COMP Retreat 2025 (Day 3) and IET Manufacturing Forum

 The last day of COMP retreat was on 20 Jun 2025. We visited HKUST (GZ) in the morning. I enjoyed the breakfast in the Sheraton hotel.


Then we left the hotel.


We arrived HKUST (GZ) again.


Dr. Kevin Yuen, Prof. WANG Qixin, Prof. Andy Chun and I took a photo in the garden.


And then we visited the Visitor Information Center.

Inside the center, we visited different topics area and exhibition.


Some background introductions were described.


Prof. Henry Chan enjoyed the immersive MetaHKUST campuses.


When we left, I took a photo of the staff building in HKUST (GZ).


After that we had lunch in Guangzhou restaurant.

When I was back to PolyU, another event was performed. It is IET Manufacturing Forum with the theme “Smart Production for Sustainability”. Dr. Jack Wu and Dr. SL Mak took a photo and shared into HKSQ exco group.


Dr. Vincent Fung was also here.


Then I arrived and come to meet many old friends including Jack, Dr. Luk Chi Fai and Dr. YC Chau.

IET Technical Webinar: Digitalization and Quality Management

 The Institution of Engineering and Technology (IET) organized a webinar named “Digitalization and Quality Management” on 28th Nov 2020. Hong Kong Society for Quality (HKSQ) was one of supporting organizations.  Dr. Albert Tsang and I were honor to be invited as guest speakers in this event. We took a group photo for memory.

I also gave my new book named “Logic of Innovation: Extenics” to Dr. Carman Lee and Mr. John Chow.


Before the webinar, Dr. Carman gave souvenir to Dr. Albert Tang.


And then presented souvenir to me.


Dr. Albert Tsang (Former Principal Lecturer, ISE, PolyU) was the first speaker and his topic was “Digitalization and Quality Management”.  In the beginning, he explained the different between Digitization and Digitalization.  The former term mean without changing content but only move into digital environment. The Digitalization was digital transformation using digital technologies to change business model.


Then Dr. Tsang briefed some enabling technologies of digitalization including IoT, Connectivity, Cloud Computing, Big Data and Data Science.  And then Dr. Tsang introduced the level of digitalization and its initiative in different post on the x-axis from focus on creating internal efficiency to creating customer value and the y-axis from exploiting available digital solutions to exploring new digital solutions.  Some quality management challenges were discussed. 


After that he mentioned a new technology development such as digital twin and using aircraft engine as example.  Dr. Tsang then introduced from business problems to data mining tasks as follows: Classification and class probability estimation, Regression, Similarity matching, Clustering, Co-occurrence grouping, Profiling … etc. 


Finally, Dr. Tsang discussed big data analytics process using six sigma DMAIC.  Lastly, he mentioned quality professionals’ roles (QP) in data science projects to the business that one of major contributions of QP was to develop and implement of data-driven decision making.


I was the second speaker and my presentation topic named “Digital Quality Innovation: How to be Quality 4.0 Professional”.  My presentation included four parts and they were Introduction of Innovation & Quality, Digitalization, Industry 4.0 and Quality 4.0 professional model.


Firstly, I explained the definition of innovation and identified quality innovation indicated that quality is set and innovation is subset and their common factor is improvement.  Then I introduced the development of quality and innovation tools under four industrial revolutions. 


Then I introduced the digitalization especially in digital disruption that the one who defeats you at this stage is not necessarily an opponent, but a passerby.  That’s why we needed digital transformation.


After that I employed Fraunhofer’s Smart i4.0 Navigator (i4.0 model) to explain how to implement industry 4.0 through four of enablers.  Some examples were discussed such as Smart Certification.


Finally, I quoted Dr. Jim Duarte (Academician, IAQ) about seven newer tools for Quality 4.0 (Q4.0) that most tools were AI and statistics related tools.  It is not easy for quality professional who without strong statistics training to learn.


Lastly, I proposed Certified Quality 4.0 Professional Model for discussion.  There were separated into management system level, management tools level, culture level, advanced technology, industry 4.0 and then to quality 4.0.  I concluded that Quality 4.0 is to integrate Data Science into Quality and Industry 4.0 Culture at the end.


Q&A session
One of online participants asked how to obtain the certified Q4.0 professional.  I said that HKSQ would be developed the body of knowledge (BoK) in coming year. However, we haven’t international recognized standard BoK now.  ASQ was one of leaders in the world to perform Quality 4.0 Summit in 2019 and 2020, respectively. We wished the global alignment of Q4.0 would be created in near future.

HKIE Webinar - Route to Registered Quality Management Engineers

 The HKIE webinar named “Route to Registered Quality Management Engineers” was co-organized by OUHK-S&T, HKIE CA, MI divisions, HKICA, IET-Hong Kong and InstMC(HK) on 19th Nov 2020.  For global market, mutual recognition of professional qualification for cross boarder services is one of the key factors to the success. This webinar aimed to introduce the registration scheme of Quality Management Engineers, Mutual Recognition Agreement between HKICA and Guangdong Product Certification Service Association (粤港澳大湾区质量管理工程技术人才资格互认), career path of Registered Quality Management Engineers in China and HKQF - Recognition of Prior Learning for Testing and Certification Practitioners.  In the beginning, Dr. SL Mak (OUHK) introduced the speakers.


The first speaker was Ir Dr. Tommy Lo (President of Hong Kong Institution of Certified Auditor (HKICA) and Associate Professor in the Architecture and Civil Engineering Dept, CityU) and his topic entitled “Registered Quality Management Engineers – Greater Bay Areas Engineer Professional”.  


In the beginning, Dr. Lo briefed the background of HKICA and they were the first association to achieve SIO 17024 by CNAS.  In this year, they extended scope to cover Quality Management Engineers for GBA.  


After that he briefed the Quality Management Engineer (QME) which was a professional in charging QA of an organization with ISO 9001 QMS audit knowledge and engineering background or training. 


Finally he described the QME requirements including Training (e.g. at least 16hr internal audit training course), Competence and Experience.  There were three grade of QME that was Associate QME (AQME), QME and Senior QME (SQME).  Mainly different was in “Competence and Experience”. The representative for Mr. Chen Yaojin, (Deputy President of Guangdong Product Certification Service Association) presented Quality Management Engineer (QME).


She firstly briefed the background of QME which related the government policy document named “關於深化工程技術人才職稱制度改革的指導意見” in Guangdong. 

Then she briefed the Mutual Recognition Agreement between HKICA and Guangdong Product Certification Service Association (粤港澳大湾区质量管理工程技术人才资格互认).  The purpose of QME to enhance the competitive edge, job opportunity and establishing professional standard in quality management, etc.  


Finally, she mentioned the evaluation method and through once examination to obtain two certificates which recognized in GBA.  Lastly, the whole application process was introduced.


The last speaker was Ir Dr. Fanny Tang (Director of Recognition of Prior Learning (RPL) Assessment Agency for Testing, Inspection and Certification (TIC)) and her topic was “RPL Assessment Agency for Testing, Inspection and Certification Industry”.  


Firstly, Dr. Tang briefed the RPL assessment scheme and its background under HKQF that OUHK was appointed assessment agency of RPL for TIC industry.  


Then she introduced different functional areas of TIC industry and briefed the categories of the test such as Physical and Mechanical Test, Chemical and Microbiological Test, as well as, Electronic and Electrical Test.  


After that she briefed the RPL clusters which selected by applicants those fit with their experience.  Most of applicants applied level 4 clusters that one of examples to be demonstrated was QA of Inspection Operation.  


Lastly, Dr. Fanny Tang briefed the assessment methods including written test, interview, practical assessment and its combination that depended on the level of RPL clusters.
