HKQF 2022-2023 Award Scheme for Learning Experiences for TIC

 The meeting for 2022-2023 Award Scheme for Learning Experience (ASLE) (檢測及認證業學習體驗獎勵計劃甄選小組會議) for Testing, Inspection & Certification Industry (TIC-ITAC) under Hong Kong Qualification Framework (HKQF) was held on 19th Sep 2022. Since the 5th wave of pandemic, the meeting has delayed. Three members in TIC-ITAC and HKQF secretary members are assigned as award panel for candidate interview to evaluation their continuous education under HKQF course and effect on their career life.  We took the group photo after the meeting.

ASLE has started since 2013 (Ref. 20130804). This time is 10th anniversary of this award scheme.

HKSQ & HKQAA - Achievement Release Conference

HKSQ applied the Trade and Industry Department (TID) Funded project named “Feasibility Study on the Quality of Hong Kong Start-up Development for Supporting the Sustainable Business Growth” and HKQAA is our implementation agent. After completed the last stage - sharing workshops and developed good practice guidelines for startup, achievement release conference was performed on 13th Sep 2022. Group photo of all guest speakers was taken in the beginning.


Ms. Yubo Ho (HKQAA) is MC of the conference and introduced all guest speakers for their sharing talk.


Ms. Meico Cheong (HKQAA) is the first speaker and she briefed the background of the TID funded project and introduced HKSQ and HKQAA to the participants.


Then she introduced the overall project item contents including promotion seminars, online survey, in-depth interview, workshops and good practice guideline for startup.


Finally, Ms. Cheong briefed survey results description statistics and characteristic as well as weakness identification such as no sales and budget plan, no knowledge on management, etc.


I was the second speaker and introduced HKSQ mission and 35 years milestones for supporting industry quality development. 


Then I briefed the background of the story for assisting startup with HKQAA in HKSTP since 2012. And then we contacted different stakeholders in Hong Kong. We got very positive support from them so as to encourage us for applying TID fund.


After that I shared the data analysis and findings from 150 online survey and 50 in-depth interviews. There are six key factors identified and they are i) ISO Understanding Factor, ii) MS Enhancement Factor, iii) Customer Focus Factor, iv) Business Growth Factor, v) Challenge Factor and vi) Compressive Ability Factor.  Finally, four key challenge factors were found through in-depth interviews and they are i) level of sales achieved, ii) brand reputation, iii) hiring additional staff, and iv) seeking new market/customers.


Lastly, I proposed Quality Startup Management System (QStarMS) with six key factors and recorded in the guideline for sharing. This guideline will post into HKSQ TID funded website.


Startup sharing session:
The first startup named “Uppen Garden Limited” and founder was Mr. Martin Yeung (楊景輝). His company is blockchain startup and aims to be the first digital IP certification system in Hong Kong.


Mr. Yeung shared that in-depth interview help them to review their management practice for improvement. Finally, he expected the guideline could help startup management more effective and efficiency. Lastly, he also expected some guidelines for applying government fundings.


The second startup named “Master Master Technology Company Limited” and the found was Mr. Tik Man Tyler Cheng (鄭迪珉). His business aimed to form Biochemical Technology Research and Consultation Centre (BTRCC). He focused on three pain points and they were “challenging technology transfer process”, “insufficient R&D atmosphere” and “hard to promote the products from companies”.


The third company was “Elsyung Consulting Limited” and the founder was Ms. Elsie Yung (翁慧雯). She is HR professional and established consulting company to help SME and startup.  Firstly, she pointed out 7 HR management challenges in startup as follows:

i)                   Recruitment Plan and Effectiveness

ii)                 Establishment of Employer Branding

iii)               Pay attention to Employee Training

iv)               Ensure Fair Reward

v)                  Ensure Employee’s Performance

vi)               Keep Entrepreneurship Thinking

vii)             Incubate Enterprise Culture



Then she introduced the in-depth evaluation which cooperated with HKQAA through different standards. Finally, Ms. Yung mentioned ten HR core scope including Compliance, HR planning, Employer-employee relationship, Recruitment, Staff engagement, Salary, Staff performance, Talent management, HR data analysis and Strategic Planning. 


The last startup was “Couple'S HK” and the founder was Mr. Chan Wing Kin (陳穎健). He introduced his business to help couples having better relationship. Then he shared three items on innovate & create opportunities.


Mr. Chan briefed their platform manual which connected to different website, apps, and social media, etc. Lastly, he raised the team members to pursue a common dream.


After the conference, I on behalf of HKSQ to present certificate to all startup participated in-depth interview and took a group photo.


Lastly, we all took a group photo in front of HKQAA brand.

Hong Kong Tech Community Celebrates the 73rd Anniversary of the Founding of the PRC - Technology Forum

 The Technology Forum organized by Hong Kong Tech Community for celebrating the 73rd Anniversary of the Founding of the PRC (香港科技界慶祝中華人民共和國成立七十三週年科技論壇) on 10th Sep 2022. In the beginning, all participants song the national anthem.


Firstly, Prof. Yuk-shan Wong (香港科技界慶祝國慶籌委會主席團主席 黃玉山教授) gave welcome speech.


Prof. SUN Dong (香港特別行政區政府創新科技及工業局局長 孫東教授) gave guest speech related to formulating a clear development direction and goals for Hong Kong's innovation and technology in the next 5 to 10 years. In order to enhance the innovation and technology ecosystem, the government would strengthen cooperation with the RGC for the breakthrough capability of local universities in basic scientific research "from zero to one" and also launch a new plan to encourage universities to develop "from one to N".


Mr. Ye Shuiqiu (中央人民政府駐香港特別行政區聯絡辦公室教育科技部副部長 葉水球先生) gave guest speech and he encouraged Hong Kong science and technology participants to enhance their sense of responsibility and mission to innovate Hong Kong and serve the mainland China with science and technology.


Ms. Fan Yingyan (廣東省科協黨組成員兼專職副主席范英妍) said they would support GBA science and technology development so as to enhance regions cooperation and collaboration.


Ir Dr. Lo Wai-kwok (香港科技界慶祝國慶籌委會執委會主席 盧偉國博士) gave the welcome speech.


Prof. Jin-Guang TENG (香港理工大學校長、粵港澳大灣區院士聯盟理事會副主席 滕錦光院士) was the first speaker and his topic entitled “Northern Metropolis Establishment and Development Opportunities for Hong Kong's I&T Industry” (北部都會區建設和香港創科產業的發展機遇). Firstly, Prof. Teng reviewed the background and current situation of Hong Kong’s I&T Industry.


Then he asked some critical questions about design of the top infrastructure on I&T industry.


Finally, Prof. Teng proposed to establish Hong Kong Industrial Development Corporation (HKIDC) by Hong Kong Academy of Engineering Sciences to promote I&T industry development, as well as, some suggestions on Northern Metropolis development such as land use on universities.


Prof. Lo Yuk Ming Dennis (香港科技創新聯盟主席、轉化腫瘤學國家重點實驗室主任 盧煜明教授) was the second speaker and his presentation named “Non-invasive Prenatal Testing and Cancer Screening: From Dream to Reality” (無創產前檢測及癌症篩查:由夢想到現實). Firstly, Prof. Lo shared his study journey and his study direction started in his PhD.


Then he shared how he solved some challenging problems and think outside the box (e.g. DNA outside cells).  He found baby’s DNA from mother’s blood. And then he shared how to apply parent and form company affairs. Some challenges in GBA he faced were discussed as follows: i) restriction on cross-border transfer of samples and data; ii) restriction on ownership or companies in selected areas (e.g. genetic testing) and iii) no mechanism to automatically register patents granted in the HKSAR in mainland China.


Finally, Prof. Lo introduced their research on Nasopharyngeal Cancer (NPC) early detection technology. This technology could also transfer to other cancer early detection. Lastly, he summarized that synergy between academic research and commercialization, as well as, streamlining of policies to be essential to Hong Kong’s future as a technology hub.


The third speaker was Academician Shu Yinbiao (中國電機工程學會理事長、國際電子電機委員會主席 舒印彪院士) and his topic named “Energy and Power Technology Innovation under the "Double Carbon" Goal” (「雙碳」目標下能源電力科技創新). His presentation separated into three subjects and they were achievement on electricity technology, “Double Carbon” goal leading effort and innovation direction.


After that Academician Shu briefed “Double Carbon” goal to achieve neutralization of Carbon in 2060 in mainland China.


Finally, Academician Shu briefed some policies and clean technologies to be implemented so as to realize the “Double Carbon” goal.


The last speaker was Mr. Duncan Chiu (香港特別行政區立法會議員 邱達根先生) and his presentation title was “Briefly the Necessary Conditions for Hong Kong to be an International Innovation and Technology Center” (簡述香港成為國際創科中心的必備條件). For instance, research funding across mainland and HK, talent development and national policy support were discussed.

PolyU First Class of ISE 549 - Management of Innovation and Technology

 Dr. YC Chau and I supported one of course under the MSc in Knowledge and Technology Management in PolyU this year. Our course named “ISE 549 - Management of Innovation and Technology”. My part mainly focused on management of innovation and Dr. YC Chau chiefly focused on management of technology. The first class was held on 1st Sep 2022.


Dr. Carman Lee is course coordinator and introduced the ISE 549 structure and requirement.


Then Dr. YC Chau and I introduced our part of lectures.


After that I introduced all our approach and assignments requirement as well as using Prof. Eric Tsui’s Personal Learning Environment & Network (PLE&N) approach. We employed social media (e.g. MEWE, Flipgrid and inoreader, etc.) to communicate with students and learn from each other.
