International Forum on Innovation Management and Intellectual Property (創新管理與知識產權國際論壇)

I was honor to be invited by Ms. Fan Zhang (张帆) (Vice-President, IIPA (Secretariat of SAC/TC554/SC2- Innovation Management Subcommittee)) again as one of speaker for the webinar named “International Forum on Innovation Management and Intellectual Property (創新管理與知識產權國際論壇)” organized by Innovation Management Standardization Partnership Program (創新管理標準化國際夥伴計劃) on 14th Sep 2023. 


The first speaker was Ms. Zhang Yan (張艷) (Member of ISO/TC 279; Project Lead of ISO 56005) and her title entitled “Introduction to International Standards ISO 56005 Innovation Management Intellectual Property Management Guidelines (ISO 56005 創新管理 知識產權管理 指南 國際標準簡介)”. In the beginning, Ms. Zhang briefed the 10 best-ranked countries in global innovation index 2002. China ranked 11th in the list. 


Then she said innovation management is a system engineering that can be trained and standard can provide some answers. IP as Life-line while passing through the “Valley of Death” of Innovation (WIPO). And then she introduced ISO 56005.


After that she mentioned the IP management in the innovation process. She used some cases for comparison their IP strategy such as Kodak vs Fujifilm.


Finally, Ms. Zhang Yan concluded the standards for innovation management are expected to be the most popular standard after project management and quality management.


The second speaker was Mr. Heiko Wongel (Patent Information Consultant) and his presentation topic was “IP Strategy for Enterprise Innovation and Development – Why you need an IP strategy and how to develop it”. Firstly, he briefed the context on IP strategy that link innovation and business.


Then Mr. Wongel introduced the role of IP strategy based on ISO 56005. The goals and purpose of IP strategy is integrated IP management with business and innovation strategies that strengthen competitiveness by leveraging IP. 


After that he demonstrated how to develop IP strategy that using IP search and analysis for finding your market and competitors.


Lastly, he demonstrated how to perform IP search and analysis, as well as, comparing your IP portfolio with others competitors.


The third speaker was Dr. Allen Yeo (Universe Sky Limited, HK & Singapore) and his topic named “IP Valuation for Business Gain”. He firstly introduced the innovation and IP operation in Singapore.


Dr. Yeo said IP globalization involved government, research institution and technology industry. IP management included but not limited to technology transfer, commercialization and licensing. 


After that he briefed the Singapore’s IP journey that launched first IP Hub Master Plan since 2013 and updated in 2017. In 2021, Singapore launched Singapore IP Strategy SIPS 2030. Dr. Yeo stated IP Hub masterplan.


At the end, he demonstrated the technology and market evaluation metrics through 8 dimensions. He concluded IP as a strategic tool that realize IP value chain for greater business opportunity.


The fourth speaker was Ms. Wang Xiaodan (王曉丹) (Expert in ISO/TC 279) and her presentation title was “Patent Navigation Promotes Enterprise Innovation (專利導航促進企業創新)”. Patent navigation is defined as a strategy grounded in the utilization of patent information resources and patent analysis. It seamlessly integrates patent practices into various aspects of industrial technology innovation, product innovation, organization innovation and business model innovation.


Then she mentioned how enterprise employing IP team for front-end, middle-end and back-end for different roles in patent strategy. It included identifying the opportunity, creating concept, proof of concept, development programme and defending our IP. 


Finally, Ms. Wang concluded that guided by patent navigation, we harmonize patent and innovation efforts to fostering innovation, producing high-value patents, and ultimately achieving the dual objectives of maximizing value and minimizing risk.


I was the last speaker and my topic entitled “Introduction to Innovation Development in Hong Kong and the Promotion of Extenics”. Firstly, I overviewed the patents system in HK and then briefed HK innovation and startup development, as well as, innovation methodology.


I briefed the patent system development before and after 1997 in Hong Kong. We had a new system named original grant patent (OGP) for standard patent that can be filed directly in Hong Kong after 19 Dec 2019. 


And then I introduced the quality and innovation development in Hong Kong including government and industry, society, as well as quality award scope evolution.


From quality to innovation, ISO 56002 could be integrated with ISO 9001 and CEN/TS 16555-1 standards. 


After that I mentioned how HKSQ support technology startup in HK through TID funding to perform feasibility study from 2020 to 2022.


Lastly, I introduced Extenics and its promotion in different region in the world as well as my researches based on extension innovation method using generative AI.

The Theme Salon of the international standard "Innovation Management - Intellectual Property Management Guidelines"

I was honor to be invited by Ms. Fan Zhang (张帆) (Vice-President, IIPA (Secretariat of SAC/TC554/SC2- Innovation Management Subcommittee)) to be one of keynote speakers in the Theme Salon of the international standard "Innovation Management - Intellectual Property Management Guidelines" (《創新管理 - 知識產權管理指南》國際標準的主題沙龍) on 2nd Jun 2023 in the venue of MUST Industry-University-Research Demonstration Base, Zhuhai MUST Science and Technology Research Institute. 


Before the meeting, we stayed in the VIP room and I gave my book for Extenics and Best Practice Guideline for Startup to Ms. Fan Zhang and Prof. Li Jin (李瑾, 院务主任,珠海澳科大科技研究院).



In the beginning, Mr. Huang Zhongjian (黃中堅 橫琴粵港澳深度合作區經濟發展局科技和人才處處長) gave an opening remark.


Then Prof. Jiang Zhihong (姜志宏- 澳門科技大學副校長) gave welcome speech.


The first keynote speaker was Ms. Fan Zhang (张帆) and her topic entitled “Interpretation of ISO 56005 – IP management” (創新管理 - 知識產權管理指南 ISO 56005 國際標準解讀). Firstly, she mentioned the global innovation index and China ranked 11th and she said training for innovation management as system engineering. 


Then she briefed the history of ISO 56005 development and it is initiated by China since 2016 and published in Nov 2020. 


After that Ms. Zhang encourage to include IP strategy into innovation management. 


Finally, she briefed how to employ IP into innovation strategy for business growth. The relationship among business strategy, innovation strategy and IP strategy were explained within organization. 


I was the second keynote speaker and my topic named “Introduction to Innovation Development in Hong Kong and the Promotion of Extenics”. Firstly, I briefed the quality and innovation development in Hong Kong.


Then I introduced the practice of cooperation between university and incubators in Hong Kong and using CityU and HKSTP as example to enhance the technology transfer and new industry development through nutrient startups. 


After that I briefed HKSQ TID funded project for startup. We performed online survey 150 startups and selected 50 of them for in-depth interview. After that we developed a practical guideline for good management practices for startups in which separated into four parts and they are quality management, risk management, financial management and information security.


Finally, I briefed three key innovation methods from Russia, USA and China.


The China original new discipline named “Extenics” was introduced at the end.


The third keynote speaker was Dr. Yi Zaicheng (易在成 - 澳門科技大學法學院副教授) and his presentation was “Cross-border IP Standards Dispute Resolution Initiative” (跨境標準必要專利爭議解決倡議).


Firstly, Dr. Yi briefed the three concepts on cross-border, IP and dispute using some real case for explanation.


Finally, he mentioned the definition of tangle, handling of conflict and suitable laws for solving such problems. Lastly, he showed some useful links for further study.


The fourth keynote speaker was Mr. Yan Sheng (嚴聖- CEO of investment company) and his presentation title named “Corporate Innovation and Intellectual Property Management from the Perspective of Financing and Listing” (融資與上市角度的企業創新與知識產權管理).


In the beginning, Mr. Yan mentioned different information and statistics to analyze the listing company information and most of them failed reasons were listed.


And the he briefed the analysis report for startup listing process and demonstrated some examples.


Finally, he explained how this analysis enhanced the startup company listing probability.


The last keynote speaker was Dr. Liu Heng (劉恆) and his topic was “Discover and Achieve Scientific Entrepreneurs” (發現並成就科學企業家)


Dr. Liu briefed his different projects and some of them were necessary by China. 


Lastly, he mentioned the innovation ecosystem from research to listing.


The last part of theme salon was panel discussion. Prof. Li Jin (李瑾) chaired the panel and asked different questions for them.

During Q&A, I had one suggestion and one question for the panel. I suggested Macau SAR could nominate experts into ISO technical committee so that we got the first-hand information to promote new standards. My question is how to nutrient talent who know science as well as law for IP writing. My suggestion was supported by Ms. Lo Choi In and Ms. Zhang Fan. Ms Zhang Qiuyue and Prof. Li explained how to train up IP expert. Ms. Zhang shared large company employed three teams of people and they included Law, Science and Marketing. If for training one people for three skills, they would find a PhD and then training their IP through project that assigned as project manager. But it needs long training time (~5 years).


At the end of the salon, I thanked my friend Mr. Leo Choi to drive me into the custom. 


A little bit traffic jam we met when back to Macau from Zhuhai.


I arrived the custom building and back to Hong Kong.
