The Commemorative Congress of the 40th Anniversary of China Quality Association and TQM Promotion – Opening & Technical Visit

In 2019, it was the 40th Anniversary of China Quality Association and also the promotion of TQM for 40 years in China. China Quality Association (CQA) organized “The Commemorative Congress of the 40th Anniversary of China Quality Association and TQM Promotion” (全面質量管理推進暨中國質量協會成立40週年紀念大會) from 28^th to 29^th Aug 2019 and together with the 4^th Summit of pre-World Alliance for Chinese Quality (WACQ) (全球華人品質峰會) from 27^th to 31^th Aug 2019.  The Day 1 of the Commemorative Congress of the 40th Anniversary of China Quality Association and TQM Promotion”(全面質量管理推進暨中國質量協會成立40週年紀念大會) held on 28^th Aug 2019. HKSQ representatives took a photo in front of the big banner.

At 8:15am, we all representative together for taking group photo outside the venue.  We met Prof. Tang Xiaoqing (唐曉青) (Vice-chairperson, CAQ) and Mr. Fang Xiangjian (方祥建) (Assistant President, Gree Electric Appliances Inc. of Zhuhai).

I also took a photo with Mr. Lin Chang (林暢) (Chairman, Macau Quality Management Association (MQMA)) in front of the venue.

In the beginning, Dr. Duan Yonggang (段永剛) (Vice-Chairman, CAQ) chaired the meeting and played a short video to introduce the history of CAQ to show the China characteristic quality way.

Mr. Jia fuxing (賈福興) (Chairman, CAQ) gave welcome speech and review the development of CAQ and its formation since Aug 1979.  He said China industry from copy to innovation and China would develop continuously to be powerful quality country (質量強國).

Ms. Zhao Aiming (國務院國資委副主任趙愛明) gave a speech. She said that the rapid growth of China’s economy had successfully solved the problem of “have or have not” in the past 40 years. Now the central government emphasizes the development of high quality, which needed in solving the problem of “good or bad”.

Then Ms. An Kint (Vice President of EOQ) gave an opening address and she said this congress was important milestone of CAQ.  In order to demonstrate the important relationship, EOQ arranged China-Europe Conference annually.  She was looking forward to meet CAQ and its representative in EOQ congress in coming Oct 2019 and hope that both contributed on quality to have great achievement.

Prof. Phulporn Saengbangpia (Board member, ANQ) represented ANQ to give an opening address. She said CAQ was recognized as one of the most active quality association in the world and its research, development, innovation on quality and process had been recognized world-wide.  She thanks CAQ contribution on ANQ. She hope that CAQ developed in future 40 years to 100 years and contribution to China and the world continuously.

Ms. Elizabeth Marie Keim (President of IAQ) gave an opening address.  She said that she had many experience to cooperate different organizations in the world especially in non-manufacturing sectors. She shared Quality 3.0 that we focused on customer needs and satisfaction; continual improvement was the market competitive edge. However, the Quality 4.0 would be coming and new ideas on maximization of value continuously generated. She said TQM practiced “Big Q” concept from Juran.  Finally, she said it needed to use benchmarking management based on different country quality award to establish strategy rather than only use ISO standards. 

Dr. Sangjin Lee (President of KSA) gave an opening address.  He introduced that KSA established since 1962 and it aimed to create innovation culture in the industry.  Recently, we focused on the integration of quality with new technologies such as AI, Blockchain, Smart Manufacturing, Big Data and the fourth Industry Revolution. CAQ and KSA had cooperated since 2005 and we hoped to enhance it continuously.

Dr. Udo Hansen (President of DGQ) gave an opening address and he said DGQ and CAQ had cooperated for many items including exchanging quality technology and management, certificate and training, etc.  We had common goal on high quality product and service, fulfilled customer requirement and expectation, enhancing innovation and efficiency as well as improving living quality continuously.  

After the speeches, TQM Promotion Awards were presented to Mr. Yuan Baohua (袁寶華) (Honorary Chairman, CAQ) and Prof. Liu Yuanzhang (劉源張) (Father of Quality Management in China). Ms. Liu Ming (劉明) represented his father Prof. Liu Yuanzhang (劉源張) to receive the award.

The 40^th anniversary of TQM promotion outstanding promoter awards were presented to the contributors.  Prof. Tang Xiaoqing (唐曉青) (Vice-chairperson, CAQ), Ms. Duan Yihong (段一泓) (Under Secretary, CAQ) and Prof. Liu Tingfang (劉庭芳) (清華大學醫院管理研究院創始人，院長高級顧問) were awardees. 

And then the 40^th anniversary of TQM promotion outstanding organization awards were presented to the different organization representatives.

After that the China Outstanding Quality Professional (中國傑出質量人) awards were presented. Ms. Dong Mingzhu (董明珠) (President, Gree Electric Appliances) and Mr. Lei Jun (雷軍) (Chairman of Xiaomi Technology) were both awarded.

After that China Quality Award (全國質量獎) were presented.

Finally, Dr. Duan Yonggang (段永剛) (Vice-Chairman, CAQ) chaired the quality integrity announcement and Quality Month ceremony.

Lastly, Mr. Jia fuxing (賈福興) (Chairman, CAQ) and three awardees of the China Outstanding Quality Professional (中國傑出質量人) (They were Ms. Dong Mingzhu (董明珠), Mr. Lei Jun (雷軍) and Mr. Song Zhiping (宋志平) (中國建材集團有限公司黨委書記、董事長) started the ceremony of Quality Month. 

The next session was Keynote Speech from the China Outstanding Quality Professional (中國傑出質量人) awardees. 

The first keynote speaker was Mr. Song Zhiping (宋志平) and his topic entitled “Establish a Correct View of Quality” (樹立正確的質量觀).  He told us that he was QC technician when university graduated. Then he shared one story about the case that Korea customer rejected the whole order because of one foot print on the Gypsum board and he punished himself one month salary (RMB 500 at that time) and then they knew that the quality is the life of enterprise.  After that he shared his management named “” (三化五優) that were organizational improvement, management refinement, and operational leanness「組織精健化、管理精細化、經營精益化」and five excellence ways (五優路線) were excellent skills, quality, excellent service, excellent price, excellent profit「優技、優質、優服、優價、優利」. Finally, he concluded that Quality is the top priority and price was middle upper, as well as, service was the most top priority「質量上上、價格中上、服務至上」.

The second keynote speaker was Ms. Dong Mingzhu (董明珠) (President, Gree Electric Appliances) and she shared that Gree and Xiaomi both entered the world 500 enterprise. She introduced that Gree had very good industrial foundation and entering into intelligence era.  They focused on quality and brand that their research direction based on customer needs, indicating life quality improvement.  And then she said pressure is the force to improvement so that she opened a new bet with Mr. Lei Jun (雷軍) for coming 5 years.  Lastly, she concluded that the best is forever on the innovation way. She hoped that the whole world love “Made in China” because of Gree.

The last keynote speaker was Mr. Lei Jun (雷軍) (Chairman of Xiaomi Technology). He said that he feel pressure when heard that Beijing Qinghe Woolen Mill held the first workshop in China to promote quality work in 1976 because the headcounter of Xiaomi was there.  “Xiaomi was a young company only 9 years old.” Mr. Lei Jun said.  He remembered Shanzhai Handset with poor quality ten years ago and he though if manufacturing could enable through internet. And then he worked from internet to manufacturing. Only use RMB 10 million and 2.5 year, Xiaomi became No.1 in China and No.3 in the world because of innovation.  Mr. Lei Jun accepted to bet with Ms. Dong Mingzhu for coming 5 years.

During lunch, I met Prof. Ching-Chow Yang (楊錦洲) (Chairman, CSQ) and Prof. He Zhen (Dept. of Industrial Engineering, College of Management and Economics, Tianjin University).

I also met Dr. Yongwei Sun (China Coordinator of MATRIZ and Expert Member of China Council for Promoting Six Sigma, CAQ).

In afternoon, CAQ arranged pre-WACQ members to visit the company named BOE Technology Group Co., Ltd. (京東方)

In the beginning, the representative of BOE introduced their quality management and innovation practice. 

Firstly, she briefed the BOE vision and their service model for IoT.  

Their quality vision included customer satisfaction (e.g. CRM), information management, professional improvement and talent incubation. And then she mentioned the quality innovation development and showed different generation product.

After that she shared the innovation process included idea collection, idea platform, incubation platform and then created new business. 

Finally, a case study based on innovation process, 6 sigma and data analysis to find the NC product improvement method. 

After that we shared our experience to BOE. 

Then Ms. Duan Yihong (段一泓) (Under Secretary, CAQ) presented souvenir to BOE representative.

Dr. Aaron Tong and I represented HKSQ to present our 30^th anniversary book to BOE representative.

Lastly, we took a group photo for memory. 

At the end, we visited their show room to see real product.  The history of BOE was showed.

Different generation of display size was demonstrated.

We all were interested in their explanation.

Minda was interested in their Transparent Display because she would like to turn over the bottle seeing another side.  I took a video for sharing.

Before we left, I took a photo with Dr. Aaron Tong in front of the BOE brand.

Tonight, we were free and had dinner together with Dr. Aaron Tong and his staffs.  Thanks Aaron’s dinner!
