ISO/TC 279 Innovation Management Virtual Meeting

The ISO/TC 279 Innovation Management Virtual Meeting was held on 16 Jun 2022. Almost all members and observers were joined the meeting online and the group photo was captured for memory.  Ms. Zhang Fan (China) and I (HKSAR) both joined the meeting.


Firstly, Ms. Pauline JORIS briefed the agenda in the beginning of the meeting. And then members were adopted it.


Mr. Johan CLAIRE (Chairman, ISO/TC 279) gave the presentation and declaration of intention on this technical committee. Firstly, he introduced his ISO journey since 2005.


After that he briefed the role of chairperson of a technical committee of ISO/TC 279.


Finally, Mr. Johan CLAIRE briefed the strategy business plan (SBP) and reviewed the current SBP.


Lastly, he briefed the development of ISO 56001 and expected to be completed in 2023 or 2024.

HKPC Webinar: Automated Business Continuity & Data Protection in Smart Manufacturing

Webinar named “Automated Business Continuity & Data Protection in Smart Manufacturing” was organized by HKPC on 10th Jun 2022. They invited two speakers to introduce cyber resilience and the first rule of business continuity. 


The first speaker was Mr. Lawrence Law (Security Consultant, HKCERT) and his topic entitled “Embracing Cyber Resilience in Smart Manufacturing”. Firstly, he introduced HKCERT that coordination of information security incident response for local enterprises and internet users.  He also briefed the global operational technology (OT) security incidents increasing in manufacturing segment.


Then Mr. Law explained four factors causing OT sectors’ vulnerability. They are “Human Operated Ransomware”, “Pandemic drives”, “Digital Transformation” and “Unpatched Systems”. Most of hacker attack IT first and then went to OT that cause Industrial control system (ICS) vulnerability.


After that he mentioned to build cyber resilience withstands cyber-attacks. 3 key strategies are “Adopt Network Segmentation”, “Data Backup and Recovery” and “Enhance Network Security Visibility”. For segmenting OT network, De-militarized Zone (DMZ) was employed to separate IT and OT.


The Purdue Model, formally the Purdue Enterprise Reference Architecture (PERA), is a structural model for industrial control system (ICS) security, concerning physical processes, sensors, supervisory controls, operations, and logistics. It separated from Level 0 to Level 5. Some critical data stored in level 3 under OT and level 4 under IT.


Finally, Mr. Law stated implementation of network security through “enforcement of strict access control to OT network”, “establishment of visibility to all OT communication”, “Conducting baseline of device asset and setting” and “On-going monitoring and detection”. Lastly he introduced IoT security best practice guideline in HKCERT website.


The second speaker was Mr. Chris Wong (Regional Channel System Engineer, HK & Taiwan, Veeam).  In the beginning, he introduced the history of ransomware since 1981.


Then he briefed Advanced Ransomware Attach in six stages and they are “Observation”, “Setting up Shop”, “Preparation”, “Cripple recoverability” and “Ransom Declared”.


After that Mr. Wong introduced three-part defense approach and they are protection of immutable backup, alert for visibility and reliable recovery.


Finally, he suggested 32110 best practices for ransomware protection. An immutable backup should be employed for protecting data that ensures the data is fixed, unchangeable, and can never be deleted, encrypted, or modified. Recovery should consider Scale, Recure Restore and Disaster Recovery Orchestration.

CAP Webinar: Improve Your Quality with CAP Inspector Knowledge and Deficiency Data

 Webinar named “Improve Your Quality with CAP Inspector Knowledge and Deficiency Data” was organized by College of American Pathologists (CAP) on 7th Jun 2022. Dr. Gregory Gagnon was the guest speaker.  His talk aimed to review the most cited deficiencies, improvement of laboratory process and discussion of the latest CAP tools/resources.


Firstly, Dr. Gagnon mentioned the top 10 deficiencies and then explained one by one. The following table showed those deficiencies and some of them were selected in this summary.


For competency assessment, the first year of an individual’s duties that his/her competency must be assessed at least semiannually and annually thereafter. The common deficiency is missing all 6 elements of competency.

1.          Direct observation of routine patient testing

2.          Monitoring the recording and reporting of test results

3.          Review of intermediate test results, records, and proficiency testing results

4.          Direct observation of instrument maintenance and function checks

5.          Assessment of test performance through testing previously analyzed specimens, internal blind testing samples or external proficiency testing samples

6.          Assessment of problem-solving skills


For instrument/equipment review, laboratory director or designee should review instrument/equipment maintenance and function check records at least monthly.


For proficiency testing evaluation, it needs ongoing evaluation of PT/EQA and alternative assessment results with appropriate corrective action taken for each unacceptable result. Major categories of investigation include Clerical, Analytical, Procedural, Specimen handling and PT material.


For temperature checks, it requested to check and record each day of use for all temperature-dependent equipment and environments using a calibrated thermometer. For non-working day, there must still be temperature monitoring such as using min/max thermometers.


New Lot/Shipment should be checked against previous reagent lots using reference materials.


Finally, Dr. Gregory Gagnon briefed CAP resources and newly expanded accreditation resources.  Lastly, he summarized the talk key points as follows.

Ÿ   Deficiencies can be opportunities for education and improvement.

Ÿ   If it is not documented, it didn’t happen.

Ÿ   Keep materials updated.

Ÿ   Ensure the staff have access to education and information.

HKSQ & HKQAA - TID Project Implementation Workshop for Startups – Data Protection and Privacy

 HKSQ applied the Trade and Industry Department (TID) Funded project named “Feasibility Study on the Quality of Hong Kong Start-up Development for Supporting the Sustainable Business Growth” and HKQAA is our implementation agent. In the last stage, we arranged several workshops to share the study results and guidelines for startup.  The third workshops named “Implementation Workshop for Startups – Data Protection and Privacy” (初創企業實踐工作坊-數據保護和隱私的規範) was held on 6 Jun 2022. I represented HKSQ to attend the workshop.


Mr. KT Ting (HKQAA) is the speaker for this implementation workshop on data protection and privacy. His topics included protection of individual privacy, legal & regulatory requirement and introduced the Office of the Privacy Commissioner for Personal Data (PCPD). 


Firstly, Mr. Ting briefed if your startup needed to collection, holding, processing or use of personal data directly or indirectly, you needed to consider the data protection and privacy through 3 key aspects and they were confidentiality, integrity and availability.


Health data is type of personal data that should be considered during Covid-19 pandemic. 


Recently, PCPD updated the Personal Data (Privacy) Ordinance (PDPO) to control Doxxing. Then Mr. Ting mentioned six data protection principle (DPP) as follows.

DPP1 – Purpose and Manner of Collection

DPP2 – Accuracy and Duration of Retention

DPP3 – Use of Data

DPP4 – Data Security

DPP5 – Openness and Transparency

DPP6 – Access and Correction


After that Mr. Ting introduced different guidelines under PCPD including:

-          Code of Practices on Consumer Credit Data

-          Code of Practices on the Identity Card Number and Other Personal Identifiers

-          Code of Practices on Human Resource Management

-          Privacy Guidelines: Monitoring and Personal Data Privacy at Work


Then he also introduced European Union General Data Protection Regulation (GDPR).


Finally, privacy risks of fintech were stated and 10 recommended good practices for Fintech providers / operators were briefed below.

1.      The privacy policies should be transparent and written in plain and user-friendly languages.

2.      Collect and retain minimum amount of personal data

3.      Provide clear and genuine options to consumers with respect to collection and use of personal data

4.      Ensure the accuracy and impartiality of the personal data

5.      Ensure the reliability and fairness of Fintech algorithms, and provide consumers with explanations on the automatic assessments and decisions by the Fintech

6.      Adopt appropriate policies, procedures and techniques to safeguard personal data

7.      Adopt contractual or other means (e.g. field audit) to ensure proper protection to personal data by data processors

8.      Conduct privacy impact assessment at or before the development stage of Fintech so as to identify and properly address potential privacy risks

9.      Adopt privacy-friendly design in Fintech

10.  Develop procedures in relation to handling of data breach incidents

HKSQ & HKQAA - TID Project Implementation Workshop for Startups – Information Security

HKSQ applied the Trade and Industry Department (TID) Funded project named “Feasibility Study on the Quality of Hong Kong Start-up Development for Supporting the Sustainable Business Growth” and HKQAA is our implementation agent. In the last stage, we arranged several workshops to share the study results and guidelines for startup.  The third workshops named “Implementation Workshop for Startups – Information Security” (初創企業實踐工作坊-資訊保安) was held on 1 Jun 2022. I represented HKSQ to attend the workshop.


Mr. KT Ting (HKQAA) is the speaker.  Firstly, he briefed how to get trust and confidence from investors and customers through confidentiality, integrity, availability, balanced approach and technology.


When your startup growth, some dangerous place should be considered. For example, customer base focused by black hackers, sales volume increase and workforce increase that causes information security risks. Then he briefed some Infosec cases in Hong Kong recently.


And then Mr. Ting mentioned why information security matter to startup business plan included business nature, customers, IT infrastructure, value of information, capital investments and operation expenditures, etc.


After that he explained difficulties to preserve confidential, integrity and availability of information that followed Murphy’s law “Anything that can go wrong, will go wrong”.


Finally, Mr. Ting introduced ISO 27001 standards. However, startup is not enough resource to get certification. So, he suggested to use the principle and as reference to enhance the concept on information security.


The first step is to set the infosec policy.


Statement of applicability based on appendix A of ISO 27001 was briefed that included many controls and control objectives.


Lastly, he briefed several types of controls included personal, administrative and technological control so as to reduce the infosec risk.


At the end, some risk mitigation strategy was stated and the next workshop would focus on risk and financial management.
