Seminar on Market-oriented Environmental Management and Evaluation

We were glad to invite Prof. Xianjia Wang (王先甲教授) to give us a seminar entitled Market-oriented Environmental Management and Evaluation: Theories and Methods of Mathematical and Economic Approaches (市場化環境管理與評價的數學與經濟學理論與方法) on 6 August 2010, organized by Hong Kong Society for Quality (HKSQ) and co-organized by America Society for Quality (ASQ) in The City University of Hong Kong.


Prof. Xianjia Wang is Deput Dean – Economics and Management School and Director – Institute of Systems Engineering of Wuhan University, as well as, Vice President – Systems Engineering Society of China.

This seminar discussed the application of economic theory, decision theory, optimization, incentives theory, organizational behavior, and government control in environmental management aspect. The summary was shown as follows.

In the beginning, Prof. Wang asked the following questions:
1) How to determine the total amount of pollutant emission?
2) How to allocate the right of pollutant emission?
3) How to trade emission rights after the allocation?
4) How enterprise to choose a permit, pollution treatment and emissions?
5) How to handle exceed of the total amount of pollutants?
6) How to encourage enterprise to handle pollution?
7) How to embody the social pollution control?
8) How to perform environmental assessment?
Prof. Wang would analyze the problems using economic theory and mathematical modeling approach. He introduced the background of the pollution because of population increase and economic development.

Then different types of pollution were mentioned.


Environmental management included government and market. The environmental management flow chart was shown below.


In order to optimize the cost of society and maximize the benefit, the following steps should be followed.
i) Quality of nature environment
ii) Identify different pollutants’ total emission amount
iii) Avoid to distribute the amount of pollutant emission and its right
iv) Emission Right Trade
v) Pollution monitoring technology
vi) Pollution management
vii) Other industry resource
The mathematical model of emission rights to trade was demonstrated.


After introduced all mathematical models including emission rights, market competition, pollution monitoring, etc., he mentioned the development of indexing system.

It contained four principles:
i) Comprehensive
ii) Practicable
iii) Scientific
iv) Independence



Finally, Prof. Wang briefed the concept of ecological city. It should be fulfilled 8 standards:
i) City structure should be ecological equilibrium
ii) High efficiency for all nature resource and achieve Green Production
iii) Sustainable business model (High recycle rate)
iv) High facilities to enhance quality of life
v) To enhance quality of environment
vi) Culture respective
vii) Health of citizen (physical and mental)
viii) Establish the completed and dynamic eco-system

After the presentation, Prof. Wang answered some HKSQ members’ questions during Q&A session.


We discussed the trade of pollution quote and the problem from different locations/cities in China.

At the end, I represented HKSQ to present a souvenir to Prof. Wang.


Then we had a nice dinner in CityU.
