ISSC Asia Quality Management Symposium 2018 cum Annual Dinner

International Six Sigma Council (ISSC) Asia Quality Management (AQM) Symposium is the flagship event and held on 10th May 2018.  The symposium theme is “Quality Growth beyond Excellence through Innovation”.  The symposium scope spans from the application of QFD, LEAN, TRIZ and Extenics (可拓學) to the exploration of enormous opportunities though Innovation.  Before the symposium, all speaker took a group photo.

In the beginning, Dr. CO Chan (President, ISSC) gave an opening remarks.  He said ISSC had servicing quality field for 12 years.  He briefed the success of WhatsApp that innovation could be started from small things. In 2014, Facebook acquired WhatsApp for US$19 billion!


Ms. Ada YS Fung BBS JP (Former Deputy Director of Housing (Development & Construction) was the keynote speaker and her topic named “Quality is Not an Act; It is a Habit”.  Firstly, she shared the Housing Authority (HA) vision, mission and core values.  They used people-centric approach with competent, dedicated and performance-oriented team.

ISSC 11th Anniversary and Annual Dinner 2017

Mr. Peter Fung, Dr. Aaron Tong and I represented Hong Kong Society for Quality (HKSQ) were honor to be invited by International Six Sigma Council (ISSC) to join their 11th Anniversary and Annual Dinner on 18 May 2017.  We met many friends in different society included Dr. Catherine Chan, QFDHK, etc.  Before the event, we took some photos for memory.


In Cocktail reception, we met Dr. Rita Wan (Chairman, ISSC) and Dr. Jason Kong (Vice-Chairman/Marketing, ISSC), Dr. Percy Chan (Quality Director & Acting Global Supply Chain Director, GP) and Mr. Larry Lee (Customer Services & Compliance Quality Manager, GP).

ISSC 10th Anniversary and Annual Dinner 2016

Mr. Peter Fung and I represented Hong Kong Society for Quality (HKSQ) were honor to be invited by International Six Sigma Council (ISSC) to join their 10th Anniversary and Annual Dinner again on 23 Jun 2016.  We met many friends in different society included but not limited to IET, MQMA, SZAQ, SSS, QFDHK, ISIHK, etc.  Before the event, We took a group photo with Dr. Rita Wan (Chairman, ISSC) for memory.


Dr. PK Chan (Honorary Advisor, ISSC) and Prof. Philip Chan (Honorary Advisor, ISSC) were invited to lead the celebration of the ISSC 10th Anniversary through lighting our mobile.


We all lighted our mobile and turn off all lamp in the room and many beautiful stars in the room.

AQBPA Award Ceremony Cum ISSC Annual Dinner 2015

The 1st Asia Quality Best Practice Award (AQBPA) was organized by International Six Sigma Council (ISSC) in early 2015 and the Ceremony cum ISSC annual dinner was held on 11th June 2015. Hong Kong Society for Quality (HKSQ) was honor to be invited by Dr. Rita Wan to attend International Six Sigma Council (ISSC) AQBPA Award Ceremony and Annual Dinner. Dr. Aaron Tong (Former Chairman, HKSQ) and Prof. Fugee Tsung (Exco member, HKSQ) were Judgers in the Award. We have four members attended the dinner and they were Mr. Peter Fung (Chairman, HKSQ), Dr. Aaron Tong (Former Chairman, HKSQ), Prof. Fugee Tsung (Exco member, HKSQ) and I (Former Chairman, HKSQ).

In the beginning, Dr. Rita Wan (Chairlady, ISSC) introduced the ISSC and then mention the 1st Asia Quality Best Practice Award (AQBPA) in 2015. The awards celebrated winners’ application of quantitative methods in process improvement using Six Sigma and Lean. There were 50 companies to participate in the Award Competition and finally less than 10 companies were qualified to submit their final reports.


Ir. Dr. the Hon Lo Wai Kwok, BBS, MH, JP (Member of Legislative Council (Functional Constituency – Engineering)) gave opening speech. He said “The Asia Quality Best Practice Award 2015 offers a platform for management professions with foresight, commitment and social responsibility to demonstrate their innovative spirit and dedication in the promotion of best quality practice.” Then he also mentioned HKQAA also focused on Social Responsibility and Business Sustainable development.

Judges comments session:
Dr. Aaron Tong (Former Chairman, HKSQ) said that Service is more like Product and Produce is more like Service (服務產品化,產品服務化。)
Prof. Fugee Tsung (Exco member, HKSQ) said there were large spectrum between Service and Product.
Dr. CO Chan commented the Lean and Six Sigma were common and effective tools for different industries including service and product.

Then the presentations of different awards were performed.
i) Best Practice in Process Improvement with Lean Award – Bank of China (Hong Kong) Limited


ii) Best Practice in Quality Improvement with Six Sigma Award – Bank of Communications Co., Ltd. Hong Kong Branch


iii) Best Practice in Implementing Continual Improvement in Organization Award – GP Batteries International Limited

The keynote speaker was Ms. Ada YS Fung, JP (Deputy Director of Housing (Development & Construction), Hong Kong Housing Authority and her topic entitled “How Housing Authority develops Quality Housing and Partnering with others for Change”. Firstly, Ms. Ada Fung briefed their vision, mission and core values (4C – Caring, Customer-focused, Committed and Creative). HA expected to build a Sustainable Community considering Economical, Environmental and Social areas. They had implemented many ISO management standards since1992.


Ms. Ada Fung emphasized that Quality is equal to Fitness for Purpose. People-centred Processes were considered following items:
i) To build a Customer Service Culture.
ii) Collaborating to Innovate
iii) To Put the Handshake Back into Business
Finally, she shared tangible results on Yau Lai Estate Phase 5 as example.
Reduction of project life cycle was valuable to share that it was reduced from 7 years to 5 years.


Lastly, Ms. Ada Fung introduced their Quality DNA through Big Picture. She quoted Aristotle that “Quality is not an act, it is a habit”. Ms. Fung applauded the ISSC for organizing this very meaningful AQBPA award, which had identified award winners who had achieved excellence in critical areas of success.


The second speaker was Mr. Barry Lo (GM, Bank-wide Operation Department, Bank of China (HK) and his presentation named “We’re on the right track”. He said their 1st Black Belt in BOCHK since2011. Then they built an organization of 16 Black Belts, 145 Green Belts and 1,444 Yellow Belts.


Mr. Lo said they had a visionary leader and defined Operational Excellence in three ways included Operational Efficiency and Quality, as well as Customer Experience. Then he briefed their motivation named “Performance Management Cycle” which contained three elements – Set Performance Objectives, Performance Evaluation and Reward. Decision Maker should be Data-Driven & Systematic and all Belts were Enablers.


The third speaker was Mr. Solomon Poon (VP, Quality & Operation Excellence Integrated Manufacturing Solutions – Greater China) and his presentation named “Best Champion in Implementing Continual Improvement in Organization”.


Firstly, Mr. Poon introduced his company background and briefed Sanmina Strategy included Long Term Focus on Key Markets, Advanced Technology for Complex Products, Integrated Manufacturing Solution (Design, Technology, Global Supply Chain & Logistics); so that they achieved “Faster Time to Market, Lower Costs and Simplified Supply Chains”. At the end, Mr. Pool mentioned their Plant Lean Six Sigma Operation Model.


The forth speaker was representative of the Bank of Communications for the Best Practice in Process Improvement with Lean. The video from their top management was showed and some company background was briefed. Then he briefed one of their improvement project through CTQ Tree to identify the process which needed to be improved (e.g. Lead Time, Processing Time, Value Today and Non-value Today, PVP and Night Deal, etc.) The final result reduced 23% of process time!


The fifth speaker was representative of the Bank of Bank of China (Hong Kong) Limited and her project named “Information Processing Workflow Reengineering Project”. She explained their project was the BEST in company because it included four elements and they were Beneficial, Enlightening, Sustainable and Tactical.


The last speaker was Dr. Percy Chan (Quality & Global Supply Chain Director, GP Batteries Int’l Ltd) and his presentation entitled “GPBI Six Sigma Implementation System. In the beginning, Percy introduced GP’s Core Mission/Values: Easy to do business with a cost effective organization and GP Brand Security.


Percy said they ran Six Sigma to maximizing Intellectual Capital which included three elements – Relational, Structural and Human. So they formed a GPBI Six Sigma Club with Six Sigma Full Time Promotion Team (FTPT). Finally, he mentioned Six Sigma Belts Development in each stage.

ISSC Six Sigma Networking Night 2014

Hong Kong Society for Quality (HKSQ) was honor to be invited by Dr. Rita Wan to attend International Six Sigma Council (ISSC) Networking Dinner again on 22 May 2014. We have four members attended the dinner and they were Mr. Peter Fung (Vice-Chairman, HKSQ), Dr. Aaron Tong (Former Chairman, HKSQ), Mr. Ivan Ng (Member, HKSQ) and I (Former Chairman, HKSQ).

We also took a photo with Dr. Mickey Li (Chairman, Shenzhen Association for Quality (SZQA)) (Left 2nd) and Dr. Jason Kong (Vice-Chairman/Marketing, ISSC) (Right 1st).



In the beginning, Dr. Rita Wan (Chairman, ISSC) introduced the ISSC and reviewed the activities in 2013. The ISSC is a non-profit making organization of quality practitioners and subject matter experts that saw the need for standardization in the Six Sigma field.


ISSC Building Blocks which contained six pillars to support the quality excellence were introduced. Then Dr. Wan briefed the structure of ISSC that was governed by the Examination Board & the Executive Committee. There were more than 900 Six Sigma Green & Black Belt professional certified by ISSC up to now. Then Dr. Wan introduced the coming ISSC seminar named “Implementation of Lean Six Sigma in a Global Logistics Company” on 14 Aug 2014.


Mr. Simon CHENG (Senior Manager, Training & Development, HA) was our guest speaker and his topic named “LEAN Journey in Hospital Authority”. Before start, Mr. Cheng asked if you tired, please indicated how tired in number of fingers. One finger meant very tired and five fingers meant full of energy. Most of us raised four or five fingers.


In the beginning, Mr. Cheng introduced the background of Hospital Authority (HA). They had 42 hospitals, 48 Specialist Out-Patient Clinics and 73 General Out-Patient Clinics with 70,000 staffs. Then he briefed 3 level healthcare structures in Hong Kong. Primary Care was clinic consultation. Secondary Care needed to stay in hospital and Tertiary Care needed to transfer to specialist. HA’s vision, mission and values were mentioned and shown in the following diagram.


“Why HA needed LEAN?” asked by Mr. Cheng. Then he explained some problems but not limited to the follows they faced as “Long waiting time”, “Overcrowded wards”, “Duplication of work”, “Safety issues” and “Lack of coordinated patient care”. So they employed LEAN Concepts and the key milestone of HA was briefed as following diagram. Moreover, he also explain how they from LEAN to WISER. WISER stated for We Innovate Services Excel Regularly.


Finally, Mr. Cheng shared some success cases below:
Improving the Waiting Time in Specialist Outpatient Clinic (SOPC) from 32 min to 21 min
Shortening Patient Discharge Time at Post-Anaesthetic Care Unit from 42 min to 32 min
Improving the Discharge Medication Process from 42 min to 32 min
Endoscopy Patients Staying in Hospital 7hrs to 3.5hrs
Reducing Procurement Lead Time by Introducing Express Lane upto 80%

At the end, Mr. Cheng concluded LEAN as “Learning & Sharing”, “Engage Staff”, “Additional resources” and “Not a fad”.

Then Dr. Mickey Li (Chairman of SZAQ) gave a guest speech. He introduced the first National Six Sigma Award in China that was coordinated by China Association of Quality (CAQ).


Dr. Rita Wan presented appreciated certificate to Minitab representation Ms. Iza Ng (Business Development Manager – Techmax HK).
