The 5th World Summit of Chinese Quality (Online)

The 5^th World Summit of Chinese Quality (全球華人品質峰會) was organized by Macau Quality Management Association (MQMA) and pre-World Alliance for Chinese Quality (pre-WACQ - 全球華人品質聯盟(籌)) on 25^th Sep 2020. The theme was “Ingenious Quality, Innovative Service” (匠心品質、創新服務). Because of COVID-19 pandemic, the summit was held online in Macau for half day and invited different experts from Macau, Mainland, Hong Kong, Taiwan and Singapore to share their quality and innovation topics.  The guests and participants group photo was prepared after the meeting and showed below.

Ms. Huang Ruochen (黃若辰小姐, 澳門青年領導力學會常務理事) was MC of the summit and introduced the schedule and guests.

In the beginning, Prof. Lin Chang (Chairman, Macau Quality Management Association (MQMA)) (林暢教授- 澳門品質管理協會會長) gave opening speech.  Firstly, Prof. Lin introduced the summit of WACQ.  He expected we would meet in Macau again in near future after pandemic period.

Mr. Jia fuxing (Chairman, CAQ) (賈福興先生- 中國質量協會會長) gave welcoming speech and he reviewed we all met in Beijing for the 40 years anniversary of CAQ in the last year.  Mr. Jia said we met the new challenges in the world including COVID-19 and we needed to enhance quality of product and service to overcome this difficult period.

Mr. GE Tan (Chairman, SQI) (陳敬賢先生- 新加坡質量學院主席) gave welcoming speech.  He appreciated MQMA to arrange this online summit under this difficult situation.  Innovation of product and service was very important he added.

Then Dr. Lotto Lai (Chairman, HKSQ) (黎劍虹博士 - 香港質量學會會長) gave welcoming speech and his topic named “Reinterpreting "Chinese Quality" with Chinese Culture” (以中華文化重新演繹「華人質量」).  Firstly, he introduced HKSQ and role of WACQ.

And then he said total change of behavior of people after pandemic. He analyzed that the nature of customer need was vanity based on philosophy. That explained personalized and customized products are the spiritual driving force of quality.

Finally, he tried to reinterpreting "Chinese Quality" with Chinese Culture as follows:

a)      Continuous Quality Revolution

b)      Cluster Work

c)      Cooperative Win-Win

d)     Sustainable Quality for Next Generation

Lastly, he concluded that products and services become a must for the pursuit of a better life. (把產品及服務變成追求美好生活的必須品)

Prof. Ching-Chow Yang (Chairman, CSQ) (楊錦洲教授 - 中華臺北品質學會理事長) gave welcome speech and he expected Chinese Quality to be the mainstream. 

Then Prof. Yang invited Prof. Li lili (李麗麗教授 - 文化藝術界總會會長) to sing a song for celebrating the summit to perform successfully.  Prof. Li appreciated WACQ to integrate between quality management and Chinese culture.

The 4^th Summit of pre-World Alliance for Chinese Quality (WACQ) (全球華人品質峰會) was organized by WACQ and CAQ which held together with “The Commemorative Congress of the 40th Anniversary of China Quality Association and TQM Promotion” (全面質量管理推進暨中國質量協會成立40週年紀念大會) from 27^th to 31^th Aug 2019.  The schedule arranged i) registration on 27^th Aug, ii) Attend the Commemorative Congress of the 40^th anniversary of CAQ and technical visit on 28^th Aug, iii) pre-WACQ Summit on 29^th Aug, iv) Technical visit in Taiyuan and pre-WACQ working meeting on 30^th Aug and v) Chinese culture tour from 31^st Aug to 1^st Sep. The founding members of Pre-World Alliance for Chinese included China Association for Quality (CAQ), Chinese Society for Quality (CSQ), Hong Kong Society for Quality (HKSQ) and Singapore Quality Institute (SQI).  This Alliance was established after the 3^rd Chinese Quality Forum (CQF) in Beijing in 2015.  After the summit, we had post-summit culture tour in Taiyuan. We arrived the Qiao’s Family Compound (喬家大院) on 31^st Aug 2019 Morning.

The tour guide explained the history of the Qiao’s Family Compound and led us to visit different room in the compound.

(formerly Taiyuan Iron & Steel Corporation) (TISCO), also known as Taigang Group is a Chinese steel maker based in Taiyuan, Shanxi Province. So we took a High-speed Railway from Beijing to Taiyuan in the morning.

Ms. Wang Li-Lin (王麗林) (Director, International Exchange Department, CAQ) was MC in the afternoon session.

The first speaker of afternoon session was Ms. Liu Ming (劉明) (MBB, 品質棲所; daughter of Prof. Liu Yuanzhang) and her presentation entitled “Study the pass for knowing new things、Pass the torch to the next generation: Reviewing "Father of China's Quality" Academician Liu Yuanzhang Discusses China's Total Quality Management” (溫故知新、薪火相傳：重溫“中國質量之父”劉源張院士論述中國全面質量管理)

Firstly, she showed many old photos to review the TQM development in China.  The first photo is the first QC training course in China held in Oct 1957.  Then first textile factory started quality management in 1958.  In 1966, quality control facilitator training course performed.  Until 1977, TQM was first implemented in the textile factory.  The success key factors of early development on quality were Open-up policy, state organization from top down approach and cooperation policy among worker, leader and technical staff.

Then I took a photo with Mr. Jia fuxing (賈福興) (Chairman, CAQ).  Since WACQ logo was designed by HKSQ, I explained my idea for WACQ logo design that the earth background means the World, the Chinese characters “華人” and the outline like “Q” indicating Chinese Quality.

In the beginning, Mr. Jia fuxing (賈福興) (Chairman, CAQ) gave welcome speech. He expected the Summit of pre-World Alliance for Chinese Quality (WACQ) (全球華人品質峰會) to enhance the recognition on Chinese culture and enhancing the power of Chinese Quality.  

Prof. Ching-Chow Yang (楊錦洲) (Chairman, CSQ) gave guest speech.  He reviewed the development of pre-WACQ from Chinese Quality Forum since 2012, as well as, quality development in Taiwan.  Prof. Yang hoped that pre-WACQ members would be enlarged in near future.

Dr. Lotto Lai (黎劍虹) (Chairman, HKSQ) represented HKSQ to give guest speech.  He briefed the quality movement in Hong Kong from the era of quality awareness to continual improvement and then to TQM and quality innovation.  Finally, he shared his prospective that to develop QMS based Innovation Management, promoting the China original discipline “Extenics” for innovation, cooperation with Shenzhen for innovation and technology industry, as well as, promoting quality innovation to Belt and Road.  

Mr. Tan Gheng Een (陳敬賢) (Chairman, SQI) gave an opening remark and he congratulated for the 40^th anniversary of CAQ in the beginning.  He also shared Singapore service quality and quality management.

The sharing session started and we all learnt from each other. 

Dr. Aaron Tong led his team members (TQM Consultants Co. Ltd.) to join pre-WACQ summit.  

The first keynote speaker was Mr. Pan Yinsheng (潘銀生) (大亞灣核電運營管理有限責任公司黨委書記、總經理) who was awardee of China Outstanding Quality Professional (中國傑出質量人) 2019 and his topic entitled “Practice the truth, quality in the East” (實踐出真知，品質看東方).  Firstly, he quoted Peter Drucker that “Management is practice but not only knowledge. Verification is not from logic but result.  The only authority is success.”

The Commemorative Congress of the 40th Anniversary of China Quality Association and TQM Promotion – Opening & Technical Visit

In 2019, it was the 40th Anniversary of China Quality Association and also the promotion of TQM for 40 years in China. China Quality Association (CQA) organized “The Commemorative Congress of the 40th Anniversary of China Quality Association and TQM Promotion” (全面質量管理推進暨中國質量協會成立40週年紀念大會) from 28^th to 29^th Aug 2019 and together with the 4^th Summit of pre-World Alliance for Chinese Quality (WACQ) (全球華人品質峰會) from 27^th to 31^th Aug 2019.  The Day 1 of the Commemorative Congress of the 40th Anniversary of China Quality Association and TQM Promotion”(全面質量管理推進暨中國質量協會成立40週年紀念大會) held on 28^th Aug 2019. HKSQ representatives took a photo in front of the big banner.

At 8:15am, we all representative together for taking group photo outside the venue.  We met Prof. Tang Xiaoqing (唐曉青) (Vice-chairperson, CAQ) and Mr. Fang Xiangjian (方祥建) (Assistant President, Gree Electric Appliances Inc. of Zhuhai).

In the beginning, Dr. Duan Yonggang (段永剛) (Vice-Chairman, CAQ) chaired the meeting and played a short video to introduce the history of CAQ to show the China characteristic quality way.

Mr. Jia fuxing (賈福興) (Chairman, CAQ) gave welcome speech and review the development of CAQ and its formation since Aug 1979.  He said China industry from copy to innovation and China would develop continuously to be powerful quality country (質量強國).

Ms. Zhao Aiming (國務院國資委副主任趙愛明) gave a speech. She said that the rapid growth of China’s economy had successfully solved the problem of “have or have not” in the past 40 years. Now the central government emphasizes the development of high quality, which needed in solving the problem of “good or bad”.

Then Ms. An Kint (Vice President of EOQ) gave an opening address and she said this congress was important milestone of CAQ.  In order to demonstrate the important relationship, EOQ arranged China-Europe Conference annually.  She was looking forward to meet CAQ and its representative in EOQ congress in coming Oct 2019 and hope that both contributed on quality to have great achievement.

Prof. Phulporn Saengbangpia (Board member, ANQ) represented ANQ to give an opening address. She said CAQ was recognized as one of the most active quality association in the world and its research, development, innovation on quality and process had been recognized world-wide.  She thanks CAQ contribution on ANQ. She hope that CAQ developed in future 40 years to 100 years and contribution to China and the world continuously.

Ms. Elizabeth Marie Keim (President of IAQ) gave an opening address.  She said that she had many experience to cooperate different organizations in the world especially in non-manufacturing sectors. She shared Quality 3.0 that we focused on customer needs and satisfaction; continual improvement was the market competitive edge. However, the Quality 4.0 would be coming and new ideas on maximization of value continuously generated. She said TQM practiced “Big Q” concept from Juran.  Finally, she said it needed to use benchmarking management based on different country quality award to establish strategy rather than only use ISO standards.
