The 5th World Summit of Chinese Quality (Online)

The 5th World Summit of Chinese Quality (全球華人品質峰會) was organized by Macau Quality Management Association (MQMA) and pre-World Alliance for Chinese Quality (pre-WACQ - 全球華人品質聯盟()) on 25th Sep 2020. The theme was “Ingenious Quality, Innovative Service” (匠心品質、創新服務). Because of COVID-19 pandemic, the summit was held online in Macau for half day and invited different experts from Macau, Mainland, Hong Kong, Taiwan and Singapore to share their quality and innovation topics.  The guests and participants group photo was prepared after the meeting and showed below.


Ms. Huang Ruochen (黃若辰小姐, 澳門青年領導力學會常務理事) was MC of the summit and introduced the schedule and guests.



In the beginning, Prof. Lin Chang (Chairman, Macau Quality Management Association (MQMA)) (林暢教授- 澳門品質管理協會會長) gave opening speech.  Firstly, Prof. Lin introduced the summit of WACQ.  He expected we would meet in Macau again in near future after pandemic period.



Mr. Jia fuxing (Chairman, CAQ) (賈福興先生- 中國質量協會會長) gave welcoming speech and he reviewed we all met in Beijing for the 40 years anniversary of CAQ in the last year.  Mr. Jia said we met the new challenges in the world including COVID-19 and we needed to enhance quality of product and service to overcome this difficult period.



Mr. GE Tan (Chairman, SQI) (陳敬賢先生- 新加坡質量學院主席) gave welcoming speech.  He appreciated MQMA to arrange this online summit under this difficult situation.  Innovation of product and service was very important he added.



Then Dr. Lotto Lai (Chairman, HKSQ) (黎劍虹博士 - 香港質量學會會長) gave welcoming speech and his topic named “Reinterpreting "Chinese Quality" with Chinese Culture” (以中華文化重新演繹「華人質量」).  Firstly, he introduced HKSQ and role of WACQ.



And then he said total change of behavior of people after pandemic. He analyzed that the nature of customer need was vanity based on philosophy. That explained personalized and customized products are the spiritual driving force of quality.



Finally, he tried to reinterpreting "Chinese Quality" with Chinese Culture as follows:

a)      Continuous Quality Revolution

b)      Cluster Work

c)      Cooperative Win-Win

d)     Sustainable Quality for Next Generation

Lastly, he concluded that products and services become a must for the pursuit of a better life. (把產品及服務變成追求美好生活的必須品)


Prof. Ching-Chow Yang (Chairman, CSQ) (楊錦洲教授 - 中華臺北品質學會理事長) gave welcome speech and he expected Chinese Quality to be the mainstream. 



Then Prof. Yang invited Prof. Li lili (李麗麗教授 - 文化藝術界總會會長) to sing a song for celebrating the summit to perform successfully.  Prof. Li appreciated WACQ to integrate between quality management and Chinese culture.


The first guest speaker was Dr. Zhu Weiwen (MQMA) (朱偉文博士 - 澳門自來水公司副總經理) and his presentation topic named “Quality service and risk management” (優質服務與風險管理).  Firstly, Dr. Zhu reviewed different crisis in Macao such as Typhoon Hato (颱風天鴿) in 23/08/2017 that caused 10 people die and 240 people injury, as well as, economy loss upto $125M (Macau pataca). The previous management experience was not effective.


And then Dr. Zhu introduced their risk management from prediction, prevention, identification, management and then to corrective action.



Dr. Zhu also briefed how to reduce risk included accept, control, transfer and avoid four methodology.   After that they met Typhoon Mangkhut (颱風山竹), Dr. Zhu said they had experience in handling Hato and this time was not problem for Mangkhut because of enhancement of risk awareness.  Finally, he concluded that “Success is also experience, failure is also experience.” (成也經驗, 敗也經驗)



The second guest speaker was Mr. Miao Liubin (CAQ) (苗留斌先生 - 山東航空股份有限公司總經理) and his presentation topic was “Fly Honestly Fly Better” (厚道山航 品質飛翔).  Beginning, Mr. Miao introduced the background of Shandong Airlines. Their core competence was “Safety”, “Operation” and “Service” that named Golden Triangle.


They also achieved the 17th National Quality Award by CAQ in 2017.  It is the first one and only one airline in China to achieve this award. 



After that Mr. Miao introduced their customer service management philosophy that focused on “Empathy”.



Lastly, Mr. Miao how Shandong Airlines employed Chinese culture into their corporation culture such as Confucius culture (孔子文化) inside airplane and style of uniform.



The three guest speaker was Mr. Ng Hang Wai (HKSQ) (伍杏偉先生 -香港中華煤氣有限公司持續革新辦公室指導委員會副主席) and his topic entitled “The Innovation History of The Hong Kong and China Gas Company” (香港中華煤氣創新歷程).  Firstly, Mr. Ng briefed Towngas business that involved 265 items covered in different areas of mainland China. 



Mr. Ng said Innovation was key concept in Towngas, otherwise, they would not exit to now after changed from towngas street lamp to electricity street lamp.  Their business was divergence to hot water support and cooking, and then to environmental and clean energy.



After that Mr. Ng discussed their successful business formula that is “G = i x i” that means the growth depended on innovation times implementation. And their vision is “to be Asia’s leading clean energy supplier and quality service provider with a focus on innovation and environmental-friendliness.” 



Lastly, Mr. Ng shared some innovation cases such as reducing sound level constructing work, intelligent meter reading through apps, etc. 



The fourth guest speaker Mr. Lu Ruiyan (CSQ) (盧瑞彥先生 - 臺灣廣運集團副董事長) and his presentation named “Chinese Culture Fits Business Operation” (中華文化契合企業經營).  In the beginning, Mr. Lu briefed the evolution of Chinese Culture and mentioned about Confucius culture.



Then Mr. Lu consolidated Confucius culture into four dimensions and eight morals which corresponded to industry operation.



Finally, Mr. Lu summarized all key Chinese culture into three factors including “Belief”, “Power” and “Thought” in which all could be connected into the middle (The Mean - 中道). Lastly, Mr. Lu said the ultimate goal is to realize “Goodness, Truth and Beauty” (善真美).



The fifth guest speaker was Prof. TN Goh (National University of Singapore) (SQI) (吳桐毅教授 -新加坡質量學院) and his topic was “Customers, Innovation, and Quality” (顧客與創新為質量之本).  Firstly, he briefed the golden rule in quality management such as customer satisfaction and removing the variance.  He said quality is realized by product and service. However, the level of quality is decided by customer satisfactory level but not the absolute level of product and service.



Then Prof. Goh quoted different successors statement about customer for giving some inspirations.  

Jack Ma: “Customer first, employees second, and investor third.”

Bill Gates: “Your most unhappy customers are your greatest source of learning.”

Peter Drucker: “The purpose of the business is to create and keep a customer.”



After that Prof. Goh said we needed to catch the changing of customer need and potential need.  He quoted Steve Jobs statement that “It’s not the customer’s job to know what they want.” And “Innovation distinguishes between a leader and a follower.”  Finally, he concluded that both customer and innovation should be considered and that was the way to achieve quality.  He proposed the formula as Customer (C) x Innovation (I) = Quality (Q).



The last guest speaker was Prof. Yang Chunyan (MQMA) (楊春燕教授 - 廣東工業大學可拓學與創新方法研究所所長) and her presentation topic entitled “Extension Innovation Methods to Solve Contradictory Problems in Quality Management” (解決品質管理中矛盾問題的可拓創新方法).  In the beginning, Prof. Yang briefed some background of Extenics.



Then she introduced the four step of Extension Innovation Method and those steps were Modeling, Extension, Transformation and Selection.  After that she explained how Extenics identify contradictory problems that included “incompatible problems” (不相容問題) and “antithetical problems” (對立問題). 



After that she demonstrated some cases employed the first, second and third creative method under Extenics and those cases got the patent successfully.



At the end, Prof. Yang explained some concept on employing Extenics and Extension Innovation Methods into quality management on product and service.  For instance, integrated Extension Innovation Method into Six Sigma Methodology was studied and some cases were implemented.


After all presentation completed, Prof. Gu Xiangen (MQMA) (顧向恩教授 - 澳門品質管理協會理事長) gave closing meeting remark. She thanked all guests and participants, and also mentioned the MQMA was established by her father since 2008. Finally, she expected to meet all again in next summit in Hong Kong.



Before the end of summit, I (黎劍虹博士 - 第六屆全球華人品質峰會承辦方發言) introduced the preliminary plan for the 6th World Summit for Chinese Quality in Hong Kong.  The theme is planning to be “In the Post-Epidemic Era, Reinterpreting Chinese Quality” (后疫情時代,重新演繹「華人品質」).



There were three local universities support the summit and they were The Open University of Hong Kong, City University of Hong Kong, and The Hong Kong University of Science and Technology. 


Then the virtual flag transfer ceremony was performed.



At the end, Dr. Duan Yonggang (Vice-Chairman, CAQ) (段永剛博士 - 全球華人品質聯盟()理事長、中國質量協會副會長兼秘書長) gave summary speech of the 5th World Summit for Chinese Quality.  He reviewed our meeting in the last year the 40th anniversary of CAQ and the 4th WSCQ and nobody predicted the COVID-19 pandemic in this year.  He added Pandemic is uncertain but Quality and Chinese Culture is certain.  (He made a joke that the 5th WSCQ location, time and venue are certain but Lotto’s Mandarin is uncertain. Ha...Ha…)



The power of culture is large.  In Chinese quality field, we had common language and we would work together included Chinese in Western.  Dr. Duan expected we needed to cooperation more and more after the pandemic.  The World Summit for Chinese Quality was completed succeefully.
