HKSQxEngDS Webinar - The Chinese Intelligent Manufacturing Capability Maturity Model and Its Assessment Method

 The Hong Kong Society for Quality (HKSQ) and CityU EngD Society co-organized a webinar on “The Chinese Intelligent Manufacturing Capability Maturity Model and Its Assessment Method” on 28th May 2022. The webinar aims to introduce Hong Kong and Mainland China Intelligent Manufacturing Capability Maturity Model. I (Dr. Lotto Lai, Chairman of HKSQ) was the guest speaker for HKSQ and EngD Society on this topic.


There are four sessions. Firstly, reindustrialization policy in Hong Kong was briefed and then i4.0 approach based on Fraunhofer IPT was explained.  And then introduced GB/T 39116:2020 intelligent manufacturing capability maturity model.  After that its maturity assessment method based on GB/T 39117:2020 was stated. Finally, some China cases were reported.


In the beginning, the development history of GB/T39116 & GB/T39117 were briefed from 2015 to 2020.


Then the HKPC and Fraunhofer IPT employed i4.0 maturity level in Hong Kong were stated and Hong Kong SMEs situation of i4.0 was reported in the range of -1.7i to 0.7i.


And then China intelligent manufacturing system architecture based on life cycle, system level and intelligent function was explained.


The PTRM Model composition was explained and PTRM stand for Personnel, Technology, Resource and Manufacturing.


Different to i4.0 maturity level employed in Hong Kong, the standard used 5 levels and they are Planning level, Specification level, Integration level, Optimization level and Leading level.


For assessment, model’s elements, domains and sub-domains are assigned different weighting.  Moreover, those weighting are different and separated into two manufacturing types – repetitive and discrete.


I also demonstrated a simple version to show the evaluation score basic on the standard weighting.


Finally, the Public Service Platform for Smart Manufacturing Evaluation and Assessment in China was introduced and it was a self-evaluation platform.

HKQF the 1st TIC-ITAC Promotion and Consultation Subcommittee Meeting

 The 1st Promotion and Consultation Subcommittee meeting of Industry Training Advisory Committee for Testing, Inspection & Certification Industry (TIC-ITAC) under Hong Kong Qualification Framework (HKQF) was held on 26th May 2022.  Group photo was taken as follows.

Firstly, secretary briefed the scope to this task force including connection with industry and academic, arrangement and participation to the consultation, promotion and announcement activities of TIC-ITAC activities including Award Scheme for Learning Experiences, Specification of Competency Standards (SCS), etc.

Then the progress of existing promotion plan was reported and we all satisfied at this moment. Finally, we discussed the new direction of subcommittee for future promotion of TIC that focused not only for students in secondary school, but also considered to primary and university.

IAQ General Meeting 2022 – Day 2 (Online & Onsite)

The IAQ General Meeting 2022 was held online & onsite on 18-19 May 2022 (at 4:00am & 11:00pm in HK time zone on 19 May). In Day 2, Acn. Elizabeth Keim (Chair) gave welcome speech in the beginning. 


The first guest speaker was Vivek Talwar and his topic named “The compelling need for Quality to move into the next level by becoming a champion of Sustainability”. Firstly, Mr. Talwar mentioned climate change and its impacts. He suggested that we need to refine/redefine our strategies on sustainability.


Then he explained different directions on sustainable development including environmental, economic and social dimension.  He suggested the use of quality initiatives to achieve improvements and ensure a strong foundation of sustainability. 
 

After that Mr. Talwar stated that leader usually defined the reason of existence of the enterprise and sustainability focused in enterprise strategy and quality focused in operation. Mr. Talwar said ideally quality covers this entire spectrum.


Finally, he concluded the tenets of quality for designing and delivering on World-class programs for all key stakeholders through the sustainability journey. For instance, create awareness in the quality ecosystem, transforming the role of quality embracing sustainability and come up with something like “Seven QS tools”. 


Then Prof. Kano gave comments that the presentation reminded him 50 years ago. In 1969, the first ICQC conference was held and for establishing IAQ. We were talking about quality is not only by inspection, but by process and by production. We had no idea at that time. Similarly, sustainability is different subjects we talk about that related to quality in society but how we can govern it. It is not only for organization but society governance. So how can quality professional work for it.


Next section is Acn. Narayanan Ramanathan to present Examining Committee Report including new members admitted and transition from associate to academician.


And then he briefed the committee duties and rules, as well as, some comments by committee members.


After that new member introduction and presentation section performed. 
Kim Stansfield is first new member presented his quality journey including QM and Systems Engineering pathway. Moreover, he distributed video link for his presentation details.


He concluded that systems thinking is foundation and modern QFD is the bridge between customer and business needs.


Anders Fundin is the second new member for self-introduction. His research focused on quality and sustainability.


Erika Leonardi is the third new member. She is quality training consultant and writer. Her slogan is “Method and Passion”.


The next session is “Reports on Healthcare and UN Global Compact work” by Bob King. He discussed what tools could be employed for 150 countries for healthcare innovation, especially on complex supply chain we faced now.


Acn. Willy Vandenbrande reported the IAQ Quality Sustainability Award. The purpose of the award is to identify and share good examples of how quality management principles, methods and tools have been used to develop more sustainable solutions and offerings while also reducing waste and optimizing the use of resources. The award 2022 started to be applied from 1st Jun 2022.


The session before lunch was “Think Tank Reports” chaired by Acn. Lars Sorqvist. 
Acn. Raúl Molteni (chair of QiGTT) presented Quality in Governance Think Tank (QiGTT) 2022 guidelines 


He also briefed timeline of quality contributions to corporate governance.


Acn. Glenn Mazur introduced a new think tank named “Voice of Customer Think Tank”. VOC vision 2024 and user dimensions from level 1 to 3 were described.


The framework is based on SIPOC and also employed 5W1H for user scenarios.


Acn. Miroslav Drljaca presented the Quality in Logistics Think Tank (QiLTT) was established since Aug 2021.  QiLTT offered an alternative approach to understanding global phenomena such as logistics, for the future development.


Acn. Matthew Barsalou (Vice-chair, QiETT) introduced the mission and vision in the beginning. And then he reported the activities of Quality in Education Think Tank (QiETT). There were 14 white papers published and target to 17 white papers by end of 2023. 


Acn. Lars Sorqvist gave closing remark in think tank session and he said “Think Tanks offers a great way to fulfil the purpose of IAQ and at the same time develop a more active Academy!”

Acn. Beth Cudney reported Secretary/Treasurer Report

New member introduction and presentation section: 

Rey Fremista, Joe DeFeo, Pat La Londe and Nicole Radziwill.

Nicole Radziwill presented her quality journey through video link that distributed to IAQ member. 


Her future plan by 2030 focused on data management, data engineering and data science that would be driven by quality.

IAQ General Meeting 2022 – Day 1 (Online & Onsite)

The IAQ General Meeting 2022 was held online & onsite on 18-19 May 2022 (at 4:00am & 11:00pm in HK time zone on 19 May). In the beginning, Acn. Elizabeth Keim (Chair) gave opening speech.  Then Acn. Shinichi Sasaki (President) and Acn. Lars Sorqvist (President elect) gave welcome speech. Firstly, we had a moment of silence for deceased members included Navin Dedhia, Deborah Hopen, Hans Dieter Seghezzi, Ken Stephens and Mohamed Zairi.


Then Acn. Elizabeth Keim (Chair) presented certificates to new members.


And then Liz announced the 1st Quality Laureate – Noriaki Kano and presented IAQ Awards to all awardees online and onsite.


Dr. Chad Laux (Purdue University) presented the topic entitled “Applying FMEA Principles to the Sex Trafficking Process: A Risk Mitigation Approach”.  Human trafficking is “the acquisition of people by improper means such as force, fraud, or deception, with the aim of exploiting them” Dr. Laux said.


The related SDGs included 3 – Good health and well-being, 5 – Gender equality and 8 – Decent work and economic growth.  He briefed the background that the goal is to develop more robust detection technologies to mitigate and disrupt the human trafficking supply chain.


And then Dr. Laux mentioned the objective to apply a systems engineering approach to understand the human sex trafficking process in order to identify efficient ways to mitigate.  He constructed a business process map (BPM) to identify roles and main process steps.


After that he employed Failure Mode and Effects Analysis to identify the most likely failure modes where criminal elements are likely to fail. FMEA results for top 3 failure modes identified from law enforcement officer, professor and victim advocate were presented. He concluded top failure modes had the highest potential for preventing the crime early in its process. 


New member introduction session: Paul Borawski introduced his quality journey in ASQ. Then I shared our photo taken with Paul and HKSQ exco member in ANQ 2011 in Vietnam.

During the break, Liz presented certificate and took photos continuously.


The second part was presented by ASQ representatives and topic was “ASQ-ASQE WCQI IAQ Update”. They quoted W. Edwards Deming statement that “It is not necessary to change. Survival is not mandatory.” 


ASQ and ASQE is a dual entity model to deliver enhanced value. This transformation is started in 2019 for considering risk management and business model innovation.  Dual model necessitated by US tax restrictions on growth and strategic initiatives to enhance value and mission impact.  ASQ and ASQE are independent, yet complementary, entities that share a mission of bringing value and quality solutions to individuals and organizations.


In ASQE, they are responsible to certificate operation update and organizational membership update, as well as, insights on excellence.  ASQE had accredited ISO 17024 by ANAB.


The third guest speaker was Prof. Yasuyuki Nishioka (Hosei University) and his presentation title named “A Framework of Smart Thinking for Quality Control on Manufacturing Organization using IVI Sixteen Diagrams”.  Firstly, Prof. Nishioka briefed the key concepts of “Connected manufacturing” and “Loosely Defined Standard (UDS)”.


Then Prof. Nishioka briefed the smart manufacturing reference architecture including EU i4.0, Asia/Japan SMU and USA Lifecycle process. And then described Smart Manufacturing Unit (SMU) in three views: Asset, Activity and Management.


After that he introduced the smart organization and smart thinking that sharing digitally to strengthen organization power, self-learn and transformation for sustainable evolution, as well as, new connection and cooperation.


Finally, Prof. Nishioka described Smart Thinking Cycle using four stages for smartness including AS-IS, TO-BE, CAN-BE and CAN-DO. 


Lastly, Prof. Nishioka mentioned the sixteen diagram of the smart thinking and employed IVI Modeler 2022 to demonstrate its application.


The last speaker was new member Prof. Ahmad Elshennawy and he shared his quality journey to us.


Prof. Elshennawy briefed how he creating quality leaders through his quality classes. He also briefed his philosophy that empower plus teach & provide guidance to get successful graduates.  Lastly, he shared his current research named “Using Cost Engineering Approaches for Improving the Outcome of DFSS Projects”.
