HKIE Webinar - Route to Registered Quality Management Engineers

 The HKIE webinar named “Route to Registered Quality Management Engineers” was co-organized by OUHK-S&T, HKIE CA, MI divisions, HKICA, IET-Hong Kong and InstMC(HK) on 19th Nov 2020.  For global market, mutual recognition of professional qualification for cross boarder services is one of the key factors to the success. This webinar aimed to introduce the registration scheme of Quality Management Engineers, Mutual Recognition Agreement between HKICA and Guangdong Product Certification Service Association (粤港澳大湾区质量管理工程技术人才资格互认), career path of Registered Quality Management Engineers in China and HKQF - Recognition of Prior Learning for Testing and Certification Practitioners.  In the beginning, Dr. SL Mak (OUHK) introduced the speakers.


The first speaker was Ir Dr. Tommy Lo (President of Hong Kong Institution of Certified Auditor (HKICA) and Associate Professor in the Architecture and Civil Engineering Dept, CityU) and his topic entitled “Registered Quality Management Engineers – Greater Bay Areas Engineer Professional”.  


In the beginning, Dr. Lo briefed the background of HKICA and they were the first association to achieve SIO 17024 by CNAS.  In this year, they extended scope to cover Quality Management Engineers for GBA.  


After that he briefed the Quality Management Engineer (QME) which was a professional in charging QA of an organization with ISO 9001 QMS audit knowledge and engineering background or training. 


Finally he described the QME requirements including Training (e.g. at least 16hr internal audit training course), Competence and Experience.  There were three grade of QME that was Associate QME (AQME), QME and Senior QME (SQME).  Mainly different was in “Competence and Experience”. The representative for Mr. Chen Yaojin, (Deputy President of Guangdong Product Certification Service Association) presented Quality Management Engineer (QME).


She firstly briefed the background of QME which related the government policy document named “關於深化工程技術人才職稱制度改革的指導意見” in Guangdong. 

Then she briefed the Mutual Recognition Agreement between HKICA and Guangdong Product Certification Service Association (粤港澳大湾区质量管理工程技术人才资格互认).  The purpose of QME to enhance the competitive edge, job opportunity and establishing professional standard in quality management, etc.  


Finally, she mentioned the evaluation method and through once examination to obtain two certificates which recognized in GBA.  Lastly, the whole application process was introduced.


The last speaker was Ir Dr. Fanny Tang (Director of Recognition of Prior Learning (RPL) Assessment Agency for Testing, Inspection and Certification (TIC)) and her topic was “RPL Assessment Agency for Testing, Inspection and Certification Industry”.  


Firstly, Dr. Tang briefed the RPL assessment scheme and its background under HKQF that OUHK was appointed assessment agency of RPL for TIC industry.  


Then she introduced different functional areas of TIC industry and briefed the categories of the test such as Physical and Mechanical Test, Chemical and Microbiological Test, as well as, Electronic and Electrical Test.  


After that she briefed the RPL clusters which selected by applicants those fit with their experience.  Most of applicants applied level 4 clusters that one of examples to be demonstrated was QA of Inspection Operation.  


Lastly, Dr. Fanny Tang briefed the assessment methods including written test, interview, practical assessment and its combination that depended on the level of RPL clusters.

PolyU Webinar Series (4) – The future of biotech industry in Hong Kong

 The Institute for Entrepreneurship (IfE), PolyU organized a series of webinar in the theme “Booting Re-industrialization” so as to drive Hong Kong’s reindustrialization.  The last webinar named “The future of biotech industry in Hong Kong” was held on 18th Nov 2020.  


The first speaker was Dr. Shawn Leung Shui-on (Founder and CEO, SinoMab BioScience Limited) and he shared his experience to enter biotech field for antibody.  He was invited to be HKIB Director (2000-2002) and then he decided to develop his career for antibody following the new momentum.  


The second speaker was Mr. Stanley Sy (CEO, Sanomics Limited) and he shared why he formed a startup for cancer treatment.  Precision medicine was the trend and the key focus on precision.  Therefore, he developed genetic testing for cancer treatment.  


The third speaker was Mr. William Yim (Executive Chairman & CIO, Sanwa Biotech Limited & Poly-preneurs) and he shared why he from leading micro joining and laser micro machining solutions provider entered to biomedical field.  


In 1991, he established Sanwa Technologies to provide advanced manufacturing process solutions and then the company direction changed to provide Total Manufacturing Solution for Biomedical Microfluidic Lab on Chip (LOC) system in 2012.  


Mr. William Yim appreciated Mr. Kelvin Chiu and Dr. Isabelle Dutry joined to form the company 7 years ago.  Now company was from 3 people to near 50 staffs with near 10k sq-ft laboratory in FoTan.


Finally, Mr. Yim introduced their product for rapid diagnostic result within 15 minutes.


Lastly, he shared his expansion plan and one of new facility at AMC, HKSTP.


The last speaker was Prof. Zhao Yanxiang and her topic named “Research and Talent Development for Biotechnology in PolyU”. Firstly she introduced PolyU academic program on talent development, internship and career development for biotech industry.


And then Prof. Zhao briefed PolyU biotech research through government-academic-industry alliance.


After that she introduced PolyU cancer drug development technology platform from bench to pre-clincial.


Finally she mentioned their biotech facilities such as Centralized Animal Facility in Shenzhen such as Animal Biosafety Level II Facility (ABSL-II).  Prof. Zhao briefed PolyU’s strategic plan for future development in biotech education (e.g. BSc(Hons) in Science, Innovation & Entrepreneurship – first intake in 2022) and research (e.g. Synthetic biology, big data for medical and health, food safety and technology, etc.).

ASQ Webinar - Managing for Quality Amidst Digital Turbulence

ASQ Quality Management Division arranged a Webinar session and session #12 named “Managing for Quality Amidst Digital Turbulence” on 17th Nov 2020.  This webinar aimed to illustrate how quality management could be presented as a viable methodology in the emerging digital age and how transformation would be necessary to address changing priorities. Dr. Gregory H. Watson was the guest speaker.  Firstly, he briefed some major implications for quality.


Then Dr. Watson introduced Quality 4.0 that is the digitalization of quality.  Its application separated into three key areas and they were digital technologies, productive system and profound knowledge.  Two applications were discussed and they were leveraging digital technologies (e.g. AI, ML/DL, Neural Networks, Blockchain and Augmented Reality, etc.) and integrating productive systems (e.g. H/W & S/W mechanisms of production, information, data collection, etc.) so as to improve productivity and reduce human error.


And then he explained the objective to obtain profound knowledge that had four dimensions and they were “Structure of Systems”, “Statistical Thinking about Process Variation”, “Learning to Develop Knowledge” and “Psychological Impact”.  Dr. Watson also explained how quality activities supported digitalization 


After that Dr. Watson discussed the production system as thinking system. Digital Twin models were employed for operation system.  


He also introduced some technology areas included in Quality 4.0.  It started from data flows and using technology to learning and applying that data implication.


He then mentioned the data clouds which separated by external public cloud and internal private cloud.  We observed that QMS to be performed between two clouds for data integration, alignment and predication.  


Finally, Dr. Watson reviewed the essential four steps of information quality criteria from inclusiveness to integrity to intensity and then to insight.  However, we needed to avoid the cost of bad data!.  


Lastly, Dr. Watson concluded Quality 4.0 challenges that we needed to understand and accept such challenges. That included technological change, process design question, system engineering the integration of novel technologies in existing operation system, etc.

HKETA Symposium on Innovation & Technology 2020 (Online)

Hong Kong Electronics & Technologies Association (HKETA) Symposium on Innovation & Technology 2020 (Online) was co-organized with HKTDC on 16th Nov 202.  The symposium frame was “A New Connected World beyond the New Normal”.  I attended the afternoon session and summarized below for sharing.


The first speaker was Mr. Timothy Tam (Head of Public Policy and Government Affairs (HK), Google) and his topic entitled “Smarter Digital City – AI for Everyone Whitepaper”.  He introduced the whitepaper named Smarter Digital City – AI for Everyone.


Firstly, he briefed the study of the smarter digital city journey.  The research mainly covered AI Readiness Indices of HK Residents and Businesses, Perception of AI included motivation and barriers for adoption from both Residents and Businesses, as well as, recommendations for policymakers and businesses to foster the AI ecosystem in Hong Kong.


Then Mr. Tam briefed 5 components in th eAI Readiness Indices for Residents & Businesses and they were Know-how, Confidence, Setup, Usage and Spending with score from 0 to 100.  Overall mark for Residents AI readiness index was 50 and Businesses AI readiness index was 56.


After that he briefed the report which identified four industries to be AI’s positive disruption in perception and they were Finance, Technology & Innovation, Travel & Logistics, and Retail. 


Finally, Mr. Tam introduced Google HK service and some AI product for education such as website and Apps (e.g. Ho Jeng Ar).


The second speaker was Mr. Olivier Kein (Lead Technologist, Asia-Pacific, AWS Solutions Architecture, Amazon Web Services) and his presentation named “Reimagining the customer experience”.  Firstly, he briefed AWS enabled customer innovation included rapid experimentation, democratization of capabilities, focus on what matters and scale ideas quickly.


Then he mentioned to cooperate with different industry leaders and shared some cases including health information technology service through telehealth solutions. And then he shared the Omni-channel platform under AWS.


Finally, Mr. Kein discussed data insights and machine learning.  He concluded that Omni-channel and remote experiences would be the new normal; data and machine learning built better customer experiences and could improve operational efficiency.


Prof. K.J. Ray Liu (2021 IEEE President-Elect / Distinguished University Professor & Distinguished Scholar-Teacher, Electrical and Computer Engineering Department, University of Maryland, College Park; and Origin Wireless) and his presentation entitled “Wireless AI: A New Sixth Sense to Deciphering our World”.  Firstly he briefed his research idea through wireless sensing / tracking without wearables.


Then he explained relationship between multi-paths and bandwidth. As bandwidth increases, more multi-paths can be resolved.  (Multi-paths = degrees of freedom)

APCSC & HKUST International CXO Forum

 Asia Pacific Customer Service Consortium (APCSC) and Hong Kong University of Science and Technology (HKUST) co-organized International CXO Forum with the theme named “Game Changers: Big Data, Hong Kong Customer Relationship Excellence (HKCRE) Index, Customer Value Creation” on 13rd Nov 2020.


Prof. Fugee Tsung (Chair Professor, Department of Industrial Engineering and Decision Analytics, Hong Kong University of Science and Technology) was the first speaker and his topic entitled “The Big-Data Driven Customer Satisfaction Index with Text Mining and Data Fusion”.


Firstly, he overviewed the Big-data-driven Customer Satisfaction Index (CSI) for Hong Kong which employed the avaverage sentiment score of all related online reviews, calculated by BERT (sentiment analysis techniques) and converted the sentimental data from (0,1) to range (0, 100).  


Then he demonstrated a large online dataset from different platform such as TripAdvisor, Openrice, DiscussHK and LIHKG, etc.  The design of questionnaires for aviation industry, tourist industry, telecom industry, insurance industry, E-commerce industry and banking industry, etc. Survey period was from Jun 2020 to present.  


After that he briefed the insurance industry analysis and built a model to measure Customer Expectation, Perceived Quality, Perceived Value, Loyalty and Customer Satisfaction. Then he demonstrated the insurance industry analysis using big data. 


Finally, Prof. Fugee Tsung showed the statistics about Covid-19 impact to different sectors.  


Prof. Lei Chen (Department of Computer Science & Engineering; Director of HKUST Big Data Institute) was the second speaker and his presentation title was “Improving Customer Satisfaction Index with Big Data”.  


Firstly, he introduced the background of Customer Satisfaction Index (CSI) such as ASCI (America), ECSI (Europe), JCSI (Japan), CSISG (Singapore) and UKCSI (UK), etc.


And then he discussed the online Big Data and its technology included Automatic Knowledge Discovery and Trained Model for Specific Tasks. It could enance survey data with online data, discovered new topics and collected public opinion for analysis. 


Prof. Chen also explained how NLP model to be trained for online data. Finally, he expected we could do more on discovering important aspects when customers talking about a specific company / product, common reasons of choosing or not choosing a company, as well as, analyzed customer opinions based on their age/gender/location … etc.


The third speaker was Mr. Mike Mi (China Council for International Investment Promotion Secretariat, ICCPC) and his discussion on the topic of “Technology Enables Customer Experience”.


The last speaker was Mr. Gregory Au-Yeung (Senior Advisor, Fudan University) and his discussion topic named “Customer Value Creation through AI & Data”.
