The first GHM Bay Area Quality Forum 2017

I was honor to be invited to attend the first Guangdong-Hong Kong-Macao Bay Area Quality Forum by Shenzhen Association for Quality (SZAQ) on 27^th September 2017. The first GHM Bay Area Quality Forum organized by Federation of Shenzhen Industries, Hong Kong Federation of Industry, Macau Chinese Chamber of Commerce, Hong Kong Productivity Council (HKPC), Shenzhen Quality Innovation Technology Alliance, Shenzhen High Performance Management Association, SZAQ and Shenzhen TV Financial Life Channel in Shenzhen Wuzhou Hotel. The theme of Forum is “Quality Leading Integration & Development”. In the beginning, Mr. Z.W. Wang (王肇文) (Counselor of the Guangdong Provincial, People’s Government Counselor) gave a welcome speech.

I took a photo with one of speakers from HK, Mr. Ren Yongquan (Senior Consultant & General Manager, Mainland, HKPC).

Then Ms. Liang Dan (梁丹) (Director of United Nations Maritime-Continental Silk Road Cities Alliance) gave guest speech. She said GHM would be the new economic growth point.

After that Ms. Cheung (張紀青) announced the GHM Bay Area Quality Forum started.

The keynote speaker was Mr. Zhang Gang (張綱) (Former State Counselor, Leader of the National Quality Development Program Drafting Group) and his speech named “Quality Leads GHM Bay Construction”.

Firstly, he introduced the official document named “Guide comments related quality enhancement action”.

Then Mr. Zhang described part one topics included quality level and GDP per capita, structure optimization, economic level, brand strength and innovation level. He pointed out that quality was the key for the value of brand and quoted the GB standard.

Moreover, Mr. Zhang said Quality and Innovation were both drive the economic. He also said Productivity is equal to Innovation capability x Repeatable capability (Quality) that Innovation means 1 and Repeatability indicates number of zero. (e.g. 1000…)

After that Mr. Zhang stated the Quality lead the international bay area infrastructure and development.

The second speaker was Mr. Chen Xuanqing (陳宣慶) (Former Inspector of National Development and Reform Commission, GHM Bay Area Research Group Leader) and his presentation was “Ideas on Development of GHM Bay Area”. He briefed the background of regional development since 2003. It started from Pan-Pearl River Delta Regional Co-operation to One Belt One Road initiatives; and then to Hong Kong-Shenzhen Cooperation, etc.

Then Mr. Chen introduced the basic principles included win-win, innovation driven, green development and market-oriented with government driven.

Finally, Mr. Chen mentioned some key development points included multiple transportation paths by land, sea and air.

The third speaker was Mr. Ren Yongquan (任永權) (Senior Consultant & General Manager, Mainland, HKPC) and his presentation entitled “A Study on the Win-Win Mechanism of Quality Cooperation in GHM Bay Area”.

Then Mr. Ren briefed the cooperation key points which covered different areas. He said the role of Hong Kong for quality cooperation win-win included induced investment, technology (e.g. IP) and services into mainland China and also verse to the oversea.

At the end, Mr. Ren proposed the Quality Cooperation Mechanism such as establishing the Bay Area office with Quality team, industry and professional alliance, and quality information exchanging platform.

The last speaker was Mr. Li Gang (李剛) (Vice President of HUAWEI Technologies Co., Ltd.) and his presentation topic named “Building High Quality in the Industry Value Chain”. His speech had three parts that part one was the implication of Germany SME to China Supply Side and part two was Huawei and Industry Value Chain Quality, as well as, part three was the GHM Bay Area perspectives.

Mr. Li said Germany SME had specialism (professionalism) which was the foundation of high quality.

After that Mr. Li introduced the competition of quality in Huawei. Then he introduced their alliance platform with customer to build the High Quality. It could call as “Alliance Innovation”.

And then Mr. Li briefed their TQM model to us. He said their value from low cost to high quality. To achieve those values, strategy 1 was enhancing technology investment; and strategy 2 was enhancing their brand continuously. Moreover, they led their suppliers to invest on technology for production. Their aim was sharing success that 1% for Huawei and 99% for Partners.

At the end, his perspectives on GHM Bay Area development related to Smart City, Smart Traffic, Fintech, etc.

Then the next session was Themed Forum.

Mr. Li Xiang (李翔) (President of Shenzhen Quality Innovation Technology Alliance, Dean of Shenzhen Institute of Measurement Quality Inspection) was the host.
