I was honor to be invited by CityU Knowledge
Transfer Office as Inno-preneurship mentor to assist our junior cohort
especially in BCH Department. The Inno-preneurship
Mentoring Scheme is exclusive for CityU communities who desire to turn their
creative ideas into start-ups. This scheme
has different support included Innovation to Realization Funding Scheme (I2RF),
Technology Start-up Support Scheme for Universities (TSSSU), Student Early
Entrepreneurship Development Scheme (SEEDS) and CityUE Investment Fund. I was assigned as mentor to Hands Life Science
and met the CEO Mr. Marco So who had just graduate in BCH Department,

HKQF Partnerships Commendation Ceremony
Hong
Kong Qualification Framework (HKQF) arranged a QF Partnerships Commendation
Ceremony on 29 Nov 2016 at the Heung Yee Kuk Jockey Club Grand Theatre. HKQF is a platform covering academic,
vocational and continuing education sectors to promote lifelong learning with a
view to continuously enhancing the quality, professionalism and competitiveness
of our workforce in an increasingly globalized and knowledge-based economy. QF Partnerships Commendation Ceremony” was a
large-scaled event to commend and show government appreciation to more than 100
organizations for their support and contribution to QF. I (member, Industry Training Advisory
Committee for Testing, Inspection & Certification Industry (TIC-ITAC)) was
honor to be invited for attending this ceremony. I took a photo in front of the venue.

I met the two winners of Award Scheme for Learning Experiences. They were Ms. Kathy Choi (SGS) (2016/17) and Mr.
Litto Tam (SGS) (2015/16)
They

CityU EngD(EM) Graduation Dinner & EngDSoc Annual Dinner 2016
The
Celebration Dinner and Annual Dinner for EngD Graduates 2016 in the Department
of Systems Engineering and Engineering Management (SEEM), City University of
Hong Kong (CityUHK) was held on 27th Nov 2016.
In this year, only four EngD graduates in CityU and Dr. Wing Hong SZETO
was only one from SEEM EngD (EM) graduate.

HKQF 2nd Career Talk on Testing & Certification Industry 2016
The
Career Talk on Testing and Certification Industry 2016 for secondary school was
co-organized by Hong Kong Association for Science and Mathematics Education
(HKASME), Hong Kong Qualification Framework (HKQF), The Hong Kong Council for
Testing and Certification (HKCTC) and Hong Kong Accreditation Service (HKAS). My 2nd time to give career talk to
secondary school and it was held on 23rd Nov 2016 at St. Paul’s
Convent School. In 2014/15, it was the
160th anniversary.

Hong Kong Science Park Expansion Programme Ground Breaking Ceremony
Science Park Expansion (SPX) ground-breaking
ceremony was held on 22 Nov 2016. The
theme named “Building for a Vibrant Community˙Innovation for a Prosperous
Tomorrow”. Venue was between Building 15W and SPX1 site. There were addition of two purpose-built
R&D fit office buildings that would provide extra capacity to sustain the
vibrant growth of the innovation and technology (I&T) ecosystem. In the beginning, our chairlady the Hon Mrs
Fanny Law, GBS, JP gave welcoming remarks.
She said the new phase development in Science Park was a testimony of
the HKSAR government’s commitment to the promotion of innovation and technology
in Hong Kong.
The Hon C Y Leung, GBM, GBS, JP
(The Chief Executive of the Hong Kong Special Administrative Region) gave a
speech and he said the Government would continuous invest in I&T industry
in both infrastructure and funding support.

CityU SEEM Students visit HKSTP
I was honor that Dr. KS Chin (Department of Systems Engineering and
Engineering Management, City University of Hong Kong) and his students from BEng in Systems Engineering and
Management (BENG SEM) visited for Hong Kong Science and Technology Parks (HKSTP) on 21st
Nov 2016.
BENG SEM was a new bachelor degree and it aimed to nurture students’
analytical skills in understanding, analyzing, managing and improving modern
enterprises and systems, grounded in engineering principles and scientific
methods. BENG SEM separated into two
streams and they were Total Quality Engineering (TQE) and Data Analytics (DA).
Firstly, I
played the corporate video for the student and then briefed HKSTP quality
management system and some laboratories in Technology Support Centre (TSC) to
students, including ISO 9001, OHSAS 18001 and ISO 27001 certification, as well
as, HOKLAS (ISO 17025) accreditation.
After that, students visited our different laboratories such as Probe
and Test Development Centre (PTDC), Reliability Laboratory (RL), IC Failure
Analysis Laboratory (ICFAL) and Biotechnology Support Laboratory (BSL).

HKSQ Study Mission for Industry 4.0 – Day 1: Visit to CSQ
The
role of Quality Professionals will become more important in the new Industry
Revolution - Industry 4.0, because more customer involvement and data
communication have to be managed effectively and efficiently. Taiwan is one of the first movers on Industry
4.0 research and application in Asia Pacific, and enterprises adopted the
result and prepared for the new wave of smart manufacturing. Since there are many
common features of Taiwan and Hong Kong manufacturing industry in terms of geographic
operations, management systems and customer scope, this is an opportunity to
Quality Professionals to learn from their experience of the development roadmap. Therefore, the study mission named “Quality
Professionals preparing for Industry 4.0” was organized by Hong Kong Society for
Quality (HKSQ), supported by ASQ and Hong Kong Quality Function Development
Association (HKQFDA) from 16 to 20 November 2016. Firstly, we visited Chinese Society for
Quality (CSQ) to attend seminar for Industry 4.0 on 16 Nov 2016. In the beginning, our chairman Mr. Peter Fung

HKSTP TecONE Seminar on Latest Gov Support & Planning towards Tech SME
The TecONE seminar entitled “Sharing
on Latest Government Support and Planning towards Technology SMEs” was
organized by Hong Kong Science & Technology Parks Corporation (HKSTP) with
Strategic Partner – Technology Incubation Network on 15th Nov
2016. TecONE’s infoTalk invited the
Legislative Councillor (IT) to share with us the updates on the latest InnoTech
initiatives such as a $500 million Pilot Technology Voucher Programme (PTVP),
as well as, other government support towards technology SMEs. Dr. Alan Lam (Group CEO, Sengital Limited)
was moderator in this talk and introduced the speaker Hon Charles Mok.

IuPDI Seminar on Safeguard Business with IP and Brand Protection
The Seminar entitled "Safeguard
business with Intellectual Property and Brand Protection" was organized by International
union of Professional Development Institutions (IuPDI) and Department of
Systems Engineering and Engineering Management (SEEM) of CityU on 12 Nov 2016. The Hong Kong Society for Quality (HKSQ), CMA
Testing and Certification Laboratories (CMA-TCL), Chartered Quality Institute –
Hong Kong Branch (CQI-HK) and CityU Engineering Doctorate Society (CityU EngDS)
were supporting organizations. The seminar aimed to introduce IP as a key asset
to create value for a business and Brand Assurance. In the beginning, Dr. KS Chin (SEEM, CityU)
gave a welcome speech. He told us IP was
a hot topic which included product and process. And manufacturing industry needed to be OBM
and no longer for OEM.

HKSQ Seminar on Reliability & Maintenance: Enablers of Industry 4.0
The HKSQ
seminar named “Reliability & Maintenance: Enablers of Industry 4.0” co-organized
by Hong Kong Society for Quality (HKSQ), ASQ Hong Kong and Dept., of Industrial
and System Engineering, PolyU. Industry
4.0 principles not only demand the availability of machines, they also
recommend collection and analysis of machine data through shop-floor
communication and cloud computing to enable optimization of reliability and
maintenance (R&M) management. This
seminar would present the way in which asset management decisions could be
optimized by resolving the conflicts of a decision situation. Dr. Albert Tsang (Former chairman, HKSQ; ASQ
Country Counselor (HK), author of “WeibullSoft” and co-author of “Maintenance,
Replacement, and Reliability: Theory and Application”) was our guest speaker to
share this topic.
HKAS Training on RMP and PTP Accreditation
Hong Kong Accreditation Service
(HKAS) organized a training course entitled “Training on RMP and PTP
Accreditation” on 11 Nov 2016. ISO
17034, the future standard for the accreditation of reference material producer
(RMP), is expected to be published soon.
Many other ISO guides and standards relevant to RMP and proficiency
testing provider (PTP) operation have also been revised recently or are under
review. This training course aimed at
enabling participants to gain a better understanding of the new
requirements. Before the start, I met my
old friend Mr. K. Gabuji (Technical Assessor and Lab Test Expert) and took a

Bremser (BAM Federal Institute for Materials Research and Testing) was the
first speaker and his topic entitled “Competence of RMP and the transformation
of ISO Guide 34”.

Visit to the Ministry of Industry & Commerce, Laos
Laos
is one of One Belt One Road countries that I never visit before. This time, I went with my wife to visit her
classmate in Warwick University.
Moreover, I had also visited my ANQ friends’ company (Laos Government
Department) to understand more about Laos Quality Movement. I arrived on the Ministry of Industry and
Commerce on 7 Nov 2016 at 2:00pm and took a photo in front of the government
building.

InnoCarnival 2016
The Innovation and Technology
Commission (ITC) of the Hong Kong Special Administrative Region Government
(HKSARG) launched InnoTech Month 2016 from mid-October to early December 2016. The
anchor event of InnoTech Month 2016 will be the nine-day InnoCarnival 2016 to
be held at the Hong Kong Science Park from 29 October to 6 November 2016.
I attended the InnoCarnival 2016
on 1 Nov 2016 and visit different Exhibition sites included different
universities, education associations, public organizations, government
departments. Firstly, I met Mr. Terence
S.S. Chan (Secretary-General, ASHK) in the Academy of Science of Hong Kong (ASHK)

Remember Prof. Yoji Akao - Father of Quality Function Deployment (QFD)
This is very
sad news about Prof. Yoji Akao who was the founder of Quality Function
Deployment (QFD), passed away at 88 years old on 24 Oct 2014. We, Hong Kong Society for Quality (HKSQ), expressed
hearty condolences to Prof. Yoji Akao 's family, friends and colleagues. Prof. Yoji Akao is the first winner of the
Ishikawa-Kano Award (IKA) in ANQ Congress Delhi 2010 (from 19-20 Oct
2010).
Moreover,
Prof. Yoji Akao got the Deming Prize for Individuals by JUSE in 1978. (https://www.juse.or.jp/upload/files/list_Deming_Prize_for_Individuals2016.pdf)
We met
Prof. Yoji Akao many times in different conference. I would like to share our meeting to remember
Akao – Quality Guru.

HKCTC & HKAS Workshop on ISO 27001 ISMS Certification 2016
The Hong Kong Council for Testing
and Certification (HKCTC), Hong Kong Accreditation Service (HKAS) and The Hong
Kong General Chamber of Small and Medium Business co-organized a Workshop
entitled “Workshop on ISO/IEC 27001 Information Security Management System
Certification 2016” on 26 Oct 2016. Certification
of ISMS to ISO/IEC 27001 allows an organization to demonstrate that its
information asset is adequately protected against information security risk. The
workshop aimed to give an overview of ISO/IEC 27001 and discussed how to get
prepared for the certification process. Hong Kong Society for Quality (HKSQ) and Hong
Kong Science and Technology Parks Corporation (HKSTP) are supporting organization. Ms. Angela Wong (Vice-chairman, HKSQ) and I attended
the workshop and took a photo for memory.
HKSTP Lunch & Learn – Sustainability Team
HKSTP Lunch & Learn activity was
proposed by our Marketing Team and it aimed to share our knowledge
inter-division/ inter-department so as to enhance our understanding what kind

Apply Visa to visit Laos
I
am planning to visit Laos in Nov 2016.
Laos is one of One Belt One Road countries that I never visit

Lao People’s Democratic Republic to apply VISA.

HKQAA & Shaanxi Province Quality and Technology Supervision Bureau MOU Signing Ceremony
Mr. Peter Fung (Chairman, HKSQ)
and I (HKSTP representative & Former Chairman, HKSQ) were honor to be
invited by HKQAA to attend the MOU Signing Ceremony of Hong Kong Quality
Assurance Agency and Shaanxi Province Quality and Technology Supervision Bureau
(SPQTSB) (陝西省質量技術監督局). Recently, the economy of Shaanxi Province has
been accelerating and has played a pivotal role in the “One Belt, One Road”
initiative. HKQAA cooperated with SPQTSB
to jointly facilitate the industry development in both Hong Kong and
Shaanxi. In the beginning, we took a

HKCTC Seminar on Professional Integrity in Testing and Certification
The Hong Kong Council for Testing
and Certification (HKCTC) and Hong Kong Accreditation Service (HKAS) co-organized
a seminar entitled “Accreditation for Medical Laboratory – The Road Towards
Quality and Competence” on 12 Oct 2016. Medical
laboratories provide essential support to the medical sector. Accurate and reliable laboratory services are
crucial for proper clinical diagnosis and treatment. It is important for medical laboratories in
Hong Kong to obtain formal recognition of their testing competence and standard
through laboratory accreditation. The seminar
aims to introduce the medical testing accreditation and share the experience of
obtaining accreditation and its benefits.
The first speaker was Ms. Bella Ho (Senior Accreditation Officer, HKAS) and her topic entitled “Accreditation Service for Medical Laboratories”. She said the first launch of HOKLAS based on ISO 15189 was on 16 Feb 2004. Before that accreditation was employed ISO 17025 included NATA. The ISO 15198 Particular requirement for quality and competence of medical laboratories was published in Dec 2003.

HKIE Seminar on ISO Document Management System for Architecture, Engineering & Construction
The Hong
Kong Institution of Engineers (HKIE) – ITD, END, CAD & AMC divisions
organized the seminar named “ISO Document Management System for Architecture,
Engineering and Construction (AEC)” on 7th Oct 2016. In daily workflow and business operation, it
is inevitable for construction firms to deal with numerous documents from
suppliers, partners and customers, whereas traditional practice of manual
filing requires excessive manpower and lower the productivity. In this seminar,
the use of IT technologies to assist AEC firms on document management to
improve efficiency was discussed. In the
beginning, Ir. Ricky K.T. Wan (Committee Member, ITD, HKIE) introduced the
topic and gave opening speech.

Wong (Business Development and Marketing Manager, Computer and Technologies
Holdings Ltd.) was the seminar MC.
I was
honor to be the first speaker invited by Mr. Steve Yeung (VP, Computer and
Technologies Holdings Ltd) and my topic named “ISO Management System at HKSTP
(eDMS past, present & future)”.
Firstly, I introduced HKSTP vision, mission and values. We would like to achieve that through 3 key
words: Connect, Collaborate and Catalyse.
CUHK Guest Lecture for Innovation Management and HKSQ Membership Drive
I was honor
to be invited by Prof. C.H. Cheng (Associate Dean of Students, Lee Woo Sing
College & Associate Professor - Department of Systems Engineering &
Engineering Management, CUHK) again to be speaker for the the class
ENGG2600 Technology, Society and Engineering Practice" on 7 October 9,
2016 2016. This
time we gave the talk early (not in Jan 2017) because we would like to promote
HKSQ Student Project Competition. Before the talk, I took a group photo with Prof. Cheng and all

My
presentation is separated into three parts.
The first part was “ISO Management System at HKSTP”, and the second part
was “Introduction of Hong Kong Society for Quality (HKSQ)” and the last part
explained “Innovation Management”.
HKSTP Inauguration Ceremony of Ming Wai Lau Centre for Reparative Medicine, Karolinska Institutet in Science Park
With a strong focus on
technologies relevant to regenerative medicine (e.g. RNA technology,
single-cell analysis and genetic engineering), the Ming Wai Lau Centre for
Reparative Medicine (Lau Centre) is being developed in Hong Kong and located at
Hong Kong Science Park, so as to provide support and encouragement for
increased research and innovation opportunities. Before the ceremony, CE of HKSAR arrived.

The TecONE seminar entitled “Empower
Your Business with Reliable Supply Chain” was organized by Hong Kong science
& Technology Parks Corporation (HKSTP) with Strategic Partner – The Hong
Kong Council for Testing and Certification (HKCTC) on 5th Oct 2016. A reliable supply chain is increasingly
important nowadays in developing brand and sustaining business. Ir. Raymond Wong (Adjunct Professor, OUHK)
was invited to share his 40 years professional experience in industry and
public utilities on how to identify and understand the supply chain threats and
the best practice on managing the supply chain.

Lunch with Prof. Philip Chan and Post-Doctorate Fellows
I was honor to be invited by Prof. Philip Chan (Founding President -
IpostDocA) to have lunch with his Post Doctorate Fellows on 1st Oct
2016. Ir. Prof. Philip Chan is postdoc
supervisor and he is PKU/BNU/TJU guest Professor, Stanford & Berkeley &
CSU Postdoc Researcher, as well as, FEng in the Professional Validation Council
of Hong Kong Industries (PVCHK). He is a
model on lifelong learning and got many professional qualifications. (My first
time met Prof. Philip Chan in ISSC
Six Sigma Networking Night since 2012.)
I for HKSQ appreciated him and his students to support ANQ Congress
since 2012 (Hong Kong), 2014 (Singapore), 2015 (Chinese Taipei) and 2016 (Vladivostok).
Then I met some his post-doctorate fellows. They all are professionals in different
discipline and industry. We took a photo
