HKQAA Seminar on Barrier Free Accessibility Management System

The Seminar entitled "Barrier Free Accessibility Management System" was organized by Hong Kong Quality Assurance Agency (HKQAA) on 18 April 2013. The seminar aimed to introduce the new Barrier Free Accessibility (BFA) Management System which was the first BFA-related certification scheme in Hong Kong.

Mr. KT Ting (General Manager, Market Research Business, HKQAA) introduced the background of the BFA Management System and briefed BFA became a global trend in the development of big cities. Mr. Ting explained why BFA so important in our company. There were four dimensions to be considered including 1) Meaning, 2) Need, 3) Method and 4) Consequence if not perform.


He said there were over 363,000 persons with one or more than one type of disability and the number of people aged 65 years and above was 980,300 in 2013. Moreover, China including Hong Kong entered the United Nations Convention on the Rights of Persons with Disabilities on 31 August 2008. The following diagram showed the Accessibility for the Disabled - A Design Manual for a Barrier Free Environment.


Then Mr. Ting introduced a legal requirements related to BFA below.
- Building (Planning) Regulations (Cap. 123F) - Buildings to be planned for use by persons with a disability


Equal Opportunities Commission (EOC) Formal Investigation Report had mentioned the accessibility in publicly accessible premises. Dignified access was one of key requirement and BFAMS adopted some recommendations in the investigation report. Moreover, ISO 21542:2011 standard for Building Construction - Accessibility and Usability of the Built Environment was considered.
BFA another meaning were showed below.
- Better awareness of corporate social responsbility
- First step to improve Barrier Free Accessibility performance
- Advocate tripartite participation.


After that Mr. Johnny Leung (Assistant Manager, HKQAA) briefed BFA Management System Certification. The scope and boundaries of the BFA MS should be defined such as all sites or selected sites but the use of certification for publications and promotional items should be ensured without causing reasonable doubt or confusing to stakeholders. BFA MS framework adopt PDCA cycle and ISO 9001:2008.


Mr. Leung mentioned the BFA MS separated into Part A - Users assessment and Part B - Management system audit. Part A employed four groups of Mystery visitors to assess for public accessible areas. Four groups of Mystery visitors were:
1) Vision Impairment
2) Hearing Impairment
3) Elderly
4) Mobility Impairments

The following diagrams showed some common BFA facilities in shopping malls, public transportation







Part B was Management System Assessment which included the following items:
1) Barrier Free Accessibility (BFA) Policy
2) BFA Performance Objectives
3) BFA Management Plans
4) Operational Control
5) Awareness throughout the organization
6) Monitoring and Measurement
7) Management Review, Improvement action and Change

Finally, Mr. Ting introduced the Pilot scheme of BFA MS certification and HKQAA BFA MS Certfication Handbook (issue 1) published on 18 February 2013.

After attended this seminar, I would like to response four dimensions suggested by Mr. Ting.
1) Meaning (Demonstrate Corporate Social Responsibility and Sustainability; Increase employment of people with disabilities as social enterprise (e.g. HKQAA))
2) Need (Legal requirement and Global Trend)
3) Method (BFA MS Certification and Pilot Scheme) and
4) Consequence if not perform (Risk of discrimination claim)

HKCTC Seminar on Useful Tool for Building Inspection

The Seminar on Useful Tool for Building Inspection - Diagnostic Tests on Concrete was co-organized by the Hong Kong Council for Testing and Certification (HKCTC), Hong Kong Accreditation Service (HKAS), Buildings Department (BD) and Vocational Training Council (VTC) on 17 April 2013.

In the beginning, Ir. LEE Shing-see (Convener, Panel on Promoting Testing and Certification Services in Construction Materials Trade, HKCTC) gave an welcome remarks. He said there were about 10,000 building older than 30 years and need to be inspected. Concrete test, product certification and building inspection were needed.

The first speaker was Mr. LI Kwok-leung (Senior Structural Engineer, Mandatory Building Inspection Division, Buildings Department) and his topic entitled “Mandatory Building Inspection Scheme: An Introduction”. Mr. Li briefed the purposes, legislation and registered person roles of Mandatory Building Inspection Scheme (MBIS) and Mandatory Window Inspection Scheme (MWIS).


Under the MBIS, owners of building aged 30 years or above required to appoint a Registered Inspector (RI) to carry out the prescribed inspection once every 10 years. An RI may be an Authorized Person (AP), Registered Structural Engineer (RSE) or registered building professionals possessing relevant work experience.
The inspection scope covered:
- External elements and other physical elements;
- Structural elements
- Fire safety elements;
- Drainage system; and
- Identification of unauthorized building works in the common parts and on the exterior of the building.

Under the WBIS, owners of building aged 10 years or above required to appoint a Qualified Person (QP) to carry out the prescribed inspection once every 5 years. A QP is an Authorized Person (AP), Registered Structural Engineer (RSE), Registered Inspector (RI), Registered General Building Contractor (RGBC) or relevant Registered Minor Works Contractor (RMWC).


The second speaker was Ir. Samson WONG (Senior Accreditation Officer, HKAS) and his presentation was “Building Diagnostic Tests as Assessments Tools”. His discussion mainly focused on reinforced concrete structure and sharing non-destructive test methods to support MBIS.


Mr. Wong mentioned common Building defects included Concrete Spalling, Reinforcement Corrosion, Concrete Crack, Concrete Honey Combing, etc. He said non-destructive test methods were to estimate concrete strength; to identify possible defects, to locate reinforcement and estimate their sizes, and to estimate corrosion activities. He also introduced HOKLAS Supplementary Criteria No. 19 entitled "Construction Material Test Category - Accreditation of Diagnostic Tests on Concrete".


Then Ir. Kenneth PAK (Senior Project Officer, Engineering Discipline In-service Training Office, Vocational Training Council (VTC)) introduced building diagnostic Tests on Concrete.


Non-destructive test methods for building diagnostic tests on concrete were discussed.
- Carbonation test for carbonation depth
- Covermeter survey for concrete cover
- Half-cell potential measurement for rebar corrosion
- Infrared thermography for debond on external wall
- Resistivity measurement for corrosion risk of reinforced concrete
- Surface hardness measurement for concrete strength
- Surface penetration radar survey for rebar layout and concrete cover
-Ultrasonic pulse velocity measurement for concrete strength


The Third speaker was Ms. Bella Ho (Senior Accreditation Officer, HKAS) and his presentation named “Why Does the Use of Accredited Services Give Extra Confidence in Quality Assurance?”. Firstly, Bella introduced the history of HKAS and their service scope. Then Bella mentioned HOKLAS-accredited test activities for MBIS where Infrared Thermography and Surface Penetration Radar Survey were new accredited tests.


She also briefed the performance requirements for aluminum window specified for Dimensional Tests, Operation & Strength Tests, Tests on Coating, Weather-tightness Test and Tensile Test.


Proficiency Testing Programme was important in HOKLAS accreditation. Bella introduced the recent program covered Covermeter survey and Half-cell potential measurement.


The last session was led by Ir. Kenneth PAK (Senior Project Officer), Mr. John CHAN Chi-chui (Teaching Associate) and Mr. CHEUNG Ying-kit (Technician, Department of Construction, Hong Kong Institute of Vocational Education (Tsing Yi), VTC) and their topic named “Testing Equipment in Building Diagnosis: A Demonstration”.


The demonstration instrumentation and tests were covered HOKLAS accredited Test for Construction Materials (especially Non-destructive testing/Diagnostic tests).

One of participants raised that the major problem was water leakage, which caused concrete corrosion and affected the strength.

OUHK MSc Students visited HKSTP Laboratories

I am great that Dr. Calvin Chui (PT Lecturer - The Open University of Hong Kong (OUHK)) and his colleagues Dr. Kevin KF Hung (Lecture, OUHK) and Dr. Wong Tak-Lam (PT Lecture, OUHK) arranged the second visit to Hong Kong Science and Technology Parks (HKSTP) laboratories on 13th April 2013.

Firstly, I introduced the HKSTP through the corporate video and then briefed the technology clusters and laboratories in Technology Support Centre (TSC). After that, we visited our different laboratories such as Probe and Test Development Centre (PTDC), Reliability Laboratory (RL), Wireless Communications Test Laboratory (WCTL), Biotechnology Support Laboratory (BSL) and Building Green 18.

In PTDC, I explained the IC and wafer testing procedures and equipment used.


WCTL was moved in front of RL and there were four shield rooms for testing LTE technology. Long-Term Evolution (LTE) is the project name of a new, high performance air interface for mobile communication systems; it is a telephone and mobile broadband communication standard.


Then, I explained Reliability Stress Test Service included High/Low Temperature Operating Life Test (HTOL/LTOL), Temperature and Humidity Test, Temperature Cycle Test (Air-to-Air), Autoclave Test / Pressure Cooker Test, Highly Accelerated Stress Test (HAST) and Moisture Sensitivity Level, etc.


The last laboratory we visit was Biotechnology Support Laboratory (BSL). I explained the facilities used in tissue culture technology.


We took a group photo in front of the Biotech SME Centre.


After that they visit the Charles K. Kao Auditorium (Golden Egg) of HKSTP and take photo for memory. It has around 280 seat inside Golden Egg.


At the end, Dr. Hung and Dr. Calvin presented a OUHK flag to me for appreciation HKSTPC arrangement.

Before end of visit, Building Green 18 was visited and we went to the top for the environmental related building design. It had a small garden for company staff farming.

碼頭工潮的談判策略分析

貨櫃碼頭工潮踏入第12天,工會說至今仍未收到勞工處通知,與資方談判。在明報即時新聞網網上投票-葵涌國際碼頭爆發工潮,你支持哪一方?(2013/03/30)發現支持工會和碼頭公司都有40%以上。如現在再做應該再有變化,但相信不會是一面倒。

在一月和三月上了有關談判策略的研討會,現在我試把職工盟的談判策略和大學教授的一些理論做對比。看看誰的行得通。(如《行運超人》中的斷蟹所說:『看你的羅庚勁;定我的神算醒』。)


Negotiation Strategy Seminar 1 - How to Get What You Want by Effective Negotiation (檯上談判- On-the-table/Formal Negotiation)
在第一個談判策略的研討會,提出談判中六大常見錯誤如下:

錯誤 1 - 忽視對方的問題 (Neglecting the Other Side's Problem)
工會只強調工人和顧主共度時艱,沒有共享繁榮。這裡顧主分別是外判商及碼頭公司。碼頭公司的總公司盈利是否大部分是碼頭公司本身的貢獻?外判商的邊際利潤是多少?碼頭公司的邊際利潤又是多少?他們在經營時遇到什麼困難?在談判前應做好功課,才能知己知彼,百戰不殆。

錯誤 2 - 讓價格覆蓋其他權益 (Letting Price Override Other Interests)
工會定了加薪23%為底線,其他福利及職安可仔細商討。但這23%的加薪幅度已經蓋過其他福利及職安考慮。如5%或10%增幅,及減小工時或更次的其他選擇。

錯誤 3 - 讓立場趕走利益 (Letting Positions Drive Out Interests)
工會要求以「工會」代表身份(以不「工人」代表身份)及碼頭公司和4間外判商同時出席會議等立場,以至第一次的會議不能成事。

錯誤 4 - 太過搜找共同立場 (Searching too Hard for Common Ground)
如只聚焦加薪幅度來找共同立場是不可能。應要區別出重要相關利益和優先事項。

錯誤 5 -無視破裂的後路 (Neglecting No-Deal Alternatives)
雖然工會的罷工基金累計達到247萬元,但對421名罷工工人是杯水車薪,不是後路。如果談判破裂,罷工工人應何去何從?

錯誤6 -未能改正偏見 (Failing to Correct for Skewed Vision) 
工會未能站在資方立場思考(或已經對資方有偏見)而沒有用角色扮演 (role play)來減少偏見。這點和錯誤1是相連的。

除了錯誤4沒有發生外,其他5個錯誤都犯了。可能工會的招數更高,但要等待結果。如果真的能成功,我要向大學教授反映及提議做案例研究。

有人會問,為什麼不反轉來要資方不犯這六大錯誤呢?因為這是不平等權力的情況下,談判所面臨的挑戰。所以才需要談判策略,即在第二個談判策略的研討會的內容。

談判是一門藝術,令他人行你的方式。

Negotiation Strategy Seminar 2 - How to How to Structure a Negotiation towards Your Advantage (影子談判 - Shadow Negotiation)
在第二個談判策略的研討會,提出三大戰略。

權力戰略 (The Power Strategy):
I) 提供明確的誘因(Offer Explicit Incentives)
從對方角度思考及提出誘因。如工人復工對外判商及碼頭公司的即時好處,包括有形的(效率)和無形的好處(商譽)。
II) 創造不行動的成本 (Put a price on inaction) 
工人罷工已經令碼頭公司每天損失500萬元。(這裡成功了,但是否足夠?)
III) 建立聯盟 (Build Alliance) 
這裡出了問題,應該在罷工行動前建立聯盟。如職工盟找工聯會一起商議發動,效果更好。(職工盟逾400個工人罷工加上工聯會就調高碼頭工人薪酬進行逾400份問題諮詢)

推進戰略 (The Process Strategy):
I) 及早種下想法 (Seed ideas early) 
這是令人接受提議的預協商基礎(pre-negotiation groundwork)。如向勞工署,資方及各工會預先商討。
II) 把過程重新排序 (Re-sequence the process) 
正確的順序商討,首先應向外判商談判,破裂後再提升到碼頭公司,如不果後再升級。
III) 建立共識 (Build consensus) 
現在看到的共識是工人應該加薪,只是加薪幅度要繼續協商。

欣賞戰略 (The Appreciative Strategy):
I) 幫助別人挽回面子 (Help others save face) 
應為資方預留‘下台階’,以達到雙贏。
II) 保持對話 (Keep the dialogue going) 
不要再犯以上的錯誤2和3。
III) 徵求新的觀點 (Solicit new perspectives) 
創造機會,發現新的和意想不到的東西,才有機會打破僵局。
隨著雙方了解的加深,達到一個共同可接受的結果就越來越有可能。

大多數交易都是50%由情感決定和50%由經濟(價格)決定。
"Most deals are 50% emotion and 50% economics (price)." said by Mr. Felix Rohatyn (Former Managing Partner, Lazard Freres Investment Bank). 


希望最終工人在談判中能得到最大利益。

HKSQ Student Project Competition 2013 - Presentation

The HKSQ Company Based Student Project Competition offers an opportunity for students to work on an actual industrial case and propose resolution annually. This allows them to gain experience of resolving an industrial problem. Today was the final session in which different team suggested and presented their solutions (6 April 2013). Previous sessions (Briefing and Plant Visit) stated in reference.

In the beginning, Mr. Karson Chui (Chairman, HKSQ) presented the rules of the HKSQ Student Project Competition 2013 presentation.



We invited three guests into our judge panel. They are Mr. Derek Kung (Manager, Quality Management in TTI; Coop member of HKSQ), Mr. SW Lam (Executive Director of Product Innovations Plus Limited; Exco member of HKSQ) and Dr. Aaron Tong (Managing Director, TQM Consultants Co., Ltd.; Ex-chairman of HKSQ).



The first presentation team (Team 7) come from CityU and they presented the solution to optimize the checking procedures of power tools.


Some redesigned the testing fixture and processes were suggested to improve the efficient.


The second presentation team (Team 5) also come from CityU and they studied the process audit and provided some improvement suggestions.


They used Pareto Chart to identify the key problems and suggested to use checklist for preventative actions.


The third presentation team (Team 2) was studied at HKUST and their topic was same as the Team 7.


They proposed to use all-in-one testing device to reduce the testing processes.


The fourth presentation team (Team 6) was studied at CityU and they studied how to improve process.


They proposed to use information technology to enhance the monitoring process.


The four presentation team (Team 3) was from HKUST and they focused on the topic for supplier audit process improvement.


They formulated the Supplier Audit Index (SAI) and proposed to enhance the Supplier Score Card.


The last presentation team (Team 1) also come from HKUST and they also studied on supplier audit process.


They found the uneven auditor passing rate in different supplier and suggested a rewarding system.


After the judges discussion, Mr. Derek Kung (Manager, Quality Management in TTI) gave a briefing to all students. Derek asked student to reserve 1% of their study time to think about what path (or area of interest) they want to go. It would be helpful for students career development.


The 2nd Runner Up was City University of Hong Kong (Team 6).


The 1st Runner Up was The Hong Kong University of Science and Technology (Team 3).


The Champion was City University of Hong Kong (Team 7).


Then Karson represented HKSQ to present souvenir to Derek.
