The 11st International Project – International Quality Manager Forum “TQM KAZ-2011” was performed from 15 to 17 June 2011 in Holiday Inn Almaty Hotel. The theme was “Quality as a Basis for Competitiveness of National Economy”.
During the registration of TQM Kaz 2011 Forum, a newspaper named “The World of Quality” was issued. Four keynote speakers were found in the newspaper.
Dr. KS Chin and I met the other two keynote speakers before the Forum started.

Prof. Azat Abdrakhmanov (Chair of Organization Committee, President of IAQMA, President of InterCert CB Ltd., AFNOR/TUV/IRCA Auditor, EFQM Assessor, Validator and Trainer) gave an openning speech.
Kazakhstan National Song was performed.
Ms. Svetlana Rodionova gave a greeting speech to IAQMA foreign partners such as EOQ, ANQ, IAQ, Juran Institute, etc.
The first keynote speaker was Dr. Dato Aziz Mat (Managing Director of Padat Kekal Sdn Bhd, Chairman of MOODY International (Malaysia) and his presentation title named “Corporate Quality Culture for Organization Business Excellence”.
Dr. Mat explained worker level would understand most of problems and it could help us to understand the corporate quality culture started from individual level (Soft Quality).
The second keynote speaker was Mr. Grant Regan (Deputy Director of Center for Business Excellence at Zayed University (UAE), Certified expert for organizational development (ODI-USA), EFQM Assessor (Canada)) and his topic entitled “Triggers to Business Excellence”.
Mr. Regan used the UAE traditional photo to explain the leadership for business excellence.
Then Prof. Azat Abdrakhmanov presented “Risk Management based on ISO 31000, QMS methodologies and EFQM Excellence Models”.
The model included principles, system and criteria of ISO 31000 were explained.

After coffee break, Mr. Farit Mukhametjanov (ISM Management Representative, PromTechMontaj Ltd.) gave us a talk entitled “Challenges in Development and Implementation of IMS within Industrial Companies”.
Ms. Zhanat Nurazkhanova (QD Head, Candidate of Medical Science) presented her topic named “Integrate Management System within a Modern, Complex Medical Organization”.
Ms. Maral Kaskirova (Head of Management Report and Analysis Department, KazTransGas Aimak JSC) gave a talk named “Integrated Management Issues in KazTransGas Aimak JSC”.
Second discussion was performed.
Then we had lunch in the hotel.
After the lunch, Dr. K.S. Chin (Asso. Professor of MEEM dept., City University of Hong Kong (China)) was the third keynote speaker and his presentation was “Evolution of Total Quality Engineering (TQE) as a basis for competitiveness – a pioneer TQE degree program”.
Dr. Chin introduced the need for TQE degree program in Hong Kong and the program would seek some accreditation in different professional organizations.
Then, Mr. Leonid Dvorkin (General Director of AFNOR RUS Ltd (Russia), AFNOR and IRCA Lead Auditor) gave a presentation named “Energy saving within the sustainable development concept and energy management in line with ISO 50001 within integrated management system of organization”.
I (Chairman of HKSQ, Quality Manager of Hong Kong Science and Technology Parks Corporation (HKSTPC) (Hong Kong)) was the fourth keynote speaker and my topic entitled “Introduction of Testing and Certification Industry, and Quality Movement in Hong Kong: HKSTP Supporting Case”.
In the beginning, I introduced the history of quality movement in Hong Kong. Then Hong Kong Testing and Certification (T&C) Industry and its development were briefed.
At the end, how Technology Support Center of HKSTPC could assist T&C industry was mentioned.
Third discussion panel
Mr. Alisher Makhmudov (SGS Regional Representative for Central Asia and Caucasus, SGS Lead Auditor) was the next speaker and his topic was “Practical Implementation of Leadership Methodology”.
Dr. Vladimir Solovyov (President of Quality Management Academy (Kazakhstan)) gave a talk named “Quality Mangement of an Organization”. Prof. Azat made a joke with Dr. Solovyov that they were competitor. However, they were an old friend actually.

After coffee break, Ms. Svetlana Rodionova (Senior Consultant for InterCert Consulting Center Asia Ltd., TUV Quality Manager) gave a presentation entitled “CSR – a new tool for Sustainable Development”.
Last speaker was Mr. Eszhan Myrzaliev (Consultant, Auditor for National Certification System) and his topic was “Information Security Management System based on ISO 27001”.
