HKCTC Webinar on Environmental, Social and Governance (ESG) and Sustainability

The Hong Kong Council for Testing and Certification (HKCTC) and Hong Kong Association for Testing, Inspection and Certification Limited (HKTIC) organized a Webinar entitled “Environmental, Social and Governance (ESG) and Sustainability” held on 19th Jul 2022. This webinar aims to share the insights in making use of the services offered by the testing and certification sector in Hong Kong in taking forward various ESG and sustainability initiatives. In the beginning, all guests took a group photo for memory. 


The first speaker was Mr. Samson Leong (Senior Manager, Electrical, Intertek Testing Services Hong Kong Ltd.) and his topic entitled “How to Achieve Carbon Neutrality and Grasp the Low-carbon Economic Opportunities”. Firstly, Mr. Leong briefed some history of COP21 in 2015 and the 14th Five-Year Plan about Carbon Neutral policy.


Then he briefed the different green and sustainability services included product, manufacturer and business sector.


After that Mr. Leong mentioned the Low Carbon Manufacturing Programme (LCMP) which aims to cut carbon emissions generated by manufacturing facilities and develop environmental social governance for manufacturers. And its verification criteria included GHG Management System (35%), Energy Efficiency Best Practices (40%) and GHG Emission Reduction (25%).


Finally, Mr. Samson Leong introduced the CarbonZero – Carbon Neutral Certification Program and it would verify carbon footprint data, carbon offsets evidence and achieve carbon neutrality certification. Many solutions for sustainability were discussed at the end.


The second speaker was Mr. Winlon Tsui (Senior Key Account Manager, Systems, TÜV Rheinland Hong Kong Ltd) and his presentation was “No Longer a Tick-box: Bring Transparency and Creditability on Social Practice in ESG Commitment”. Firstly, he briefed the coverage of ESG – Environmental, Social and Governance.


And then he introduced HKEX “Environmental, Social and Governance Reporting Guide” and relevant amendments effective on or after 1 July 2020. 


After that Mr. Winlon Tsui showed some statistics that demonstrated the ESG to be more and more important for listed companies. Then he briefed some KPIs in subject area for “Social” as example in HKEX ESG report requirements.


Finally, he showed the table which represented different industries corresponded to different HKEX ESG requirement with different impact level.


The last speaker was Mr. Mike Wong (General Manager, Active Energy Management) and his presentation title was “Achieving Sustainability Goals via Certified Energy Management Solutions”. He would introduced ISO 50001 Energy Management Systems (EnMS) and Retro-Commissioning (RCx). Both are key drivers to identify, exploit and maintain energy saving opportunities.


Firstly, Mr. Wong briefed the success factors in sustaining energy efficiency using ISO 50001 framework approach. They are top management commitment & support; sufficient resources, time, finance, skilling & materials, etc., as well as, empowering action to change and then maintain progress.


Then he introduced the role of energy audit which found the gap of ISO 50001 to formulate action plans. Then he mentioned the skilling of registered energy assessor in assessing EMOs (Energy Management Opportunities).


Finally, Mr. Mike Wong introduced Retro-commissioning (RCx) which is a systematic process to periodically check an existing building’s performance – identify operational improvements to save energy, lower energy bills and improve indoor environments. Lastly, he discussed the different between RCx and Energy Audit.

OUHK Testing and Certification Day 2018

The Open University of Hong Kong (OUHK) organized the "Testing and Certification Day " to increase public awareness and coverage of the Testing and Certification (T&C) industry on research and development. The seminar named “Testing and Certification: Research and Development” organized in T&C Day on 3rd Nov 2018. Hong Kong Society for Quality (HKSQ) is one of the supporting organizations.  I represented HKSQ to attend the seminar and I summarized this seminar for sharing below.  Before the seminar, we took a group photo for guests, speakers and supporting organization representatives.

In the beginning, Prof. Reggie Kwan (Vice President (Academic), OUHK) gave welcome speech.  He mentioned that they promoted R&D in Testing and Certification Industry and applied RGC Funding in the past 5 years successfully.  


Prof. Albert Yu (JP, Chairman, HKCTC) was officiating guest and gave an opening speech.  He said Hong Kong Council for Testing and Certification aimed to promote testing and certification industry in Hong Kong through our strength on integrity and professionalism.

The first speaker was Ir. Dr. Hon Lo Wai Kwok (Chairman, HKQAA; and LegCo Member, Legislative Council – Engineering Constituency) and his presentation entitled " Promoting Innovation and Technology – the Exertion on the Role of the Certification Industry  (促進創新科研 – 認證行業發揮的角色) ".  In the beginning, Dr. Lo briefed the importance of Innovation and Technology in the world such as UN Sustainable Development Goal and Global Innovation Index (GII), etc.

HKTIC Seminar on ISO 17025 Revision

The Seminar on ISO 17025 Revision was organized by the Hong Kong Association or Testing, Inspection and Certification (HKTIC) on 14 Jun 2017. The seminar aims to share the last review of ISO/IEC 17025:2005 in 2010 and some key changes in ISO/IEC DIS 17025 in this year.  Before the seminar, I took a photo with speaker Dr. John Ho.

HKCTC Seminar on Professional Integrity in Testing and Certification

The Hong Kong Council for Testing and Certification (HKCTC) and Hong Kong Accreditation Service (HKAS) co-organized a seminar entitled “Accreditation for Medical Laboratory – The Road Towards Quality and Competence” on 12 Oct 2016.  Medical laboratories provide essential support to the medical sector.  Accurate and reliable laboratory services are crucial for proper clinical diagnosis and treatment.  It is important for medical laboratories in Hong Kong to obtain formal recognition of their testing competence and standard through laboratory accreditation.  The seminar aims to introduce the medical testing accreditation and share the experience of obtaining accreditation and its benefits. 


The first speaker was Ms. Bella Ho (Senior Accreditation Officer, HKAS) and her topic entitled “Accreditation Service for Medical Laboratories”. She said the first launch of HOKLAS based on ISO 15189 was on 16 Feb 2004.  Before that accreditation was employed ISO 17025 included NATA.  The ISO 15198 Particular requirement for quality and competence of medical laboratories was published in Dec 2003.

HKCTC Seminar on Professional Integrity in Testing and Certification

The Hong Kong Council for Testing and Certification (HKCTC), Hong Kong Accreditation Service (HKAS) and ICAC co-organized a seminar entitled “Integrity Management in Testing and Certification Industry” on 27th June 2016.  One of key strengths of the testing and certification industry in Hong Kong is its high level of credibility, which gives confidence to users and consumers.  The seminar aimed to bring together experts from ICAC, the testing and certification (T&C) industry, as well as professional bodies to share experiences and information about integrity management in T&C industry from different perspectives.  Before the seminar, I took a photo with Dr. John Ho (Left) and Dr. Tommy Lo (Centre) for memory.


In the beginning, Prof. Albert Cheung (Chairman, HKCTC) gave a welcome speech.  He said “Integrity is the most important of the Testing and Certification Industry and need to train all staff in the industry”. Then he introduced the aims of HKCTC and the coming events such as ISO 27001 workshop, MedTest and Construction test seminars.

HKTIC AGM and Annual Gathering 2015

Hong Kong Association for Testing, Inspection and Certification Limited (HKTIC) celebrated the 35th Anniversary in the Annual General Meeting and Annual Gathering held on 8th Dec2015. During the AGM, Mr. Felix Chan (Chairman, HKTIC) presented the Chairman’s Report and Financial Report, as well as, appoint Honorary Legal Advisor and Honorary Auditor.


Before the 35th anniversary Annual Gathering dinner, Mr Felix Chan gave a welcome speech to all members. He appreciated HKCTC effort on promoting Testing and Certification industry and had to fight for business within China. HKTIC had also published a Food leaflet and cooperated with HKQF in 2014. He announced the first Product Conformity Certification Scheme for Paint Products (PCCS-PP) Parts One and Two (Administrative Regulations/Technical Regulations) was published on 1st Dec 2015.


Ms. Annie Choi, JP, (Commissioner for Innovation and Technology) was our guest speaker. She introduced the new structure of ITC after Innovation and Technology Bureau (ITB) established on 20th Nov 2015. ITB would promote Innovation and Technology to different industry in which role of Testing and Certification industry is very important. She said to review T&C industry effort last year. It was about 10% growth compared from 2014 to 2013. If we counted from 2008 to 2014, overall growth was upto 67% which was double the HK GDP growth about 32%. Moreover, Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA) supplementary agreement for Testing & Certification Industry (especially CCC) was extended. “The Guangdong Agreement allows testing organisations in Hong Kong to co-operate with designated Mainland organisations to undertake testing of products in the "audio and visual apparatus" category of the China Compulsory Certification (CCC) system that are designed and prototyped in Hong Kong, as well as processed or manufactured in Guangdong Province, and in respect of voluntary certification, to undertake testing of products manufactured or processed in Hong Kong or on the Mainland.” announced by Government on 13 April 2015. Moreover, she also mentioned ISO/TC 176 meeting was held in Hong Kong for 8 days and it demonstrated Hong Kong experts were actively participated in international standards’ establishment.

HKCTC Seminar on Professional Integrity in Testing and Certification

The Hong Kong Council for Testing and Certification (HKCTC), Hong Kong Accreditation Service (HKAS), HKTIC and ICAC co-organized a seminar entitled “Professional Integrity in Testing and Certification” on 13th July 2015. Hong Kong Society for Quality (HKSQ) was one of supporting organizations. The seminar aimed to bring together experts from ICAC, the testing and certification (T&C) industry, professional bodies as well as government departments to talk in details from different perspectives about the management and practice of professional integrity in the T&C Industry.

In the beginning, Mr. Kesson Lee (Secretary-General, HKCTC) gave a welcome remark. He said “Professional Integrity is the cornerstone of the Testing and Certification Industry”. Integrity is not only lip service, but also performs it systematically such as SOP, Code of Conduct, etc.

The first speaker was Mr. Lawrence Chung (Deputy Executive Director of Hong Kong Business Ethics Development Centre, Independent Commission Against Corruption (ICAC)) and his topic entitled “Professional Integrity for Testing and Certification Industry – A Perspective from the ICAC”. In the beginning, Mr. Chung told us a scenario about inspector of a surveyor who performed inspection outside Hong Kong. The supplier treated to sumptuous lunch and then spent a short inspection in factory. After that he was invited to night club and offered a luxurious watch to turn a blind eye to poor quality products. This scenario showed step by step temptation for corruption.


Then Mr. Chung showed the diagram to explain Professional Integrity was the highest requirement and Law was the minimum requirement. If we kept Professional Integrity all the time, we could avoid falling into criminal. Professional Integrity content included “Alert – Common Integrity Risks”, “Aware – Anti-corruption Law” and “Act – Ethical Decision Making”.


Alert – Common Integrity Risks in T&C Industry involved:
- Fake test reports / results (Case: Forging Certificates jailed for 3 months to 2 years)
- Tamper with test samples (e.g. Most pass sample /必勝辨)
- Lax inspection / audit (Case: Jailed for 33 months to 2 years)
- Expedite testing / inspection / certification processes
- Handle confidential information
- Entertainment
- Conflict of interest
- Cross-boundary operations
Above actions breach of trust of the public and employer!

Aware – Anti-corruption Law (Prevention of Bribery Ordinance – PBO) involved:
- Ensure fair-play
- Protect interest of stakeholders
- Prevent breach of trust between agent and principal
- Govern both the private and public sectors
- Both the offeror and acceptor of a bribe are guilty
Summary of PBO is shown as following diagram.


Mr. Lawrence Chung explained “Advantages” and he told us it is no limit about amount of money (many people say HKD500!), even though only two dollars would be charged. Advantages included “Gift, load, fee, reward or commission”, “Employment or contract”, “Payment, release or discharge of loan or liability”, “Service or favour (except entertainment)” and “Exercise of any right or power”.

Act – Ethical Decision Making used “PLUS” Tests which stand for Professional Ethics, Legal Requirement, Uncompromising self-values and Sunshine test.


At the end, Mr. Lawrence Chung introduced “Corporate Ethics Compass” as the corruption prevention plan which included “Leadership”, “Training”, “Control Systems” and “Code of Conduct”.


It is pity that I attended another seminar in CityU and missing the following topics. We could find the presentation file in HKCTC website later.

Dr. Leung Man-kit Christopher (Academic Director, Applied Science Discipline, Vocational Training Council) and his topic entitled “Ethical Management Training”.

Mr. Kam-lam Tsang (General Manager, Environmental Management Division, HKPC) and his presentation was “How Personnel Certification Can Help to Improve the Confidence in the T&C Industry”.

Mr. Raymond Wong (Director of Corporate PR and Business Development, SGS Hong Kong Ltd.) and his presentation named “Integrity Management of a Conformity Assessment Body”.

HKCTC & HKAS Seminar on Healthy Life and Food Testing & Certification

The Hong Kong Council for Testing and Certification (HKCTC) and Hong Kong Accreditation Service co-organized a seminar entitled “Healthy Life and Food Testing & Certification” on 9 Mar 2015. Food safety and hygiene are critical to our health. Hong Kong testing and certification industry, with its expertise in QC, plays an important role in supporting the food trade in meeting various regulatory requirements as well as promoting consumers’ confidence over the supply of foods. This seminar provided a platform for government representatives, practitioners of the T&C industry and food trade to share the needs and experience of food testing and certification.

In the beginning, Mr. Gregory Leung (Convener, Panel on Promoting Testing and Certification Services in Food Trade, HKCTC) gave a welcoming remark. He said public concerned the contamination of food; it was not only on food safety but also on healthy life for food consumption.

The first speaker was Dr. Allen Chan (Senior Medical Officer (Risk Assessment), Centre for Food Safety, Food and Environmental Hygiene Department) and his topic entitled “Protect Child Health and Enhance Breastfeeding – Regulation for Formula Products and Foods for Infants and Young Children”. Dr. Chan briefed the background of the Food and Drugs (Composition and Labelling) (Amendment) (No.2) Regulation 2014; and proposed Regulatory Framework for Nutrition and Health Claims in Formula Products and Prepackaged Foods for Infants and Young Children.


Food and Drugs (Composition and Labelling) Regulations (Cap 132W) included Nutrition Labelling (“NL”) Scheme but did not cover formula products and prepackaged food for infants and young children. The key features of the Amendment Regulation included Nutritional Composition requirement for infant formula (IF) and Nutrition Labelling requirement for infant formula (IF), follow-up formula (FF) and prepackaged food for infants and young children (IYC).

IF: 1+29 for Nutrition Label


FF: 1+25 for Nutrition Label


IYC food must label the energy value and contents of 4 nutrients namely protein, fat, carbohydrates and sodium (i.e. “1+4”), as well as vitamin A and vitamin D if they are added to the food.

Proposed Regulatory Framework Nutrition and Health Claims aimed to better protect the health of IYC under the age of 36 months; and to facilitate effective regulatory control over nutrition and health claims on formula products and IYC foods. There were 5 principles to be considered as follows.


The type of claim and approaches were summarized in the following table.


Finally, Dr Allen Chan discussed Nutrient Reference Values (NRV) used in nutrition labelling. They met the problem that local NRVs did not exist and Mainland China also did not have NRVs for children under the age of 36 months.

The second speaker was Mr. Jacky Lo Tim-lun (Senior Manager, Castco Testing Centre) and his presentation was “Food Nutrition Label Tests Help Consumers to Make Choice”. Mr. Lo briefed the Nutrition Label in the supermarket.


In Hong Kong, 1+7 Nutrition Label was required under Food and Drugs (Composition and Labeling) Regulations (Cap 132W) 2008. In US Nutrition Label was 1+13. The comparison table was showed as follows.


1+7 Nutrition Label included Energy + 7 core nutrients (Protein, Carbohydrates, Total Fat, Sat. Fatty Acids, Trans Fatty Acids, Na & Sugar). Summary of testing methods of 1+7 were discussed.

The third speaker was Mr. Richard Fung (General Manager – Greater China & Hong Kong, ALS) and their presentation topic named “Pesticide Residues Tests and Food Safety”. He briefed the new regulation (Pesticide Residues in Food Regulation, Cap 132CM) had been enforced on Aug 2014; and total of 360 Pesticides would be controlled.


According to FEHD, 46 volition had been reported below. The following Pesticide Residues were found:
- Carbofuran
- Cypermethrin
- Cyhalothrin
- Chlorpyrifos (short half life)
- Dimethoate (short half life)
- Methamidophos (short half life: 5 days)
- Methomyl


The Richard mentioned the sample preparation such as QuEChERS (Multi-pesticide residue extractions) and instrumentation included LC-MS/MS, GC-MS/MS, etc.


Richard discussed the testing approach that a lot of argument in Europe on Screening. He recommended the Hong Kong practical approach that was Screening plus Specific & Target-oriented Pesticide.

Mr. Andrew Chang (Senior Manager (QMD), Federation of Hong Kong Industries) was the fourth speaker and his topic entitled “Product Certification for Sauce”. He said Hong Kong Q-Mark Council had established by the Federation of Hong Kong Industries (FHKI) since 1978.


Then he briefed the objective of Q-Mark Council was to promote management system and product certification so as to enhance the trusted voice for consumer protection. They had four schemes showed as following table. The distribution of Q-Mark Certified Product included 45% of Food and Beverages; 13% of Kitchen and Household Products; 9% of Textile, Garment and Accessories; 9% of Spectacle Frames; 5% of Construction Materials and 4% of Watches, as well as, 15% of Others.


Mr. Andrew Chang introduced their new schemes for ISO 17065 accreditation. They focused on “Ready to eat food”. For this accreditation, Q-Mark Council had Safeguard Committee and Technical Committee. The organization chart was shared below. Until now, Q-Mark Council had Sauce scheme accredited by HKAS and then they would extend the scheme to Bakery and Preserved Meat.


Mr. Bryan Peng (Assistant Director, Manufacturing and Services, HKQAA) was the fifth speaker and his presentation was “Hong Kong Cooking Oil Registration Scheme”. In the beginning, Bryan briefed the gutter oil scandal in Hong Kong last year.


Details of scheme had recorded in the HKQAA Seminar on New Standard of Food Safety held on 26 Nov 2014. The Hong Kong Cooking Oil Registration Scheme Launching Ceremony cum Pilot Programme Presentation Ceremony held on 15 Dec 2014.


The last speaker was Prof. Jonathan Wong (Director, Hong Kong Organic Resource Centre Certification, Hong Kong Baptist University) and his topic named “Development of Organic Food Products Certification in Hong Kong”. Prof. Wong’s talk content included “Introduction to Hong Kong Organic Resource Centre Certification Limited”, “Organic Standard, Scope of Certification & Certification procedure” and “HKORC’s role in building trust on organic”.


Hong Kong Organic Resource Centre Certification Limited (HKORC-Cert) was established in Mar 2003. Its structure for integrity was showed as follows. HKORC-Cert is the first organization to be accredited by IFOAM under ISO65 in Hong Kong.


HKORC-Cert had three voluntary certifications such as Crop Production, Aquaculture and Processing Food. Prof. Wong said there were 244 organic farms in Hong Kong where 140 were certified. They built trust through control system of HKORC-Cert and all organic inspectors were registered by (Independent Organic Inspectors Association (IOIA)).


Prof. Wong said there were too many foreign organic labels in the market which was very confusing. But, HKORC recognition from public was the highest coverage in Hong Kong. In order to develop unilateral product acceptance service, they would raise the no. of organic import with HKORC-Cert seal and to increase HOKLAS-Cert seal exposure and consumers’ confidence.
