HKQF 2025-2026 Award Scheme for Learning Experiences for TIC

The meeting for 2025-2026 Award Scheme for Learning Experience (ASLE) (檢測及認證業學習體驗獎勵計劃甄選小組會議) for Testing, Inspection & Certification Industry (TIC-ITAC) under Hong Kong Qualification Framework (HKQF) was held on 29^th July 2025. Fifth members in TIC-ITAC and two HKQF secretary members are assigned as award panel for candidate interview (9 participants) to evaluation their continuous education under HKQF course and effect on their career life. I was honor to be chairman of the ASLE panel since 2013. We took the group photo after the meeting. We had arranged the scheme for eleven years.

Visit Material Tech Co. Ltd. for COMP Students’ Capstone Project

On HKQF the 16^th TIC-ITAC meeting, I mentioned our capstone project to Chairman of TIC-ITAC Mr. Felix Chan (Managing Director, Material Tech) and he was very interested. Then he invited me to visit his construction laboratory named “Material Tech Co. Ltd.” on 26^th Mar 2025.

Thanks Mr. Herman Tang (Assistant General Manager) drove me to the laboratory and we took a photo for memory.

In office, I found their HOKLAS certificate for Construction Materials, Calibration Services and Quality Management System Certification.

They supported and were recognized by the Hong Kong Qualifications Framework (HKQF) and the Hong Kong Council of Testing and Certification (HKCTC) Award Scheme.

After that we visited the laboratory area and saw different equipment such as compression machine.

Steel bar testing area was visited.

Equipment is used for measuring of steel bar thread.

Test small concrete cubes.

Engineer demonstrated how to measure the dimension of small concrete cubes and we would like to use robotic arm in future.

Finally, we took a photo in the entry of laboratory.

I am very grateful to Mr. Felix Chan for providing this opportunity for PolyU COMP students as their capstone project.

HKQF the 16th TIC-ITAC Meeting 2025

The 16th meeting of Industry Training Advisory Committee for Testing, Inspection & Certification Industry (TIC-ITAC) under Hong Kong Qualification Framework (HKQF) was held on 18th Mar 2025. We took a group photo for memory.

Dr. Jane Wong (Chairman, HKSQ) and Dr. Daria Wong also attended.

Mr. Felix Chan (Chairperson, ITAC-TIC) started the meeting.

Matthew reported that Dr. Jane Wong had shared TIC experience in secondary school (her mother school).

He also briefed my sharing HKQF to PolyU ABCT students in this afternoon.

Then we discussed the promotion TIC activities to secondary school students that cooperated from HKQF, HKCTC and Education Bureau.

After the meeting, I took a photo with Felix and Raymond. Then we discussed my COMP student final year project. Felix showed interest to support.

PolyU ABCT Guest Talk for “HKQF-TIC & Experience Sharing”

I was honor to be invited by Prof. Gary Tang to introduce the HKQF and share my industry experience to the student in BSc (Hon) in Analytical Sciences for Testing and Certification under the Department of Applied Biology and Chemical Technology (ABCT), PolyU on 18^th Mar 2025. My talk topic named “The Hong Kong Qualification Framework for testing, inspection and certification (TIC) and the education and career pathways of the TIC profession”. In the beginning, we took a photo for memory.

Firstly, I introduced Hong Kong Society for Quality (HKSQ) and its accreditation of ABCT’s course to achieve the requirement of Certified Laboratory Quality Specialist (CLabQS). And then I briefed the Hong Kong Qualification Framework for testing, inspection and certification (TIC).

After that I shared my career experience entitled “Connect the dots” and discussed different testing areas with students. Then student voted that top three interested areas are Medical Test, Toys and Food Test.

Finally, I surveyed students’ expected career and found that most of students hadn’t clear ideas.

Lastly, I took a photo with Prof. Gary Tang and another guest Prof. Choi Koon Kay.

HKQF the 15th TIC-ITAC Meeting 2024

The 15th meeting of Industry Training Advisory Committee for Testing, Inspection & Certification Industry (TIC-ITAC) under Hong Kong Qualification Framework (HKQF) was held on 7th May 2024. We took a group photo for memory.

I attended the meeting and sit between Dr. Tommy Lo and Ir. WK Lee.

Dr. Jane Wong (Chairman, HKSQ) and Dr. Daria Wong and Ms. Bess Choi also attended.

We had discussed the career path scheme such as construction testing.

Mr. Ben Tsang (SGS) and Mr. Dominic Lam (CMA Testing) both attended and they are HKSQ corporate members.

Matthew briefed the last year activities by HKQF including workshop.

One of key achievements is added the HKQF requirement in Housing Authority tender.

Lastly, we had discussed the RPL and applied learning courses, as well as, the coming TIC ITAC 15^th anniversary.

After the meeting, Dominic and I had a tea in Taiwan style restaurant.

ABCT Guest Talk for “Introduction of HKQF & Experience Sharing”

I was honor to be invited by Dr. Joe KH. Lam and Dr. Gary Tang to introduce the HKQF and share my industry experience to the student in BSc (Hon) in Analytical Sciences for Testing and Certification under the Department of Applied Biology and Chemical Technology (ABCT), PolyU on 27^th Mar 2024. In the beginning, we took a photo for memory.

Before the talk, I surveyed students’ expected career.

Then I started my talk to introduce Qualifications Framework in Hong Kong.

The key element is the QF level from level 1 to level 7 which connected vocational & continuing education with academic level.

And then the TIC industry career pathway was mentioned.

After that I shared my career with the title “Connecting the Dots”.

My sharing separated into four dimensions including academic, business, community and government.

Finally, I demonstrated my dots which all connected to my study in universities.

Lastly, I shared what I had been done in Science Park for different accreditations and methods development.

For example, SEM for measuring metallic coating thickness.

As well as SAM for moisture/ reflow sensitivity test.

At the end, I survey students again and most students would like to be Dr. Gary Tang!

HKCTC Testing and Certification Manpower Development Award Scheme Award Presentation Ceremony cum Luncheon 2023-24

The Hong Kong Council for Testing and Certification (HKCTC) had launched the first “Testing and Certification Manpower Development Award Scheme” in 2021 and this year launched the 2^nd award scheme after Covid. HKSQ is one of supporting organizations and I am one of member in HKCTC Panel on Manpower Development. Both Dr. Jane and I were invited to join this ceremony.

We took a photo when arrived the venue in HKCEC.

I met Prof. KWAN Hoi Shan (CUHK) again.

I also met Ms. Bess Choi (HKQAA) who is member of Industry Training Advisory Committee for Testing, Inspection & Certification Industry (TIC-ITAC) under HKQF and Ms. Cybil Law (SGS) (right). We also took a photo in front of the scheme banner.

Then I took photo with Ms. Bess Choi, Dr. Chan Shun Wan (Thei, VTC) Dr. Steven Yang (SCL) and Ms. Brenda Lam (SCL).

Then Prof. Sun Dong is very interested in my selfie technique and I shared with him. We were in same department (MEEM) in CityU long time ago.

My table is number 7 and Mr. Trevor Lee (SGS) set along with me.

Mr. Matthew Yien (HKQF), Dr. Fong Ho-ching, Edmund (Assistant Director, Chinese Medicine, DH) and I were also in same table.

I also met Mr Nick Leung. We had worked together for Thin-film solar panel project in Science Park.

In the beginning of the ceremony, Prof. Wong Wing Tak (Chairman, HKCTC) gave opening speech.

And then Prof. SUN Dong (Secretary for Innovation, Technology and Industry) gave guest speech for Testing and Certification Industry.

After that the opening ceremony of the award scheme for TIC was started.

Firstly, HKCTC guests and supporting organization took a group photo. (Including HKSQ)

Then members of HKCTC and Panel of Manpower Development were took a group photo.

After that guest gave a toast to all participants and lunch started.

Mr. Li Chunjiang (李春江) (State Administration for Market Regulation 国家市场监督管理总局) gave congratulations via recording.

During awarding presentation, Mr. Robert Lui was one of award presenter and the award.

Then all awardees took a group photo. This award is to encourage T&C practitioners for continuous learning and professional development, and/or contributed to service quality improvement.

Chow Sang Sang Precious Metal Laboratory awarded T&C Manpower Development Corporate Award. Since I am a member of Hong Kong Precious Metals Assay Centre (HKPMAC) Steering Committee under The Chinese Gold & Silver Exchange Society (CGSE). I will encourage HKPMAC to participate in next time.

Then Prof. Albert Yu (Former Chairman, HKCTC) was the award presenter.

Corporate award organizations took a group photo.

Ms. May Ng (Lab Manager, ALS) represented ALS to receive the corporate award.

We were colleagues in CMA Testing long time ago.

Prof. WW Wong is serving in ABCT Dept., PolyU as Professor of Practice (Quality Assurance, Testing and Certification). Then I heard from him that Mr. SS Chan had retired in ASHK this year.
