MoU Signing Ceremony & Technical Seminar on Testing and Certification 2015

The MoU Signing Ceremony of Earn & Learn Pilot Scheme (Testing and Certification) had been signed between Vocational Training Council (VTC) and Association of Construction Materials Laboratories Ltd. (ACML) (建築物料試驗所協會) on 9th May 2015. After MoU Signing Ceremony, Technical Seminar on Testing and Certification 2015 would be performed.

In the beginning, Dr Carrie Yau, GBS, JP (Executive Director, VTC) gave an opening speech. She said it was memorable MoU signing ceremony with Association of Construction Materials Laboratories Ltd. and she added each student had average 90hr practical training in IVE.


And then Ms. Janet Wong (Commissioner, Innovation and Technology Commission (ITC)) gave a welcome speech. She explained ITC also included Testing and Certification (T&C). T&C industry was important in supporting Hong Kong trade and we needed many talents from different fields.


Mr. KW Lee (Chairman of ACML; Executive Director of CASTCO) gave a welcome speech and he said ACML was willing to cooperation with VTC to train more people in construction materials testing.


After that Mr. KW Lee and Mr Leung Yam Shing (Deputy Executive Director, VTC) signed the MoU.


I met some friends after the ceremony and took a photo for memory.

The Technical Seminar on Testing and Certification was held afterward. The seminar was jointly organized by the IET Hong Kong (MI), HKIE - MI and Hong Kong Institute of Vocational Education (Tuen Mun). Hong Kong Society for Quality (HKSQ) was one of supporting organizations. The seminar aims to discuss and share the latest trends and technologies in testing and certification industry in Hong Kong and invited several experts to share their experiences and knowledge in the calibration, construction material testing and precise microscopy test. Moreover, I was honour to be invited as one of speakers to share my HOKLAS accredited test items in Science Park. The summary was shown below.

The first speaker was Ir. Dennis Lee (Head, Standard and Calibration Laboratory, ITC) and his topic entitled “Measurement Uncertainty: The Beauty or Ugly of Metrology”. Firstly, Dennis mentioned Metrology history, measurement traceability and Uncertainty. He said “Measurement is built up our knowledge” and Calibration included both Traceability and Accuracy.


Then Dennis quoted Prof Kang (Korea Research Institute of Standards and Science (KRISS)) story on error and uncertainty using Mr. Careless’ count of turtles (always one more or less).


Uncertainty coverage had too many contents. So Dennis said Ugly if you didn’t understand but Beauty when you understood. Then he shared global interlaboratory test summary of temperature, electrical and mechanical capabilities. SCL was positioned in the top tier.


I was the second speaker and my presentation topic was “Measurement Traceability of advance Microscopy (SEM & SAM)”. I briefed the HOKLAS accreditation in Technology Support Centre in the Science Parks. SEM and SAM technology background were introduced.


Then I mentioned the traceability of reference material from SEM and golden unit from SAM. The golden unit was made by us and SCL help to calibration the dimension for determining the measurement uncertainty. Finally, I reminded that we needed to understand your


The last speaker was Ms. Sammi Cheng (Laboratory Manager, Forte Testing & Consultants Co., Ltd.) and her presentation named “Introduction on smoke control door”. She briefed top killer in fire accident was “Smoke”. Then she briefed there were three types of smoke and they were “Hot Smoke”, “Medium Temp Smoke” and Ambient Temp Smoke”.


Then Sammi showed an example for smoke proof door demonstration in “Fire doors and smoke at International firex 2011”. She quoted Code of Practice for Fire Safety in Building 2011: Part C – Fire Resisting Construction – Clause C6.1 that “(c) A smoke seal should be installed to every fire rated door of a flat or guestroom”.

Sammi introduced the BS standard named “BS EN 1634-3: Fire resistance and smoke control tests for door and shutter assemblies, openable windows and elements of building hardware – Part 3: Smoke control test for door and shutter assemblies”. However, the definition and criteria of Smoke leakage Sa (Ambient Temp) and Sm (Ambient plus medium Temp (200C)) were stated in EN 13501-2:2003 and EN 13501-2:2003, respectively.


Finally, she concluded to avoid and minimize injuries by smoke that smoke door should be proper installation and its design passed the test, as well as proper use of smoke door.

Q&A session
Sammi said the uncertainty of this test was too large because of fire door installation skill variation.
Dennis explained why different country or region had different strength in their measurement. It was because of their country or region’s trade (Market-driven).
I said if R&D and hi-tech company focus on Quality R&D, measurement uncertainty requirement would be increase and it could enhance the capability of SCL who supported industry.


Finally, Ir. Dr. Eric Liu (Principal, IVE (Tuen Mun) & Maritime Services Training Institute) gave a closing speech.


At the end, all guests, organizers and supporting organizations were took a group photos.
