The Manufacturing Forum
2019 named “HK Manufacturing Industries in Greater Bay Area” was co-organized
by IET Hong Kong and ISE Dept., PolyU and PolyU MILESAA on 13 April 2019. Hong Kong Society for Quality (HKSQ) was one
of supporting organizations. In the beginning, Ir. William Wan (Chairman, IET
Hong Kong) gave a welcome speech.

Ir. Dr. Lo Wai Kwok (Member
of Legco, HKSAR) was the first speaker and his topic entitled “How can achieve
the goals of Framework Agreement on Deepening Guangdong-Hong Kong-Macao
Cooperation in the Development of the Bay Area”. Firstly, Dr. Lo briefed the opportunities of
GBA and reminded us to leverage our advantages under one country two system, and
applied into the policies of one belt one road and GBA.
Then Dr. Lo analyzed the
potential of GBA and compared with other areas.
He said our competition in the world that was not city vs city but city
cluster vs city cluster.
And then Dr. Lo mentioned
the key milestone was on 1st Jul 2017 that President Xi Jinping
Saturday attended the signing ceremony of the framework agreement on the
development of the Guangdong-Hong Kong-Macao Greater Bay Area. Until 18th Feb 2019, Outline
Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area was issued.
There are five key directions in GBA and they are high level planning,
development platform, innovation system, collaboration establishment and
sharing connectivity.
The key target and
strategies of the outline were showed in the following diagram.
After that Dr. Lo briefed
some measures which established for supporting Hong Kong people servicing in
GBA. Many people concerned the tax arrangement
about the limit of 183 day. He said the
day did not count if not over 24hr. For
example, you work from Monday and back from Friday, it counted 3 day stayed in
China.
Finally, Dr. Lo stated the development in each discipline such as Innovation & Technology, Financial Centre (especially Green Finance) and Testing & Certification, etc.
During Q&A, I asked Dr.
Lo do reindustrialization policy have any synergy with GBA? Dr. Lo said reindustrialization solution is
not from HK Government but depends on HK enterprises ourselves. He raised one example was Biel Crystal (伯恩光學) from watch
glass transferred to mobile glass (iPhone).
Mr Daniel Chun (Chairman of
Research & Blueprint committee of Smart City Consortium) was the second
speaker and his presentation named “The Policy Areas of GBA and Smart City
Blueprint”. He firstly introduced the
background of Smart City Consortium.
Their vision is to development Hong Kong as the world leading Smart
City, to foster knowledge economy enhance quality of life and create a vibrant
eco-system by using Information Technology and promoting more effective
resource management.
Then Mr. Daniel Chun
focused the Manufacturing Industry part in the outline. In GBA, it planned to enhance the advanced
manufacturing and promote internet, big data and AI to integrate into
manufacturing.
After that Mr. Chun shared their Business Model Innovation that from Traditional Supply Chain to Technology-enabled Supply Chain. It is a solution model.
Finally, he shared his company product to demonstrated how technology solutions enabling manufacturer.
Lastly, Mr. Chun introduced
some funding or government supporting young working in GBA cities such as Foshan.
Mr Alan Suen (Chairman of
Hong Kong Metals Manufacturers Association) was the third speaker and his topic
was “Manufacturing Industry in GBA”.
Firstly, he introduced KFM Kingdom group had five production bases in
China. They had implemented Lean
Manufacturing.
Then he briefed the
characteristics of GBA and the advantages of Hong Kong manufacturing industries. In the past, HK was shop for Marketing,
R&D and Branding, Mainland China was production base. In future, GBA covered Finance, Marketing,
R&D and Branding; inner mainland would be performed production.
After that he shared current situation of Hong Kong manufacturing. Safety requirements were very high and Safe Production Director must established in each factory. Government safety related department would check your factor every week. Another challenge was US-China trade war that some customers requested them to move factor to other Asia countries.
Finally, Mr. Alan Suen introduced Reindustrialization policy in Hong Kong and he raised a key problem was land supply.
Mr. Lee Yuan Fat (Chairman of Kai Shui Group) was the last speaker and he presented the topic title was “Developing an Industry 4.0 accredited factory in GBA”. In the beginning, Mr. Lee introduced Industry 4.0 was the fourth industry revolution that not just automation.
Then Mr. Lee introduced
their cooperation with HKPC and Fraunhofer IPT to establishe i4.0 in Ka Shui
factory. He shared their three phases of
transformation.
He also mentioned their
i4.0 strategy that including 1) Enterprise
Innovation, 2) Information & Communication Technology, and 3) Business
Operation and Production.
After that Mr. Lee showed
many examples about how to make their machine data more visualization and
transparency.
Lastly, Mr. Lee shared
their achievement on 1i certification of Industry 4.0 under HKPC & Fraunhofer
IPT assessment in 2018.
Q&A Panel
Mr. John Chow (IETHK) was facilitator
for this discussion panel and the guest panelist were Dr. Eric SL Liu (VTC),
Mr. Lee Yuan Fat, Mr. Alan Suen and Mr. Daniel Chun. I asked three questions to three speakers as
follows.
i)
How to cover
the prototype cost if we would like to help young people to transfer their idea
to product. Mr. Daniel Chun said HKPC
& BUD funding could cover the initial cost of prototype.
ii)
Do
reindustrialization land problem to be solved if IE rental building area such
as AMC? Mr. Alan Suen and Mr. Lee Yuan Fat said that it depended on
enterprise itself. It had better design in HK and production in GBA the
completing the supply chain. HK
manufacturer should use HK brand and quality and re-education to use i4.0.
iii)
Do i4.0
enhancing quality and customer satisfaction? Mr. Lee Yuan Fat shared that his
customer trust increased and requested to view their real time data. Based on this enhancement, their order had
increased.
iv)
Dr. Eric Liu
shared that they needed to promote more about GBA. He also shared their education trend from “Manufacturing
Focus” to “Construction & Electrical”.
Then we needed to consider not Smart City but Smart Bay Area.
