CLP Power QCC Convention 2014

CLP Power Quality Control Circle (QCC) Convention has established since 2002. It aims to offer our staff a platform to submit any creative ideas they may have to improve processes, procedures and overall operations in the form of a proposal. CLPP QCC Convention is one of key quality culture activities and HKSQ exco members were honour to be invited as guests for the Convention. Moreover, our former chairman Dr. Aaron Tong was one of judges.

I appreciated Mr. Albert CK Lo (Systems & Quality Development Manager, SHEQ Power System, CLP) to invite us joining this meaningful activities and we learnt a lot on corporation quality culture. We knew each other in IQC’14 Japan in Oct 2014.


There were 163 items for QCC and selected 62 items and only 13 items for final presentation. Some interested photos per each team during performance and stated their improvement projects were shared.

We enjoyed the convention very much and felt their passion on their jobs and how TQM continuous work in CLP.

HKSTP APAC Innovation Summit 2014

InnoAsia has been the flagship innovation conference of Hong Kong Science and Technology Parks Corporation (HKSTPC). To mark InnoAsia’s 10th anniversary, the event will be renamed as “APAC Innovation Summit (AIS)” with the theme named “Shaping The Future”. In the beginning, our chairman Mrs Fanny Law gave welcome speech to all participants.

The Honourable CY Leung, GBM, GBS, JP (The Chief Executive of the HKSAR) gave an opening remark. He hoped Hong Kong to be Innovation hub and encouraged our young to student in Science, Technology, Engineering and Math (STEM).


Dr. Cao Jianlin (Vice Minister, Ministry of Science and Technology, China) was our Guest-of-Honour and gave us speech about Science and Technology in China. Dr. Cao said China invested about 2.08 GDP in R&D, Science and Technology. It had comparative significant investment among developing countries. He expected to enhance cooperation between Shanghai and Hong Kong, as well as, between Shenzhen and Hong Kong in Science and Technology.

The first speaker was Mr. Mehmet Kaplan (Minister for Housing and Urban Development, Sweden) and his topic named “How Sweden is Breeding Innovation in Tomorrow’s Smart Urban Development”. Mr. Kaplan said they employed system approval on both Technology and Non-Technology Innovation for City and Urban area to enhance quality of life. He said their policy to enhance Globle leader of innovation. For smart urban development, their target was zero carbon economy and sustainable urbanization. He told us that they set up an Innovation Council and formula holistic policy approach for innovation.

The second speaker was Mr. Teo Ser Luck (Minister of State for Trade and Industry and Mayor for North East District CDC, Singapore) and he presented a topic entitled “Nurturing Singapore’s Aspiring Intrapreneurs”. Mr. Teo said Singapore was the most innovative country in Asia and the 7th most innovative country in the world based on Global Innovation Index 2014.


The following diagram showed the investment of Singapore Government over 2011 to 2015 to boost Research, Innovation and Enterprise.


Singapore has 7 Centres of Innovation (COIs) provided laboratory facilities, technology consultancy and training courses. It is similar to HK R&D centres, ASTRI and HKSTPC.


Mr. Teo also introduced Technology Adoption Programme (TAP) which focused on developing horizontal technology platforms in identified sectors for quick implementation, government grants and loans for start-ups; and Block 71 for building Singapore’s Start-up Cluster so as to develop the entrepreneurial ecosystem.

The third speaker was Mr. Ido Sharir (Director General Ministry of Science, Technology and Space, Israel) and his presentation was “Spotlighting on Made-in-Israel Innovations”. He said Isreal has the highest number of scientists. They focused on Biotech, IoT and 3D printing. The national budget for R&D upto 10.5B so as to enhance more start-ups and R&D centres.

Then the panel discussion with the topic “Defining the Characteristics of an Asian Innovation Framwork” was moderated by Mr. Nick Edwards (Business Editor, South China Morning Post) (Right).
During the discussion, Mr. So Kam Leung, Gregory (GBS, JP, Secretary for Commerce and Economic Development, HKSAR) (Right second) said there were 3 co-working spaces in 3 years ago, but now we had 31 co-working spaces.


During the break, I met Mr. Charles Mok (Legislative Council Member (IT Functional Constituency)) in CLP counter named “Energy Saving Football Striker. We took a photo with CLP members.

Prof. David Gann CBE (Vice-President, Development and Innovation, Imperial College London, U.K.) was the fourth speaker and his topic named “Innovation London’s Future”. He briefed the science and technology city called M4 Hi-tech Corridor included Cambridge, Oxford, Imperial, Kings and UCL.


The Prof. Gann discussed smart London using the creative power of new technologies to serve London and improve Londoner’s lives. He mentioned four directions to drive innovation and growth included Natural Sciences, Engineering, Medicine and Business.


Prof. Carl Schramm (Former President and CEO, Ewing Marion Kauffman Foundation, U.S.) was fifth speaker and he presented the topic named “How Innovation and Entrepreneurship Influence Each Other: Contemporary Lessons From the U.S.” Prof. Schramn said about falling rate of innovation in the US and other Nations.


Then he introduced 3 types of innovator/Entrepreneurs and they were Spontaneous, Fissioning and Synthetic.


After that Prof. Schramm stated the functional model of how innovation actually happens. Moreover, he also introduced a new approach to learning innovation as the basis for entrepreneurial action within firms and as animating force of new firms through “Innovation 1st – Then Entrepreneurship Challenge Based Learning” (i1eCBL).


The last speaker was Dr. David Ireland (General Manager, International and Innovation Systems, the Commonwealth Scientific and Industrial Research Organization (CSIRO), Australia) and his presentation was “Global Precincts: Harnessing the Power of Collaboration”.

The theme of second discussion panel in the morning was “Accelerating Innovation from City to City”.

HKQAA Seminar on ISO 9001 & ISO 14001 Revisions

The Seminar entitled “ISO 9001 & ISO 14001 Revisions – What Changs Will Be and Why?” was organized by Hong Kong Quality Assurance Agency (HKQAA) and support by Hong Kong Science & Technology Parks on 1st Dec 2014. The seminar aimed to explain the next revision to ISO 9001 and ISO 14001 about their further alignment between the structure and content of these two quality and environmental management system standards.


Before the seminar, we arranged “Technologies from Science Park” Show Case – Incubatees’ Technology Solution.

Before seminar start, I visited Vitargent (International) Biotechnology Limited and took a photo for memory.

Dr. Nigel Croft (Chairman, ISO Technical Subcommittee on Quality Systems (ISO/TC176/SC2)) is our guest speaker and he would provide insights into what changes Will Be and Why. In the beginning, Dr. Croft briefed ISO background and mentioned Dr. W. Edwards Deming questioned “By What Method to achieve the aim?”


Then Dr. Croft stated his 3 core concepts below:
1. Identify the processes needed to achieve the planned results
2. Continually monitor the risks (Risk-based Thinking)
3. Manage the processes and the system using “PDCA”
He told us a joke about PDCA to be “Please Don’t Check Anything”.


After that he explained the Generic Process through Plan-Do-Check-Act for different aspects included Quality, Environment, Safety, Social and Energy.


One of major change of all ISO standards was followed a new ISO Directive Part 1:2012 “Annex SL” which was significant impact on revisions of ISO 9001 and ISO 14001. The high level structure was shown as follows.

It is our new hall in Science Park Phase 3 and capacity is upto 750.


Dr. Nigel Croft introduced what to expect in ISO 9001:2015. He said “Certification to ISO 9001” should be a result of a well-implemented quality management system but not just “certification”.


The timeframe of ISO 9001:2015 was shown in the following diagram. The FDIS would be issued in Apr 2015 and expected the new standard published in Sep 2015. Then Dr. Croft briefed the key objectives for ISO 9001:2015 included to apply Annex SL of ISO Directives to enhance compatibility and alignment with other ISO management system standards. Dr. Croft also said QMS principles was reviewed by joint SC1/SC2 Task Group which was led by Prof. Y. Iizuka (Deming prize winner). New 7 Quality Management Principles included “Customer Focus”, “Leadership”, “Engagement of People”, “Process Approach”, “Improvement”, “Evidence-based Decision Making” and “Relationship Management”.


Some changes in DIS of ISO 9001 were showed below.
Changes:
- Align with Annex SL
- Using “Products and service” rather than “Product”
- “External provision of products and service” instead of “Purchasing”
- “Documented information” instead of “Documented procedures and records”
New:
- Clause 4.1 “Context of the Organization”
- Identification of “Interested Parties”
- “Actions to address risk & opportunities”
- Organizational knowledge
- “Improving products and services to meet known and predicted requirements”
Deleted:
- Elimination of the term “Preventive action”
- Elimination of A “Quality Manual” and A “Management Representative”
And the overall structure and model of ISO 9001:2015 were demonstrated using PDCA cycle.


Dr. Nigel Croft introduced what to expect in ISO 14001:2015. It also based on “Annex SL structure”. Some key changes were discussed below.
Changes:
- Context of the organization
- Interested parties
- “Risk & Opportunities”
- Reinforced requirements for Leadership
- Need to integrate EMS into business operations
- “Documented information”
New:
- Address “Processes and their interactions”
- “Compliance obligations”
- Policy included “Other specific commitment(s)”
- Environmental aspects to include Life-Cycle perspective
- And the model of ISO 14001:2015 was demonstrated using PDCA cycle.


Finally, Dr. Croft said 3-year transition period we had for new standards. Both ISO 9001 and ISO 14001 were undergoing a major revision such as “Process Approach + PDCA + Risk-based thinking”. He asked us to prepare for the transition now.

I met Mr. Thomson Wong (General Manager/Principal Consultant, BPI Consultants International Limited) and took a photo. We had cooperated in EPA Centre, CityU when he was in TQM Consultants Co., Ltd.


We then had lunch in Science Park.
