The 4th Summit of pre-World Alliance for Chinese Quality (WACQ) – Day 1 (Part A)

The 4^th Summit of pre-World Alliance for Chinese Quality (WACQ) (全球華人品質峰會) was organized by WACQ and CAQ which held together with “The Commemorative Congress of the 40th Anniversary of China Quality Association and TQM Promotion” (全面質量管理推進暨中國質量協會成立40週年紀念大會) from 27^th to 31^th Aug 2019.  The schedule arranged i) registration on 27^th Aug, ii) Attend the Commemorative Congress of the 40^th anniversary of CAQ and technical visit on 28^th Aug, iii) pre-WACQ Summit on 29^th Aug, iv) Technical visit in Taiyuan and pre-WACQ working meeting on 30^th Aug and v) Chinese culture tour from 31^st Aug to 1^st Sep. The founding members of Pre-World Alliance for Chinese included China Association for Quality (CAQ), Chinese Society for Quality (CSQ), Hong Kong Society for Quality (HKSQ) and Singapore Quality Institute (SQI).  This Alliance was established after the 3^rd Chinese Quality Forum (CQF) in Beijing in 2015.  Before the summit, Minda and I took a photo in front of banner for memory.

Then I took a photo with Mr. Jia fuxing (賈福興) (Chairman, CAQ).  Since WACQ logo was designed by HKSQ, I explained my idea for WACQ logo design that the earth background means the World, the Chinese characters “華人” and the outline like “Q” indicating Chinese Quality.

Ms. Wang Lin (王琳) (Deputy Secretary General, CAQ) was MC in the morning session.

In the beginning, Mr. Jia fuxing (賈福興) (Chairman, CAQ) gave welcome speech. He expected the Summit of pre-World Alliance for Chinese Quality (WACQ) (全球華人品質峰會) to enhance the recognition on Chinese culture and enhancing the power of Chinese Quality.  

Prof. Ching-Chow Yang (楊錦洲) (Chairman, CSQ) gave guest speech.  He reviewed the development of pre-WACQ from Chinese Quality Forum since 2012, as well as, quality development in Taiwan.  Prof. Yang hoped that pre-WACQ members would be enlarged in near future.

Dr. Lotto Lai (黎劍虹) (Chairman, HKSQ) represented HKSQ to give guest speech.  He briefed the quality movement in Hong Kong from the era of quality awareness to continual improvement and then to TQM and quality innovation.  Finally, he shared his prospective that to develop QMS based Innovation Management, promoting the China original discipline “Extenics” for innovation, cooperation with Shenzhen for innovation and technology industry, as well as, promoting quality innovation to Belt and Road.  

Mr. Tan Gheng Een (陳敬賢) (Chairman, SQI) gave an opening remark and he congratulated for the 40^th anniversary of CAQ in the beginning.  He also shared Singapore service quality and quality management.

The sharing session started and we all learnt from each other. 

Dr. Aaron Tong led his team members (TQM Consultants Co. Ltd.) to join pre-WACQ summit.  

The first keynote speaker was Mr. Pan Yinsheng (潘銀生) (大亞灣核電運營管理有限責任公司黨委書記、總經理) who was awardee of China Outstanding Quality Professional (中國傑出質量人) 2019 and his topic entitled “Practice the truth, quality in the East” (實踐出真知，品質看東方).  Firstly, he quoted Peter Drucker that “Management is practice but not only knowledge. Verification is not from logic but result.  The only authority is success.”

Then Mr. Pan introduced the history of Guangdong Daya Bay Nuclear Power Station and its quality management development milestone since 2009.  It introduced key performance model and self-assessment, continual improvement and innovation.

Before 2018, Mr. Pan focused on leadership triangle included leadership, strategy and customer & market.  After that he focused more on capability triangle included resource, process management and result.  He expected the harvest in 2020.

Then he shared their corporation culture included safety, integrity, innovation and artisan (工匠) so as to achieve “Do it right the first time”.

Finally, Mr. Pan introduced their DYB UeM production operation model to integrate western management and then developed value-added & value-reserved processes. UeM stand for U235, electricity and Model.  He hoped that DYB would generate future quality management new theory and new model.

The second keynote speaker was Ms. Duan Yihong (段一泓) (Under Secretary, CAQ) and her presentation title named “Facing to future Total Quality Management”. Firstly, she reviewed the TQM 40 years development history in China and the world.  The father of TQM is Armand V. Feigenbaum and he called it as TQC at 60s.  Then Kaoru Ishikawa extended it into CWQC.  In 1978, TQM was introduced during China open-up policy. CAQ then established in 1979 and aimed to promote TQM for whole China.

CAQ defined TQM as 3 whole and 1 diversity that were whole process, whole staff and whole organization, as well as, diversity methods.

After that Ms. Duan briefed the new challenges of TQM in 21st century in terms of customer and market, social environment, technology, business model, people and political economic environment.  The original of business and TQM principles were not changed but the requirement and realization method were changed.  

The future TQM should aim for safety, reliability, service, green & high efficiency, and innovation driven.  The future TQM idea/value should be customer focused and value creation; focused on integrated process, human-centric, big data to intelligence and continual innovation. So PDCA may be too slow in the future, DPCA would be more feasible. 

Finally, Ms. Duan shared the future TQM model from the core for single organization to the platform of supply chain and then go to the social system.  At the end, we entered into the quality world.  

Prof. Ching-Chow Yang (楊錦洲) (Chairman, CSQ) was the third keynote speaker and his topic was “The Challenges of Quality Management in AI Era”.  Firstly, Prof. Yang reviewed industrial revolution from the 1^st to the 4^th.  In the industry 4.0, AI played important role.  Then he quoted Mr. Kai-Fu Lee that AI is coming and AI = Deep Learning + Big Data.  

After that Prof. Yang explained how enterprise faced AI.  He proposed to consider in four dimension including i) Business environment trend and change; ii) understanding AI content and step of company AI strategy; iii) establishing corporate core competence; and iv) incubation of staff with new technology adoption. 

And then he mentioned we had three roles working with AI and they were AI Trainer, AI Explainer and AI Maintainer.  

Prof. Yang briefed the I-P-O (Input-Process-Output) analysis was important for Quality Engineer to find out the key factors in the process.  It could be utilized DOE and Big Data to find the key factors too.  He also stated that DMAIC was too slow, it should use DFSS.

Finally, Prof. Yang introduced his five level of automation quality control as follows:

Level 1 – collecting data automatically.

Level 2 – Analyze those collected data

Level 3 – Based on result analysis for decision

Level 4 – Based on the decision to generate strategy

Level 5 – Machine correct themselves. 

Lastly, he concluded that AI would not replace Quality Engineer in the future ten years but Quality Engineer who knew AI would replace who did not know AI.

Dr. Aaron Tong (唐偉國) (Former Chairman, HKSQ and China Outstanding Quality Professional, CAQ (中國傑出質量人)) was the four keynote speaker and his presentation named “-QA idea and practice – Miraculous QA new thinking” (-QA減法質量保證 - 理念与实践: 神奇的質量保證新思维). He mentioned the traditional QA most using addition method but he used reduction thinking and named it minus QA.  

Then Dr. Aaron Tong explained the idea of minus QA in four steps and they were: i) internal failure cost reduction, ii) optimal inspection and increase CPK, iii) reducing the preventive cost; and iv) according reduction of internal failure cost that induced to reduce the external failure cost.  He added that “Quality problem is not a problem but how to solve quality problem is real problem!”

And then Dr. Tong compared the traditional QA (plus QA) and minus QA in terms of control failure cost, theory, supply chain, stock, after sale reliability, and production processes. 

Finally, he shared some real cases such as SUPOR after sale NC product reduction from 3% to 0.3% within 50 months and SMT semi-product for LED production cycle from 7 day reduced to 1 day!

Dr. Duan Yonggang (段永剛) (Vice-Chairman, CAQ) presented certificates to keynote speakers and the morning session was end.
