Prof. Joseph Ng asked questions that Could Hong Kong Innovate? Does Singapore more suitable than Hong Kong?
Mr. Michael Leung answered Hong Kong Can! He appreciated many young talents who had creativities. But he observed that most of them were not able to sustain. It is because Hong Kong without this environment (that Failure could be tolerant)! Then he shared his experience of Bank that Financial Technology (FinTech) was much behind China such as WeChat Banking. He mentioned he had met Mr. Nick Yeung who mentioned KPI would be setup for measurement.
Then Prof. Tsui shared that students were miss-matching the market and industry need. There were about 3000 students graduated annually (Included PhD, Master, Bachelor and HD). It had not reached critical mass of IT talents.
Mr. Ricke Hor was reserved for establishing ITB. He questioned the details of ITB functionality.
Mr. Francis Fong told us a bad example that why Google Data Centre gave up Hong Kong? We hadn’t follow-up as a good sale. Eventhough many large IT companies such as Yahoo, Facebook had offices in Hong Kong (mainly sale & marketing), no R&D centres had set up. He agreed ITB should be established and government should do and need to focus.
Q&A Session
Some participants said Job was the key problem because of sustainability. (創業和就業是要並肩。)
And shared that 80% IT jobs (programming) were outsource (e.g. India) and only 20% IT management job (system analyst) were reminded in Hong Kong. A gap was existed and how to rebuild it?
Someone pointed out the ICT positioning was not clear. ITB positioning also need to define clearly.
A lady said she observed we were too many complaint and not positive to making things happen. Hong Kong core values were impartial and trust.
Another person said ITB should have hardware and software.
Mr. Francis Fong added ITB must hear young peoples’ voice. May be no need VC in future because of cloud fund.

Mr.
Yeung said he would use key performance indicator (KPI) as one of the
tools. He believed government initiated
to use local technology that could promote the overall technology development
in Hong Kong. He also said that not only
construct of smart city, but also need to establish smart government. He believed Innovation and Technology could
bring more economic benefits, business opportunity and hope for our young
generation.
