Metrology Symposium 2019 (The New SI for a Smarter World)

The Government Laboratory (GL), Hong Kong Council for Testing and Certification (HKCTC), Open University of Hong Kong (OUHK) and Standards and Calibration Laboratory of Innovation and Technology Commission (SCL) jointly organized the Metrology Symposium 2019 on 11th Jan 2019.  The theme is “The New SI for a Smarter World”.  Hong Kong Society for Quality (HKSQ) was one of supporting organizations. On May 20, 2019, the implementation of the revised International System of Units (SI) would start.  Four of the seven SI base units namely kilogram, ampere, kelvin and mole would be redefined based on the fundamental constants, which remove the current limitations imposed by the use of artefact standards.  Before the seminar, I met Ms. Brenda Lam (SCL) and we took a photo for memory.


In the entry of venue, silicon sphere was set for the new definition of mass use.

I also met Mr Nick Leung (HKAS) and we seat together.


In the beginning, Prof. Reggie Kwan Ching Ping (Vice President, OUHK) gave welcoming address. He briefed that OUHK had 30 years with more than 9000 students.  Testing and Certification was one of key program in OUHK.


Mr. WW Wong (Assistant Commissioner, Innovation and Technology Commission) gave opening remarks.  He mentioned one of tasks was metrology through SCL to assurance the accuracy and reliability that traceable to SI units.  He also stated that the poster designed by SCL was selected as the poster of the World Metrology Day 2019 and the design ideas were based on modern world becoming smarter with many smart technologies such as Artificial Intelligence (AI), big data, robotics, virtual reality (VR), 5G and autonomous vehicles, etc.

Academic Exchanging with the School of Mechanical Engineering, Xian JiaoTong University

I followed Dr. KS Chin to visit Xian JiaoTong University (西安交通大學) for supervising students under Joint PhD Programme with CityU and academic exchanging from 7th to 10th Jan 2019.  In the last day (10th Jan), Dr. KS Chin and I visited and exchanged in the School of Mechanical Engineering (機械工程學院), Xian JiaoTong University.


In the beginning, Dr. KS Chin appreciated Prof. Guangneng Dong (Vice Director/Institute of Design Science and Basic Components, School of ME, XJTU) and gave introductory speech.


Then I (Chairman, HKSQ & Adjunct Professor, SEEM Dept., CityU) exchanged our recently researches such as Extension Innovation Method.


My sharing topic named “Extenics Internationalization Progress and AI Perspective”.


Firstly, I introduced Hong Kong Society for Quality (HKSQ) to them and briefed our 30 years milestone.

Visit to the HuaShan (華山)

I followed Dr. KS Chin to visit Xian HaoTong University from 7th to 10th Jan 2019.  On 9th Jan 2019, we planned to visit the Hua Mountain (華山 - HuaShan) to see the snow scene of the mountain from West Peak to South Peak and then to North Peak.


We booked a car to go to the HuaShan and this time we started from West Peak.  We needed to take a transit bus to go to the main entry.


After walked for many steps, we arrived the cable car station.


The cable car in West Peak was new and I took a photo inside it.  Since it is very cool day and not the travel season, only three people in the cable car which max capability was 8.

Visit HKQAA Certification (Shanghai) Ltd. - Xian Representative Office

I followed Dr. KS Chin to visit Xian HaoTong University from 7th to 10th Jan 2019.  During Dr. Chin supervised his students in the university on 8th Jan 2019 morning, I visited to HKQAA Certification (Shanghai) Ltd. - Xian Representative Office.  They established in Xian about one year.  I took a photo in front of the office entre.


Ms. Merry Yao (姚妙妙) (Manager, Xi’an Office) and Kyrie took a photo with me. Then Merry Yao briefed their business and coming plan to register company in Xian.  Kyrie is from Guangzhou and studied degree in Xian.  We both studied Physics in bachelor degree. 


Then I briefed HKSQ and HKQAA cooperation in Hong Kong and our future planning.


Apart from Xian, I visited the HKQAA Guangzhou office on 6th May 2016.  I met Ms. Angelina Tang (Business Manager) (Centre) and Mandy Luo (Account Executive) and took a photo in front of the office.


During congratulation trip for Dr. Aaron Tong awarded China Outstanding Quality Professional (中國傑出質量人) in Beijing on 12th Apr 2018, I met Ms. Julie Zhao (趙志偉) (General Manager, Mainland & External Affairs) who is HKQAA Beijing Representative.

Visit to Xian JiaoTong University and Changan University

I followed Dr. KS Chin to visit Xian JiaoTong University (西安交通大學) for supervising students under Joint PhD Programme with CityU and academic exchanging from 7th to 10th Jan 2019.  We went to Xian by air.


We arrived a hotel named XingQing Palace on 7th Jan (Monday afternoon) and then walked around.  The hotel was very near Xian JiaoTong University.


We passed the Xi’an University of Technology and took a photo for memory.


Also visited their library.


Then Dr. KS Chin Joint PhD Programme students arrived and led us to have a dinner with co-supervisor Prof. Feng Gengzhong (School of Management, XJTU) and Ms. Sally Zhao.

On 11th Jan 2019, Dr. KS Chin and I went to the south door of the Xian JiaoTong University and Mr. Tang led us to go to their classroom.  Dr. KS Chin would review their research progress on this morning.

ActiveCareGroup Annual Dinner

We (Dr. TW Liu and Mrs. Liu, Minda and I) are honor to be invited by Mr. Peter Suen (Pharmacist & Owner, ACP MMC) to participate the annual dinner of ActiveCareGroup (明心医疗集团) on 6th Jan 2019.  


Mr. Peter Suen and his friend led some games for us.  We separated into three teams.


The first game was Mastermind using interested characters.  We were 1st running up. 


The second game was to estimate the money thickness accounting to certain amount. We were also 1st running up. 


The third game was to guess name or character using performance.  We were 2nd running up.

Insights for Innovation Management of HK Enterprises 2019 – Survey Announcement Day

SGS, Department of Industrial and Manufacturing Systems at HKU and InnoEdge held a survey announcement day “Insights for Innovation Management of HK Enterprises 2019” together on 3rd Jan 2019.  This survey was conducted between August 2018 and October 2018 and findings of the survey regarding the strategic positioning, resource, management systems, technology and culture for innovation management in an enterprise.  Before the seminar, I met many friends and took a photo for memory.

I also met Dr. YC Chau (Adjunct Professor, SEEM Dept., CityU)

Dr. Victor Lo (President, ISIHK) was the first speaker and his topic named “From ISO 9000 to CEN/TS 16555”.  He told us that many enterprise knew how Quality important is but they didn’t know how to implement it systematically in 1990s. Then Hong Kong government promoted “Make it better in Hong Kong” in early 1990s. He was one of promotors.  


Then Dr. Lo said the improvement cycle happened again and again. The earliest was Productivity, and then Quality, now Innovation.  However, same question asked by many enterprise that they knew how Innovation important is but they didn’t know how to implement it systematically now.
