TQM Uz 2012 Forum – Day Two

The day two of TQM Uz 2012 was Concurrent Workshops.

The speaker of the first concurrent workshop was Mr. James Rooney (ASQ Chair, USA) and his topic entitled "Root Cause Analysis of Non-conformities in Quality Management".


One of key points was increasing the depth of analysis, level of learning and scope of corrective action from individual error to organization culture issues. The triangle demonstrated the increase of significant for root cause analysis through different levels.


Then Mr. Jame Rooney mentioned how to use time line analysis to identify the root cause.


The speaker of the other concurrent workshop was Dr. KS Chin (Asso. Professor, City University of Hong Kong) and his presentation entitled "Lean Product Development".


Dr. Chin demonstrated different product design and explained the relationship between product specification / requirement from manufacturers and customers. He introduced different quality tools such as Kano Model, QFD, Lean, etc.


He also used iPad as an example to explain "Customers sometimes do not know what they want".


Before my workshop, Prof. Azat and I took a photo for memory.


I (Chairman of HKSQ, Quality Manager of Hong Kong Science and Technology Parks Corporation (HKSTPC) (Hong Kong)) was one of the concurrent workshop speakers in the morning session and my topic entitled “QMS based Information Security Management (QISM) Implementation Model – HKSTP Case Study”.


Before my presentation, I introduced Hong Kong Society for Quality (HKSQ) and the coming Asian Network for Quality (ANQ) 2012 Congress which would be held from 31 July to 3 Aug 2012 in Hong Kong


The QISM model was valuable because of least than 2% of company which certified ISO 27001 compared with ISO 9001 certified company in Hong Kong.


The information secure FMEA circle was explained.


The implementation of QISM roadmap was discussed and some real cases were shared.


We had employed QISM model into our Secure Virual IP Chamber (SVIPC).


The other speaker was Mr. Grant Regan – General director, QABE Developments) and his topic was “Comparative Analysis of Organizational Excellence Triggers used by Corporations for Change Implementation”. Since our sessions were overlapped, it was pity for me to missing Grant's workshop.

During the break, I represented HKSQ to gave a souvenir to Mr. Aziz H. Yuldashev (Deputy General Director, Agency for Standardization, Metrology and Certification of Uzbekistan (UZSTANDARD Agency)).


Before the end of the Forum, Prof. Azat Abdrakhmanov (Chair of Organization Committee, President of IAQMA, President of InterCert CB Ltd., AFNOR/TUV/IRCA Auditor, EFQM Assessor, Validator and Trainer) summarized the event and discussed the implication of quality in Uzbekistan.


Mr. Aziz H. Yuldashev (Deputy General Director, Agency for Standardization, Metrology and Certification of Uzbekistan) gave a closing remark.


At the end, Mr. Aziz H. Yuldashev presented souvenir to all keynote speakers. It was a red wine and white wine produced by Uzbekistan.

Dr. KS Chin received the souvenir.


I also received the souvenir from Mr. Aziz H. Yuldashev.


After the workshop, we had been interviewed by TV program from O'ZBEKISTON. This TV program was performed every week to collect important events for the president of Uzbekistan.

During my interview, I introduced the role of Hong Kong Science and Technology Parks Corporation (HKSTPC) and my duty on quality management.

We all had been invited to have dinner by Mr. Aziz H. Yuldashev.

TQM Uz 2012 Forum - Day One

International Quality Forum “TQM Uz-2012” was performed from 26 to 27 April 2012 in Dedeman Hotel, Uzbekistan. The theme was “Quality - the way of Economic Development”. (Left up: Mr. James Rooney – ASQ Chair, USA; Left down: Mr. Grant Regan – General director, QABE Developments); Right up: Dr. KS Chin – Asso. Professor, City University of Hong Kong; Right down: Dr. Lotto Lai – Chairman of Hong Kong Society for Quality (HKSQ) and Quality Manager of Hong Kong Science and Technology Parks Corporation (HKSTPC)).

During the registration of TQM Uz 2011 Forum, a newspaper was issued for the event. Four keynote speakers were found in the newspaper.

Dr. KS Chin and I were Hong Kong Quality representatives for this Forum.


Prof. Azat Abdrakhmanov (Chair of Organization Committee, President of IAQMA, President of InterCert CB Ltd., AFNOR/TUV/IRCA Auditor, EFQM Assessor, Validator and Trainer) introduced each keynote speakers.


In the beginning of the Forum, Mr. A. Yuldashev (Chair of Organizational Committee, Deputy director, Agency for Standardization, Metrology and Certification) gave us a welcome speech.


Then Mr. K. Sadikov (Deputy chairman of State Committee for Environment of Uzekistan) also gave a speech of welcome.

After that Prof. Azat gave an opening speech.


Prof. Azat presented certification to different industries representatives.


Mr. R. Khusnullin (Head of Department, Agency for Standardization) presented his topic entitled “Current state and perspectives of implementation of ISO standards in Uzbekistan”.


There were 628 companies certified ISO 9001 in different industries.


The local certification was dominated.


Prof. Azat presented his topic named “QMS audits: added value or formality”.


He was the founder of quality society, certification body and consultancy company. Moreover, he shared his experience on the QMS audit and explained to us how value-added service should be provided from certification audit and consultancy service provided. The competency of auditor was very important.

The first keynote speaker was Mr. James Rooney (ASQ Chair, USA) and his presentation title named “Future of Quality: ASQ research”.

There were identified ten force of change included “Global Responsibility”, “Consumer Awareness”, “Globalization”, “The increasing Rate of Change”, “The Workforce of the Future”, “An Aging Population”, “21 Century Quality” and “Innovation”.


Mr. James Rooney summarized the future of quality as following slide.


The second keynote speaker was Dr. KS Chin and his topic was “Innovation Management in Organizations”.

Dr. Chin explained what was Organization Innovation through literature review and local case study.


Then he developed Organization Innovation checklist for evaluating the organization innovation status.

After the morning session, Prof. Azat chaired the Q&A session.


During the discussion, Prof. Azat emphasized the important of the competence of auditor in certification body and service quality of consultancy company. Mr. Alex Ezrakhovich said it should be the same status of ISO 9001 certificate by the certification bodies which accredited by local accreditation bodies under IAF. I added that customer would like to obtain more value-added service rather than the minimum level.

We had a lunch in the hotel.


After the lunch, I was the third keynote speaker and my presentation was “Quality as a Service: Testing and Certification in Hong Kong”.

Firstly, I introduced the history of quality movement in Hong Kong. Then Hong Kong Testing and Certification (T&C) Industry and its development were briefed.

Then I introduced the report of Hong Kong Council for Testing and Certification (HKCTC) and the coming policies which would be implemented in Hong Kong.

At the end, how HKSTPC could assist Testing and Certification industry was mentioned.

The forth keynote speaker was Mr. Grant Regan and his topic entitled “Increase of Profitability: Results of research of Quality Centrered Corporate Cultures”.

He introduced 279 TQM corporations from Dubai to Singapore and explained how to change the culture of corporations to adopt TQM.

After all keynotes speeches, honorable guest speaker Mr. Alex Ezrakhovich gave us a talk named “Standards for conformity assessment – CASCO toolbox”

Mr. Alex explained the structure and basic principles of CASCO toolbox for evaluation and implementation of standards.

CASCO toolbox included ISO/IEC 17000 series for accreditation and certification bodies to follow.

Mr. R. Ibragimov (General Director, Sert Management LLC) was the next guest speaker and his presentation title was “Customer – a Free Consultant”. I agreed his talk because customer feedback or complaint was very important for company continuous improvement.

Then Mr. N. Abijanov (Director of Green Production Centre) was the third guest speaker and his presentation topic named “Kaizen as a QMS Improvement Tool: Experience of Chamber of Commerce and Trade of Uzbekistan”.

He introduced the principle of Kaizen which promoted from Japan (but the word was Chinese).

Some Kaizen and Lean implementation samples in their companies were shared.


Mr. Sh. Kutbitdinov (Unicon.Uz) presented his topic named “Application of FMEA for Analysis of
Non-conformities within QMS Process”.

He analyzed QMS Process in 5P which were “People”, “Procedures”, “Patrons”, “Place” and “Provisions”.

Then Prof. Azat chaired the Q&A session again and asked my experience on certification service. I shared that the service quality of certification bodies and consultancy firms were very important on corporate governance improvement. The competency of auditors and consultants were the key concern from customers. Therefore, our tendering percentage distribution would be 70% for technical competency and 30% for the cost.

Last speaker was Mr. Alisher Mahmudov (Caspian Regional SSC Manager, SGS) and he shared his view on certification service in SGS.


At the end, all keynote speakers were received the Uzbekistan's traditional dress.
Dr. KS Chin presented HKSQ crystal to Prof. Azat for memory.

I presented HKSTP crystal to Prof. Azat and invited him and other Uzbekistan's Professionals to visit HKSTP.

Mrs. Chin and Minda also received the Uzbekistan's traditional dress.

Then we took a group photo.

We had dinner together in the restaurant with river.

It was very good scene and with dancing show.
