at the City University of Hong Kong and the Department of Electronic and Information Engineering at the Hong Kong Polytechnic University continue their joint seminar series in this semester, to present tutorial overviews and original research work in the general areas of systems theory, control, complex networks and their engineering applications.  The Jointly Seminar named “Attacks and Defenses on Machine Learning Services” was held in PolyU on 1st Nov 2019.  Mr. Huadi Zheng (PhD candidate, PolyU) was the speaker in this seminar.


Mr. Zheng briefed the outline of his talk included “Machine Learning (ML) Services”, “Common Attacks and Defenses”, “Model Extraction” and “Boundary Differentially Private Layer”.  Firstly, he briefed the existing popular public prediction API such as Amazon, Google, etc.  


The ML service process integrated human labor, computation resource and sensitive data.  Therefore, security and privacy were very important including training data manipulation, model memorized data, misclassification and well-trained model to be stolen, etc.  


Then Mr. Zheng introduced Model Poisoning that 5% poisoning could cause 20% error.  So that we needed to defense through Sanctification.  He raised an example of Model Evasion that adding a noise pattern into the image and changed the classification result.  One of solutions was Adversarial Training as defence to train the classifier with “bad” panda image.


CityU Eminence Society – Visit to BME Laboratory

The CityU Eminence Society (CES) University Collaborative Project Work Group 2 arranged a visit to laboratories of Department of Biomedical Engineering (BME) by Dr. YC Chau to seek further collaboration opportunities between CES and BME.  Dr. Ricky Yeung (Laboratory Manager, BME) was our old friend and he led this visit for us.

Firstly, Dr. Ricky Yeung introduced their 3D Laser Micro Fabrication and Compact NanoImprint Tool (CNI) to us. It could development micro/nano structure for cell development or fluid flow. 


Then he briefed the micro robot which could carry drug and using magnetic field to lead its movement.  Now, it was using zebrafish for testing. 


After that we visited the Robotics, Control and Biotechnology Research Laboratory.


We observed different instruments included confocal microscope, laser lithography system, etc.  


Finally, he demonstrated the Compact Magnet Resonance Imaging System and showed sample location.


We appreciated Dr. Ricky Yeung and Dr. YC Chau arranged this visit for Univerity Collaborative Project Work Group 2 so we had more insight and understanding on BME and its research capability.
