The 2nd World Summit for Chinese Quality – Part 2

The 2^nd World Summit for Chinese Quality (WSCQ) was organized by Pre-World Alliance for Chinese Quality (WACQ) (全球華人品質聯盟(籌)), co-organized by Chinese Society for Quality (CSQ) and Tamkang University (淡江大學) on 16 Nov 2017. Afternoon was parallel session which separated into A to F and H1 & H2 sessions. I chaired the session C named “Innovation and Improvement – QFD and New Technology Product Development”. My presentation topic entitled “Quality Innovation Trend: Extenics – A Novel Innovation Theory and Methodology originated in China” (質量創新趨勢之“可拓學” -中國原創的創新理論與方法).

In the beginning, I introduced the evaluation of quality and innovation. Many innovation tools were described but the most important tools were highlighted in red colors which were TRIZ, Extenics and Innovation Culture.

Then I introduced the Extenics theory and Extension analysis included Divergence, Correlative, Implication and Open-up.

I mentioned the powerful tools for extending different ideas using “Divergence”. There were six directions to employ this tool so as to create many different combinations of ideas.

Another tool named Conjugate Analysis. There are four pairs of conjugate and showed as follows:

i) Physical: Nonmaterial Part (虛部) and Material Part (實部)

ii) Systematic: Soft Part (軟部) and Hard Part(硬部)

iii) Latent Part (潛部) and Apparent Part (顯部)

iv) Negative Part (負部) and Positive Part (正部)

After the transformation, many new ideas / product plans were created. At the time, superiority evaluation method and dependent function would be used for idea / product plan selection.

Lastly, I briefed the whole extension innovation table which summarized all tools in four steps of Extension Innovation Method.

Prof. Xiong wei (熊偉) (Professor, Service Science and Operations Management, School of Management, Zhejiang University) presented the certificate to me.

Prof. SP Kuan (官生平) represented Quality Knowledge Community (QKC) (品質知識社群) to give a short presentation named “Quality Management – Integration of Science、Technology、Application”.

Prof. Kuan concluded the future development in Quality field would be integrated different system together.

After that I presented a certificate to Prof. Kuan.

Then Minda and I needed to attend the 5^th meeting of Pre-World Alliance for Chinese Quality (WACQ) (全球華人品質聯盟(籌)). In the beginning, Dr. Duan Yonggang (段永剛) (Chairman, WACQ) gave an opening speech and reviewed previous meeting minutes.

We confirmed the WACQ logo and flag design. It proposed to apply trade mark of our logo in each area separately. HKSQ would give description of the WACQ logo design background.

Mr. GE Tan (Chairman, SQI) briefed the 3^rd World Summit for Chinese Quality (WSCQ) would be held in Singapore early Nov 2018. It expected to arrange 3 days that the first day afternoon for WACQ meeting, conference on the 2^nd day and the technical visit arranged in the last day.

Then all board members of WACQ took a group photo for memory.

After meeting, we were back to the session C and Dr. Catherine Chan presented her paper named “QFD assist Hong Kong Manufacturing to establish the Product Quality and Brand”.

During the tea break, I took some photos with our Taiwan friends.

After the break, we joined the session D named “Brand、Quality and Marketing”. The first speaker was Dr. Ivan Ng (HKSQ) and his presentation topic named “An Analysis of the Impact of Chinese Cultural Factors to Quality Management by Six Sigma in Hong Kong”.

His study found that no significant impact on Chinese Cultural factors to Six Sigma implementation in Hong Kong. I thought it might be more western management style adopted in Hong Kong and that might not be in other Chinese areas. So Dr. Ivan Ng would like to perform future study on that subject.

The second speaker was Mr. Chang Xiaodong (常小東) and his topic was “Made in ZheJiang on One Belt One Road”. Firstly, he briefed the brand from “Made in ZheJiang” and the strategy on One Belt One Road.

After that he introduced four forces and five missions of “Made in ZheJiang on One Belt One Road”. The four forces are “Standard”, “Quality”, “Brand” and “Testing & Certification”. The five missions are Model City of “Three Transformation”, “China Output”, “Restructure”, “Innovation” and “Standard Revolution”.

The third speaker was Mr. Liu Guansheng (劉觀生) and his speech named “Value of Brand and Quality”. His talk content included brand management, value chain of brand and integrated management system, etc.

Then Mr. Liu mentioned the Brand Value Chain which included the power of need, innovation, safety, quality, adoptability, support, marketing and service, etc. Finally, he compared it with ISO 9001:2015 QMS.

The fourth speaker was Mr. Guo Chen (郭琛) and his presentation title was “Practical Product Sales in European Market”. He questioned how to win the Quality Grant in Europe. Then he used printer as example to explain the equation that Sale (Market Share) = Enquiry X Due Rate.

The last speaker in session D was Mr. Weng Chenxi (翁辰修) and his presentation topic entitled “Business Excellence Quality of Maintenance Service in Taiwan”. He explained what is Quality and Business Excellence and then introduced the National Quality Award framework.

In Closing ceremony, the last keynote speaker was Prof. TN Goh (Professor, Department of Industrial Systems Engineering and Management, National University of Singapore) who represented SQI to give speech named “Foresee of Quality Management”. In the beginning, he mentioned the progression in Quality Excellence using DMAIC from Retrospective to Passive to Defensive to Active to Forward-looking.

Prof. Goh redefined DMAIC and said “Variation Management is key.” He also quoted Sir Winston Leonard Spencer Churchill (溫斯頓·丘吉爾) statement that “To improve is to change; to be perfect is to change often.”

Then he introduced the maturity in “Quality Power” between Soft Power and Hard Power.

Lastly, he asked us to test quality meaning by ourselves.

At the end of the summit, Mr. Liu Li Tsung (劉黎宗) (Chairman, CSQ) gave a close remark and transfer the WACQ flag from Dr. Duan Yonggang (段永剛) (Chairman, WACQ) to Mr. GE Tan (陳敬賢) (Chairman, SQI), indicating that the next summit in Singapore.

The gala dinner was held tonight to ceremony the successful completion of the 2^nd World Summit for Chinese Quality (WSCQ) in Tamkang University. We took a group photo in the restaurant.
