HKSQ Strategy Meeting 2018

Hong Kong Society for Quality (HKSQ) annual strategy meeting 2018 cum Mr. CP Chow (Former Chairman) retirement dinner was held on 8^th Sep 2018.  The meeting aims to design the HKSQ directions in the coming year and activities included seminar, technical visit, study mission, etc. We took a group photo for memory.

Firstly, I reviewed previous survey results and past activities.  Based on survey employed Kano Model, we identified three Must-be Quality (MQ) were ASQ Cert, Technical Visit and Seminar.  Moroever, our membership drive should be enhanced and considered our existing membership and finance systems to support if number of member increase.  Other activities identified as Indifferent Quality (IQ) that would like to improve into Attractive Quality (AQ).  Finally, we discussed different activities and recorded with responsible exco members to implement in 2018/19. 

After the strategy meeting, we had seafood dinner in Lei Yue Mun (鯉魚門) for appreciation Mr. CP Chow many years contribution for HKSQ.  In this year, he passed all HKSQ administrative duties to executive committee members.  Anyway, he is our permanent advisor and social event leader.  

FITMI Seminar on Smart Manufacturing to explore the opportunity in GBA

The seminar named “Smart Manufacturing to explore the opportunity in GBA (智能製造拓展大灣區新機遇)” was organized by Hong Kong Federation of Innovative Technologies and Manufacturing Industries (FITMI) and EPICOR on 7^th Sep 2018.  Guangdong-Hong Kong-Macao Greater Bay Area (GBA) is one of major economic development policies in Hong Kong and Industry 4.0 (i4.0) is the mega trend in the world.  This seminar aimed to share the view of practical i4.0 and overview the risk and opportunity of GBA for smart manufacturing.  In the beginning, Mr. Lai (Chairman of FITMI) gave welcome speech and he said smart manufacturing could enhance the accuracy and efficiency.

Then Mr. William Yam (Committee member of FITMI) gave opening speech and he said GBA was the economic engine of South China. 

The first speaker was Ms. Gina Au (Senior Solutions Manager) and her topic named “Integration of production and executive monitoring for automatization” 

Firstly, Ms. Au briefed some survey data of top management thinking for our overview as follows:

i)             86% - improved manufacturing responsiveness

ii)            75% - Faster and better decision making

iii)           81% - Improved capacity utilization

iv)           74% - Understanding true manufacturing costs

v)            71% - Improved manufacturing quality

Then she integrated EPICOR Solution into the i4.0 drive type under enterprise strategy.

HKSTP TecONE Briefing on “Postdoctoral Hub” Programme and various Funding Programmes by ITC

HKSTP TecONE Briefing Session named “Postdoctoral Hub Programme and various Funding Programmes by ITC” was organized by Hong Kong Science & Technology Parks Corporation (HKSTP) under TecONE platfrom on 5^th Sep 2018.  On 22^nd Aug 2018, the Innovation and Technology Commission (ITC) announced that the “Postdoctoral Hub” Programme (PH-SPC) under the Technology Talent Scheme was open for application.  Incubatees and Innovation & Technology (I&T) tenants of HKSTP are eligible for application.

The first speaker was Ms. Linda Ng (ITC) and her topic named “Postdoctoral Hub Programme (PH-SPC) for Incubatees & I&T Tenants of HKSTP and Cyberport”.  Firstly, she briefed the objective of PH-SPC was to nurture and bring together more technology talent and encourage them to pursue a career in innovation and scientific research.  The programme provides companies in HKSTP & Cyberport with funding support for the recruitment of postdoctoral talent to conduct research and development (R&D) work.

Companies (incubate & I&T tenants of the HKSTP and Cyberport) proposed engagement period is within the incubation or tenancy period with core business activities to be technology intensive and innovation-based.  Companies need to assign to the postdoctoral talent technology R&D duties with appropriate guidance.  The Postdoctoral Talent should possess a doctoral degree in STEM related discipline which granted by local university or within ranking 100 of QS, Shanghai JT University or THE.

Postdoctoral talent should not be employed by the application company within the past three months preceding the date of application and the postdoctoral talent selection process is fair and without prejudice to any candidates.  Moreover, they are not a proprietor, partner or shareholder of the application company.  The details of funding support was showed as following diagram.  The max. monthly allowance was HK$3,2000 per postdoctoral talent.  

PH-SPC is open all year round and application should be using the Innovation and Technology Commission Funding Administrative System (ITCFAS) at the ITF website (http://itcfas.itf.gov.hk).  Applicants are also required to provide:

i)             Incubation / tenancy contract;

ii)            Business Registration Certificate;

iii)           Qualification document of the postdoctoral talent;

iv)           Recruitment advertisement for the postdoctoral talent; and

v)            Declaration that the postdoctoral talent will be allocated with a dedicated workstation or a fixed seat inside an office room (for tenants of HDIH/BSC/ICT Co-working Center/Smart-Space)

Quality Startup Scheme - Knowledge Sharing to HKSTP Incubatee

In order to continue the MoU between HKSTP and HKQAA, which had signed to support Start-ups in HKSTP since 2015 and the HKQAA Startup Registration Scheme has launched since 2016, I provided ISO 9001:2015 awareness briefing to one of our incubatees “Veridian Biotechnology Limited” on 4th Sep 2018.  In our scheme design, HKQAA Startup Registration Scheme has 25 questionnaires for incubatee starting on quality management concept and then QS unit assisted them to upgrade to different ISO international standard requirements such as ISO 9001, ISO 27001, ISO 17025, ISO 13485 … etc.

Another incubatee named “beNovelty Limited” was upgraded to ISO 27001 Information Security Management System.  The briefing session for knowledge sharing on ISO 27001 requirement was held on 26 July 2018.

HKPC Seminar on Hong Kong Industry towards “Industry 4.0” Deployment

The seminar named “Hong Kong Industry towards “Industry 4.0” Deployment” was organized by Hong Kong Productivity Council (HKPC) on 3^rd Sep 2018.  HKPC Fraunhofer Certified i4.0 expert & trainer Mr. Lyan Law (Lead Consultant, HKPC) give introduction in the beginning.  Today seminar invited Mr. Patrick Kabasci (Technology Management, Fraunhofer IPT, KEX Knowledge Exchange AG) as guest speaker.  Before the seminar, I met a friend Mr. Ravi Leung (Operations Manager, TechWorld) who supported HKSQ Company Based Student Project Competition in 2010. Firstly, Mr. Lyan Law introduced Hong Kong Federation of Innovative Technologies and Manufacturing Industries (FITMI) and then he briefed HKPC Industry 4.0 base in Hong Kong.

They prepared the i4.0 evaluation questionnaires to estimate different company’s maturity level.  

Mr. Patrick Kabasci (Technology Management, Fraunhofer IPT, KEX Knowledge Exchange AG) was the guest speaker and his topic named “Introduction of Industry 4.0”.  In the beginning, he used roundabout in Berlin (Germany) (Left) and in Paris (France) (Right) to explain that there was more efficiency in Paris but higher accident under self-organizing system.  i4.0 is combined both organized and self-organizing system to make it more efficiency and safe.  

He said Industries 4.0 was not just automation, and asked us to think about smart devices (Sense Condition, Visualize & Adopt, Connect Network and Analyze & Predict) and this intelligence was now brought to the whole value chain. The diagram showed the drivers of the 4^th Industrial Revolution.

From i3.0 to i4.0, it was evolution from “See” to “Understand” to “Be Prepared” and then to “Self-optimization”.  Mr. Kabasci said “Revolutions have never been predicted in advance!” 

HKSTP SPARK Seminar on Cyber Security Threat Update

The HKSTP SPARK seminar named “Cyber Security Threat Update” was organized by SPARK on 31 Aug 2018.  SPARK is a dynamic community in the heart of Science Park.  Today’s seminar invited experts from MARSH to discuss the cyber risks, trends and impact, as well as, ways to protect organization.  Ms. Naureen Rasul (Cyber Leader, Asia, MARSH) was the first speaker.  She briefed the cyber risks based on MMC Cyber Handbook (2018) that hackers were 80% more likely to attack organization in Asia but 78% of internet users in Asia had not received any education on cybersecurity.

Then Ms. Naureen Rasul introduced top 5 risks most likely increase in Asia.  

Based on Marsh/Microsoft Global Cyber Risk Perception Survey in 2017, Financial (31%) was the top targeted industry.

In Fintech, top six security threats were Ransonware, Malicious emails, Phishing emails, IoT, Password hygiene and Software vulnerabilities.

The 16th Annual Meeting of the Extenics (全國第16屆可拓學年會) – Day 2

The 16^th Annual Meeting of the Extenics (全國第15屆可拓學年會) was organized by Chinese Association for Artificial Intelligence (CAAI) (中國人工智能學會), undertook by CAAI Extenics Professional Committee (中國人工智能學會可拓學專業委員會), and Zhuhai Promotion Association of Science and Technology Innovation (珠海市校企創業創新促進會), Guangzhou Extenics Information Technology Co., Ltd. (廣州可拓學信息科技有限公司) and 珠海嘉博教育文化有限公司 from 18 to 19 Aug 2018.  Minda and I represented HKSQ to join the meeting.

In Day 2 (19 Aug 2018) Morning, it was parallel session.  I joined the second session that I had also shared my study here.

Prof. Jiang Fan (江帆) (School of Mechanical and Electric Engineering, Guangzhou University) was the parallel session chair.  

The first speaker was Mr. Zhu Hongyang (朱弘揚) and his presentation entitled “Analysis and Improvement of Decision Trees with Extension Logic and Extension Thinking Mode” (可拓邏輯和可拓思維模式對決策樹算法的分析與優化).

Committee Meeting of Extenics Society, CAAI and Work Meeting of Research Institute of Extenics and Innovation Methods

Committee Meeting of Extenics Society, CAAI and Work Meeting of Research Institute of Extenics and Innovation Methods (中國人工智能學會可拓學專業委員會會議及廣東工業大學可拓學與創新方法研究所工作會議) were held together after day 1 dinner of the 16^th Annual Meeting of the Extenics (全國第15屆可拓學年會) on 18 Aug 2018.  We had took a group photo for memory.

Extenics Master (大師兄) chaired the committee meeting and introduced the agenda.

Then Prof. Xingsen Li (李興森) presented the working report of Extenics Society from 2016 to 2018.

Many committee members attended the meeting.

My activities were also recorded.

After that we discussed to nominate the Outstanding Contribution on Promoting Extension Innovation Method Award (可拓創新方法應用推廣優秀工作者) and Outstanding Contribution on Promoting Extension Innovation Method Organization (可拓創新方法應用推廣先進單位).

Lastly, Prof. Yang Chunyan (楊春燕) gave conclusion and thanked all members’ contribution in past two years.

The 16th Annual Meeting of the Extenics (全國第16屆可拓學年會) – Day 1

The 16^th Annual Meeting of the Extenics (全國第15屆可拓學年會) was organized by Chinese Association for Artificial Intelligence (CAAI) (中國人工智能學會), undertook by CAAI Extenics Professional Committee (中國人工智能學會可拓學專業委員會), and Zhuhai Promotion Association of Science and Technology Innovation (珠海市校企創業創新促進會), Guangzhou Extenics Information Technology Co., Ltd. (廣州可拓學信息科技有限公司) and 珠海嘉博教育文化有限公司 from 18 to 19 Aug 2018.  Minda and I arrived on 17 Aug at 8:00pm for registration.  I took a photo in front of Extenics poster.

The opening of the meeting was held on 17 Aug 2018 (Day 1). 

In the beginning, Prof. Yang Chunyan (楊春燕) gave welcome speech and introduced guests. 

Prof. Cai Wen (蔡文) gave an opening speech entitled “Let's Chinese Original Discipine - Extenics Shining” (讓可拓學進發出原創學科的光芒). Prof. Cai stated Extenics technology development in AI, Socialization and Internationalization.  

HKAS Meeting for AEC Q100 HOKLAS Accreditation

HKSTP Reliability Laboratory was seeking the accreditation for automotive electronic reliability testing.  We held a meeting with HKAS for discussing the possibility to get the accreditation under the standards requirements by Automotive Electronics Council (AEC) on 16^th Aug 2018.  We selected AEC Q100 Test Group A and B as starting point.  We had compared with UKAS, A2LA and IAS scope statement and discussed how to achieve HOKLAS requirement.  

In order to support TS 16949 and automotive qualification, TSC needs to be accredited on specific scopes.  So the scope statement was expected like UKAS that “AEC-Q100-Rev H Standard to the extent covered in the JEDEC tests …”

HKIE Seminar - AI Technologies for Precision Forestry and Fire Detection

The Hong Kong Institution of Engineers (HKIE) organized the technical seminar named “AI Technologies for Precision Forestry and Fire Detection” on 13 Aug 2018. AI and Robotics are hot topics and this seminar showed how AI and Robotics technologies helping our world in green economy.  My colleague - Mr. Curie Lee, guest speaker - Mr. Rex Sham and I took a photo for memory.

Mr. Rex Sham (Co-Founder and Chief Science Officer, Insight Robotics) was the guest speaker and his topic was “Insight Robotics – AI Technology Solutions for a Better World”.  Firstly, he introduced his company which founded in 2011 and their services included Wildfire Detection, Forestry Pest & Disease Detection and Forestry Resources Survey.  Their team had 40+ staff in which 40% were R&D.  They are the first company to export Wildfire Detection Robots from China and received 15M+ USD Private Investment.

The following diagram briefed their services by using Robots, Drones and AI to help their client by making sense of data and reduced risks and prevented losses. 

HKSQ AGM Quality Innovation Seminar on “Extenics and AI Application”

Hong Kong Society for Quality (HKSQ) and SEEM Department, CityU organized a Quality Innovation seminar named “Extenics and AI Application” on 4^th Aug 2018.  It is our Annual General Meeting (AGM) flagship annual event.  American Society for Quality HK (ASQHK), HKQFDA, ISIHK, CityU EngD Society, IISE, ISSC, IEEE-EPS, SSI and IET were supporting organizations.  The seminar aimed to share Dr. Aaron Tong’s experience on awarded China Outstanding Quality Professional (中國傑出質量人), Extenics Internationalization activities and AI Application, as well as, Extenics on AI future research directions .

In the beginning, I (Chairman, HKSQ) introduced the aims of Quality Innovation Seminar and thanks for all supporting organizations. 

Then Dr. KS Chin (Former Chairman, HKSQ) gave opening speech.  He briefed his view on AI form rule-based expert system to data mining and analytics. Recently, CityU has established School of Data Science. 

Dr. Aaron Tong (Former Chairman, HKSQ and China Outstanding Quality Professional, CAQ) was the first speaker and his presentation named “Quality Innovation shared by China Outstanding Quality Professional (中國傑出質量人分享品質創新)”.  Firstly, Dr. Tong shared this experience and requirements on China Outstanding Quality Professional, CAQ.  He said it was not only considered your past achievement but also your recently 3 year’s achievement.  The max number of awardee is under ten every year. In 2017, only 8 awardees elected and 6 awardees were CEO of corporation.  He added Quality Management System should be Quality of Management System. So that General Manager should be the quality representative.
