Launching Ceremony and Welcome Reception for the First "GBA Doctorate, Executive Master and Associate Academician" Course (首屆「大灣區博士、行政人員碩士及副院士」課程啟動禮暨迎新酒會)

I was honor to be invited by Mr. Peter Yip (President, Guangdong-Hong Kong-Macao-Bay Area Economic and Trade Association) and Mr. Bruce Cheung (Executive Director, CS Global Consultancy Limited) to attend the launching ceremony and welcome reception for the 1st “GBA Doctorate, Executive Master and Associate Academician" Course on 16th Oct 2019.  I met Mr. Peter Yip and Mr. Bruce Cheung during HKIMI seminar on 26 July 2019 and then they introduced this association to me.

I met many old and new friends in the ceremony.

In the beginning, Mr. Peter Yip (President, Guangdong-Hong Kong-Macao-Bay Area Economic and Trade Association) gave a welcome speech and introduced their vision and purpose to cooperate with the country's reform and opening up, the strategic planning development of GBA through nutrient talents to accelerate the construction of GBA district to be world leading economy area.

Greater Bay Area Conference: Inclusive Growth through Innovation and Sustainability

I (Chairman, HKSQ) was honor to be invited by China Daily and Silk Road Economic Development Research Center (SREDRC) to participate the 5th Greater Bay Area Conference (previously known as Belt and Road Conference).  It aims to examine how various sectors, including financial services, trading and logistics, and professional services, can work together to reap opportunities in the Greater Bay Area, as well as the evolution of smart healthcare and the opportunities it opens up across the sector and other peripheral industries.  Before the conference, I took a photo with Mr. Zhou Li (Editorial board member of the China Daily Group and editor-in-chief of China Daily Asia Pacific) and Mr. Joseph N.K. Chan (Chairman, Silk Road Economic Development Research Center; Principal Director & Founding Partner, Oriental Patron Financial Group) for memory.


The venue is great! There are 29 tables.


In the beginning, a chatbot MC was talking with us.


Firstly, Mr. Zhou LI (Editorial Board Member, China Daily Group; Publisher & Editor-in Chief, China Daily Asia Pacific) gave a welcome remarks and introduced this conference.


Then Mr. Joseph CHAN Nap-kee (Chairman, Silk Road Economic Development Research Center) gave a welcome speech and he said GBA plan is initiative of Belt and Road Policy. 


The Honourable Mr. C. Y. LEUNG, GBM, GBS, JP (Vice Chairman, The National Committee of the Chinese People’s Political Consultative Conference) was the keynote speaker and he shared his view on Greater Bay Area (GBA).  


In the beginning, he reviewed the high speed railway in Hong Kong under One-Country Two-System with high degree of autonomy in principle for co-location inspection.  That was Policy Innovation.

Then he introduced Policy Innovation for GBA to achieve synergy effect.  The further policy innovation needed to lower barriers of two system before market force to take over.  Another cooperation was Hong Kong-Zhuhai-Macau Bridge, he said it could consider to increase the quota depended on Zhuhai and Hong Kong traffic.  Finally, he expected we have a good opportunity under GBA plan in future of Hong Kong.

HKTDC Global New Economy Prospective Forum (環球新經濟前瞻論壇) in Zhuhai

The Hong Kong Trade Development Council (HKTDC) and Guangdong Provincial Department of Commerce (廣東省商務廳) coorganized a forum named “Global New Economy Prospective Forum (環球新經濟前瞻論壇)” and supported by Zhuhai Municipal Government (珠海市人民政府).  The forum aimed to share views on new technologies, new industries and new economies such as artificial intelligence, Internet of Things, 5G, etc. I was honor to be invited by Prof. Guo Chaoyun (郭超雲) (Visiting Professor, 北京理工大學珠海學院中國管理科學研究院; 珠海市人民政府) to attend this forum.

I also met their daughter Ms. Guo Jiayong (郭嘉詠) (GM, Zhuhai M&G Education Science and Technology Co., Ltd.).


In the beginning, Ms. Margaret Fong (方舜文) (Executive Director, HKTDC) gave welcome speech.  She briefed the role of HKTDC and their service included promoting innovation, technology, marketing and startup in Hong Kong to GBA and the world. After the open of Hong Kong-Zhuhai-Macao Bridge, both trading activities would be expected increasing more and more.


Mr. Chen Yuehua (Guangdong Provincial Department of Commerce) (廣東省商務廳副廳長陳越華) gave an opening speech.  He said Hong Kong and Guangdong was very close and activities between two places were frequently. Difference policies were established and issued to enhance the cooperation level. Recently, HKUST planned to open a new campus in the Nansha (南沙) Free Trade Zone of Guangzhou. 


Mr. Yu Wu (Vice Mayor of Zhuhai City) (珠海市副市長閻武) gave an opening speech.  He said Zhuhai was one of earliest special regions in China and to have good eco-environment.  Hong Kong is the number one investment in Zhuhai.  They would like to enhance the innovation and entrepreneur ecosystem for more investment especially on innovation, technology, culture and tourism, etc. 


The first session named “The breaking of new economy and empowering the Greater Bay Area” (新經濟破局,賦能大灣區) which was moderated by M. Nicholas Kwan (關家明) (Director of Research, HKTDC).


The first keynote speaker was Mr. Qing Wei (偉青) (National Technology Officer, Public Sector, Microsoft (China) Co., Ltd.). Firstly, he raised a question that “Intelligence + Artificial” let people felt futuristic and cool; but “Flavor + Artificial” didn’t and people thing they needed organic.

IET Manufacturing Forum 2019 – HK Manufacturing Industries in Greater Bay Area

The Manufacturing Forum 2019 named “HK Manufacturing Industries in Greater Bay Area” was co-organized by IET Hong Kong and ISE Dept., PolyU and PolyU MILESAA on 13 April 2019.  Hong Kong Society for Quality (HKSQ) was one of supporting organizations. In the beginning, Ir. William Wan (Chairman, IET Hong Kong) gave a welcome speech.

Ir. Dr. Lo Wai Kwok (Member of Legco, HKSAR) was the first speaker and his topic entitled “How can achieve the goals of Framework Agreement on Deepening Guangdong-Hong Kong-Macao Cooperation in the Development of the Bay Area”.  Firstly, Dr. Lo briefed the opportunities of GBA and reminded us to leverage our advantages under one country two system, and applied into the policies of one belt one road and GBA.


Then Dr. Lo analyzed the potential of GBA and compared with other areas.  He said our competition in the world that was not city vs city but city cluster vs city cluster.


And then Dr. Lo mentioned the key milestone was on 1st Jul 2017 that President Xi Jinping Saturday attended the signing ceremony of the framework agreement on the development of the Guangdong-Hong Kong-Macao Greater Bay Area.  Until 18th Feb 2019, Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area was issued. There are five key directions in GBA and they are high level planning, development platform, innovation system, collaboration establishment and sharing connectivity.  


The key target and strategies of the outline were showed in the following diagram.


After that Dr. Lo briefed some measures which established for supporting Hong Kong people servicing in GBA.  Many people concerned the tax arrangement about the limit of 183 day.  He said the day did not count if not over 24hr.  For example, you work from Monday and back from Friday, it counted 3 day stayed in China.

Mainland and Hong Kong Frontier Discipline Development Forum - Digital Transformation and Innovation in Manufacturing (内地与香港前沿学科发展论坛:制造业数字化转型与创新) (Part 2)

I was honor to be invited as one of guest speakers for the Mainland and Hong Kong Frontier Discipline Development Forum - Digital Transformation and Innovation in Manufacturing (内地与香港前沿学科发展论坛:制造业数字化转型与创新) which was coorganized by National Natural Science Foundation of China (国家自然科学基金委员会) and Beijing – Hong Kong Academic Exchange Centre (京港学术交流中心), and undertook by Guangdong University of Technology (广东工业大学) from 29th to 30th Nov 2018.  I took a photo in front of the banner.


During two days forum, I met many professors and professional.  Some photos were taken for memory below.

The first speaker was Ms. Xiang Xiaomei (向晓梅) (广东省社科院产业经济研究所) and her presentation topic entitled “Research on Industrial Synergy Development in Guangdong-Hong Kong-Macao Greater Bay Area” (粤港澳大湾区产业协同发展研究).

Mainland and Hong Kong Frontier Discipline Development Forum - Digital Transformation and Innovation in Manufacturing (内地与香港前沿学科发展论坛:制造业数字化转型与创新) (Part 1)

I was honor to be invited as one of guest speakers for the Mainland and Hong Kong Frontier Discipline Development Forum - Digital Transformation and Innovation in Manufacturing (内地与香港前沿学科发展论坛:制造业数字化转型与创新) which was coorganized by National Natural Science Foundation of China (国家自然科学基金委员会) and Beijing – Hong Kong Academic Exchange Centre (京港学术交流中心), and undertook by Guangdong University of Technology (广东工业大学).  We have a group photo outside the venue (Guangdong Hotel).


During Opening Ceremony, Prof. Xie Weihong (谢卫红) (广东工业大学) gave welcome speech and introduced guest speakers.


Then Prof. Chen Weimin (陈为民) (广东工业大学副校长) gave an opening speech and he introduced Big Data Strategic Research Institution.  He expected to integrate the academic and industry so as to contribution into “Made in China 2025”. 


And then Prof. Zhan Shige (詹世革) (国家自然科学基金委员会港澳台事务办公室副主任) gave speech that she briefed the cooperation meeting between Beijing and Hong Kong since 2003.  She stated today’s topic included Manufacturing, Innovation and Digitalization. 


The first speaker was Prof. ZHAO J Leon (赵建良) (香港城市大学) (Chair Professor of Information Systems, Dept. of Information Systems, CityU) and his presentation topic entitled “New Trends in Blockchain Transformation and Management Science” (区块链变革与管理科学研究新动向). He briefed the basic principle of Blockchain in different logics and dimensions.

PolyU Open Forum - Entrepreneurship in GBA driving the changes in Technology, Business and Society

The Open Forum named “Entrepreneurship in Greater Bay Area (GBA) driving the changes in Technology, Business and Society” organized by Department of Computing, The Hong Kong Polytechnic University on 17th Nov 2018.  The City University of Hong Kong Engineering Doctorate Society (CityU EngD Society) and Hong Kong Society for Quality (HKSQ) were supporting organization.  This open forum aimed to share scholars and professionals views on how we can grow this GBA together, driving the changes in technology, business and society. I met Dr. Thomas Chan and took a photo together.


Then I took a photo with CityU EngD cohorts Dr. Walter Fung and Dr. Pang for memory. 


Dr. Hongyi SUN (Asso. Professor, SEEM Dept., CityU) supported the forum.

The first speaker was Mr. Joseph Chan (Founder and CEO, AsiaPay Group) and his topic entitled “E-Payment in Greater China and Asia”.  Firstly, Mr. Chan briefed the background and introduced the new era of ePayment that focused on different technologies including FPS/QR Open API, 3D Security 2.0, Smart POS, Blockchain, Big Data, VR, AI and Biometric Recognition, etc.  Application was found in Mobile plus Retail Payment.
