Hong Kong Quality Assurance
Agency (HKQAA) organized the seminar named “ISO 50001:2018 Energy Management
System” on 26th Oct 2018. The new version of ISO 50001 Energy
Management System (EnMS) standard was released in Aug 2018. The seminar aimed to discuss how to transite
from ISO 50001:2011 to 2018 version and its major difference between these two
standards. In addition, guest speaker was invited to share the good practice of
energy management so as to enhance sustainability performance. Before the seminar, I took a photo with Mr.
Jacky Yeung who is my old friend in HKQAA more than 15 years!
I also meet Mr. Richard Tse
(Former Chairman, MI Division HKIE; Director, Allied Rich Asia Limited) and
took a photo for memory too. Now, he is
a professional consultant providing multi-discipline management systems
consultancy service.
The
first speaker was Ms. Ivy Leung (Manager, Market & Technology, HKQAA) and
her topic named “Major Changes and transition to ISO 50001:2018”.
Firstly
she mentioned the model - PDCA Cycle of ISO 50001:2018 in the new version of
standard which was similar to ISO 9001:2015 and ISO14001:2015. The new version of ISO 50001 was followed ISO
High-Level Structure. Then Ivy mentioned the change of “Terms and Definition”. There were 5 old terms removed and 5 new terms added in 2018 version.
After that Ivy described the major change of different clauses from 2011 version to 2018 version.

Finally,
Ivy mentioned the transition period and the deadline would be on 21 August
2021.
The
second speaker was Ir. Isaac Tsang (Assistant Building Services Manager, Swire
Properties Management Limited) and his topic entitled “Sharing on Good
Practices of Energy Management”. Firstly,
he introduced about Swire Properties background.
Then Ir.
Isaac Tsang briefed their Sustainable Development (SD) Strategy named SD 2030
that included Economic Performance, People, Places, Partners and Environment
Performance.
Their
ISO 50001 had implemented since 2014 and got 18.9% reduction of energy
consumption.
And then
he stated their energy management implementation followed Plan-Do-Check-Act
cycle. Energy management database was
employed during Plan stage. Estimated
annual energy consumption and cost saving was done during Do stage. Since they had database, all data collected would
be analyzed and presented using information visualization & statistic
during Check stage.
Energy
Monitoring used smart meters (especially for Chiller) and the whole picture of
monitoring system was showed as following diagram. However, the verification
process under Check stage was important.
If result was found questionable, it may be smart meter problem or
others, re-calibration may be needed.
Finally,
Ir. Tsang said sustainable development was central to their business philosophy
and company culture. Creative
Transformation of company was needed to achieve their SD 2030 vision.
Mr.
Jacky Yeung (Senior Manager, Technical Development, HKQAA) led the Q&A
session on the transition to ISO 50001:2018.
I asked
a question about documented information.
Jacky replied that we could treat “Maintain Documented Information” as
WI or SOP and “Retain Documented Information” as Record.
Another
participant asked for Energy Performance Improvement. Jacky replied that it could be separated into
“Efficiency” (through calculation) or “Consumption” (using smart meter).
Then I
also asked how to address risk and opportunity.
Jacky replied that it was similar to ISO 9001:2015 that could be stated
in the management review meeting. But
ISO 14001 and ISO 45001 needed to have risk register.
At the
end, Jacky said IAF requested CBs should provide new version audit in 18 months
after ISO 50001:2018 issued.
