The First Working Meeting of WACQ Awards Committee 2025 (WACQ獎項委員會首次工作會議)

The first working meeting of World Alliance of Chinese Quality (全球華人品質聯盟) Awards Committee was held on 18^th May 2025 in online mode. The meeting was held online with representatives from Mainland China, Macau, Hong Kong, Taiwan and Singapore. Dr. Jane Wong, Dr. Aaron Tong and I represented HKSQ to attend this online meeting. Ms. Wang (王圣淇) represented CAQ to chair this meeting. 

Firstly, Mr. GE Chen (陈敬贤) (Chairman of WACQ Awards Committee) gave welcome speech.

Then Mr. Tu Jianyu (涂建宇) (Secretary of WACQ Awards Committee) briefed the structure of committee.

Afterwards, representatives from each society introduced the members of their respective award committees. Dr. Jane Wong introduced the background of Dr. Aaron Tong.

And then we reviewed the Charter of the WACQ Awards Committee.

Finally, we discussed the award categories that included Chinese Quality Best Culture Award (Organization Award) and Chinese Quality Best Contribution Award (Individual Award).

Lastly, we suggested the timeline of the award from nomination to evaluation and then presented in the World Summit for Chinese Quality.

The next meeting would be held in the middle of Jun 2025.

The Annual Working Meeting of World Alliance of Chinese Quality 2025 (全球華人品質聯盟年度工作會議)

In this year, annual working meeting (Online) of World Alliance of Chinese Quality (全球華人品質聯盟) was held on 26^th Mar 2025. The meeting was held online with representatives from Mainland China, Macau, Hong Kong, Taiwan and Singapore. Dr. Jane Wong, Ms. Minda Chiang and I represented HKSQ to attend this online meeting individually. The group photo had been taken at the end of meeting for memory. 

All WACQ representatives had presented and led by CAQ. Ms. Wang Shengqi (王圣淇) was MC for all items in the agenda.

In the beginning, Dr. Duan Yonggang (Chairman, WACQ; Vice-Chairman, CAQ) (段永剛博士 - 全球華人品質聯盟理事長、中國質量協會副會長兼秘書長) gave welcoming speech and reviewed the last year summit.

And then we confirmed and updated the executive committee member list of WACQ.

After that each WACQ member representative reported their last year quality activities. Then we discussed about WACQ awards for organization and individual.

Prof. Lin Chang (林暢) (MQMA) reported their plan for coming World Summit for Chinese Quality (WSCQ) in Macau in 2025.

The preliminary plan schedule is to collect paper in Apr to May 2025 and summit would be held in Sep 2025. We all were looking forward to the 10^th WSCQ in Macau.

CSQ 60th Anniversary Meeting and International Symposium of Quality Management (ISQM 2024) (品質學會第60屆年會暨國際品質管理研討會)

The Chinese Society for Quality (CSQ) 60th Anniversary Meeting and International Symposium of Quality Management (ISQM 2024) (品質學會第60屆年會暨國際品質管理研討會) was held on 9^th Nov 2024. The theme named “Chinese Quality Management 60-Year Legacy for a Sustainable Future (華人品質管理　甲子永續傳承)”. Ms. Angela Wong (Vice-chairman, HKSQ), Ms. Minda Chiang and I on behalf of HKSQ to participate CSQ 60^th Anniversary Meeting and ISQM 2024. We met Dr. Jay San Chen (陳介山) and took a photo in front of the entry. 

Then we took a photo with Mr. Lu Rui Yan (盧瑞彥) (Immediate Past Chairman of CSQ) in the venue.

We also took a photo with the Chairman of CSQ Dr. Cheng Chuen-Sheng (鄭春生).

Ms. Akilo YC Tsai (蔡宜均) is contact person of CSQ who is team leader, planning & promotion in CSQ.

Mr. Lai Hsin-Yang (來新陽) who is editor of the book named “Story of Quality” and gave us for memory. He is 92 years old and still join ANQ and WACQ activities!

We met Prof. Flora Chia-I Chang (張家宜) (Former President and Director, Tamkang University (TKU) (淡江大學)) again. The 2^nd World Summit for Chinese Quality was held in TKU in 2017.

Angela and I took a photo with Mr. Liu Li Tsung (劉黎宗) and Ms. Pao-Lin Jen (任寶玲).

We also met Prof. Ching-Chow Yang (楊錦洲), 

as well as, Dr. JrJung Lyu (呂執中).

We met Mr. Ivan I.H. Lee (李逸湘) again since the 4^th WSCQ 2019.

Mr. Liu Li Tsung (劉黎宗) introduced guests to us including Mr. Lam Fuquan (林褔全), Mr. Wong Qiuliang (黃秋良), Mr. Bai Su-Ching (白賜清) and Mr. Powen Yen (顏博文) (CEO, Buddhist Tzu Chi Charity Foundation). Then we took a photo with guests together.

In the beginning, Mr. Lu Rui Yan (盧瑞彥) gave opening speech and introduced the CSQ house of vision. 

And then Prof. Tsai-Yen Li (李蔡彥) (President, National Chengchi University) gave welcome speech. 

MC introduced us from Hong Kong in the guest list. 

After that the government guest Ms. Chen Yi-Ling (陳怡鈴) (Director-General of the BSMI) gave guest speech and appreciated CSQ contribution on quality standards for industry.

Prof. Flora Chia-I Chang (張家宜) (Former President and Director, Tamkang University (TKU)) gave guest speech.

The last guest was Prof. Huang Jia-Chi (黃家齊) (NCCU Department of BA) and he appreciated all guests to come to NCCU. 

After that the representative of World Alliance for Chinese Quality (WACQ) gave congratulation speech. The first representative from CAQ was Dr. Duan Yonggang (段永剛) (Chairman, WACQ).

The second representative from SQI was Mr. Johnson Tan Swan San (陳川昌).

The third representative from HKSQ was Dr. Jane Wong.

And then Ms. Angela Wong (Vice-chairman, HKSQ) presented the silver plaque to Mr. Lu for celebrating CSQ 60^th anniversary.

Finally, Ms. Chen Yi-Ling (陳怡鈴) presented trophy to former chairmen of CSQ.

Mr. Lu Rui Yan (盧瑞彥) presented special contribution award to Mr. Lai Hsin-Yang (來新陽). 

Lastly, he presented the best paper awards for students.

Dr. Cheng Chuen-Sheng (鄭春生) presented the thesis awards to students.

At the end, Mr. Lu Rui Yan (盧瑞彥) presented professional certificates including CQT, CQE and CRE to engineers.

As well as appreciated the supporting organizations.

During the tea break, Minda and Ms. Pao-Lin Jen (任寶玲) took a happy photo.

All ladies took a group photo.

When we come back to the hall, we met D. Sheng-Ping Hu (胡聲平) (University Secretary, Director of Research and Development, Nanhua University).

The first keynote speaker was Prof. Wu Sehwa (吳思華) and his topic was “Quality Asurance and Model Innovation in Higher Education” (高等教育的品質確保與典範創新). 

Firstly, Prof. Wu briefed the key function of modern university including Liberal Education, Professional and Research.

Then he pointed out the weakness in KPIs for university quality.

After that Prof. Wu explained the positioning of university under knowledge economic. He also questioned the paper quality and quantity that did not represent the research spirit or social development.

Finally, he proposed the disruptive innovation for future higher education including teacher, governance, academic system and campus. 

The second keynote speaker was Mr. Powen Yen (顏博文) (CEO, Buddhist Tzu Chi Charity Foundation) and his topic entitled “From Semiconductor Product Quality to Altruistic Service Quality” (從半導體的產品品質到利他的服務品質).

In the beginning, Mr. Yen briefed the Taiwan IC industry economic data including IC Design, IC Manufacturing, IC Packing and Testing. 

After that he introduced some characteristics of IC Industry such as performance, chip size, cycle time and time-to-market, etc.

And then he quoted Mr. Chung-Mou Chang (張忠謀) and Dr. Edward Deming that quality governance is started in the Boardroom.

Finally, Mr. Wu mentioned the TSMC’s core value in “ICIC” indicating Integrity, Commitment, Innovation and Customer Partnership.

After the keynote speech, a chairman handover ceremony was held.

Dr. Cheng Chuen-Sheng (鄭春生) (Chairman, CSQ) gave an inaugural address.

Lastly, Dr. Jay San Chen (陳介山) reported key activities of CSQ.

At the end, our vice chairman Mr. Angela Wong presented HKSQ 35^th anniversary book to Dr. Cheng (Chairman, CSQ).

International Symposium of Quality Management (ISQM 2024) was held in afternoon. I was the guest speaker in the session with the theme named “Excellence Quality、Intelligent Manufacturing、Value Creation Experience Sharing” (卓越品質、智能製造、價值創造之經驗分享). Firstly, Mr. Lu Rui Yan (盧瑞彥) introduced my background and topic.

My topic entitled “I Ching Management: Reform the Past and Innovate - New Quality Productive Force” (易經管理之革故鼎新 - 「新質生產力」). Firstly, I employed Qian hexagram (乾卦) to explain product life cycle. 

Then I briefed four difficult hexagrams including “Trapped” (困), “Tun? (屯), “Jian” (蹇) and “Kan” (坎). And then the complex transformation of Revolution hexagram (革卦) and tripod hexagram (鼎卦) for revolution in organization were discussed.

And then I introduced the key elements of “New Quality Productive Force” in the summary diagram.

Finally, I employed Huawei digital transformation (DT) as example to explain the revolution and innovation as “New Quality Productive Force” that matching I Ching wisdom. Huawei’s digital transformation (DT) achieved the ROADS experience. ROADS stands for Real-time, On-demand, All-online, DIY and Social. 

Lastly, Mr. Lu Rui Yan (盧瑞彥) presented the appreciation certificate to me.
