The 2nd World Summit for Chinese Quality – Part 1

The 2nd World Summit for Chinese Quality (WSCQ) was organized by Pre-World Alliance for Chinese Quality (WACQ) (全球華人品質聯盟()), co-organized by Chinese Society for Quality (CSQ) and Tamkang University (淡江大學) on 16 Nov 2017.  The founding members of Pre-World Alliance for Chinese included China Association for Quality (CAQ), Chinese Society for Quality (CSQ), Hong Kong Society for Quality (HKSQ) and Singapore Quality Institute (SQI).  This Alliance was established after the 3rd Chinese Quality Forum (CQF) in Beijing in 2015.  Minda and I arrived early and took a photo with WACQ flag.

Dr. Duan Yonggang (段永剛) (Chairman, WACQ) gave an opening speech.  Firstly, he briefed the history of the formation of the World Alliance for Chinese Quality and also introduced China Association for Quality (CAQ) which formed since 1979.  CAQ is the most influence power in promoting Quality in China.  He said Chinese traditional culture is priceless treasure and we needed to integrate them with scientific methodology.  So that we could combine Chinese Culture and Modern Management to summarize the new management style suitable for Chinese.  The coming actions would be more research, publication and training.


Prof. Flora Chia-I Chang (張家宜) (President, Tamkang University (TKU)) gave an opening guest speech.  She briefed TKU where had more than 26000 student and TKU aimed to be international. She said WACQ is a very good platform for sharing quality by Chinese quality professionals.


The first guest was Dr. Chiang Pin-kun (江丙坤) (The Third Wednesday Club (三三企業交流會)) and he gave a guest speech.  He said the Third Wednesday Club had established since 1999 and aimed to enhance and upgrade Taiwan economic.  He quoted the economic area in European Union as example that cooperation created win-win situation.  Finally, he said economic capability plus culture influence to realize the path of Chinese Great Rejuvenation (中華民族偉大復興之路).

The first keynote speaker represented CAQ was Mr. Liu Bin (劉斌) (President, Oriental YuHong (東方雨虹)) and his topic named “Rebuilt Made in China using Excellence Quality”.  In the beginning, Mr. Liu briefed Oriental YuHong products and company development history.  Oriental Yuhong entered building waterproofing industry in 1995. In the 20-year development course, it has been devoted to providing high-quality and perfect waterproofing system solutions for important infrastructure construction projects, industrial buildings, civil buildings and commercial buildings.


He shared the quality effectiveness, management effectiveness, no different quality service and inclusive entrepreneur spirit.


I was the second keynote speaker represented HKSQ and my topic entitled “Hong Kong Quality Innovation Way - Innovative Culture based on China's Original Discipline <Extenics>” (香港品質創新之路 以中國原創學科“可拓學”為基礎達致創新文化).  Firstly, I introduced Hong Kong Society for Quality 30 years milestone and briefed the quality and innovation movement in Hong Kong.  


Then I mentioned the key strategy in China and Hong Kong in future 10 years. In China, there were “One Belt One Road”, “Made in China 2025”, “Guangdong-Hong Kong-Macao Great Bay Area”. Specific strategies in Hong Kong were “Hong Kong-Shenzhen Innovation and Technology Park in the Lok Ma Chau Loop” and “Reindustrialization in Hong Kong”.


Since leaders in China were focus on Quality and Innovation since 2007 to 2017, I proposed that achieving the Quality Innovation should have methodology first.  Then I introduced Prof. Cai Wen who was the founder of the Extenics (可拓學).  The basic-element included matter-element, affair-element and relation-element.  Moreover, the Extension Innovation Method through Four Steps (可拓創新四步法) were also discussed.  


In the Extenics, it stated the First, Second and Third Creative Methods (第一, 第二和第三創造法).  The First Creative Method (named 無中生有) started from customer needs and solve the contradiction of unsatisfied needs.  The Second Creative Method (named有中求變) started from the existing product and extending their function or other characteristic to get the new product.  The Third Creative Method (named改缺成優) started from the default of the existing product to improve it to be new product. 


After that I introduced the integration of Extenics, TRIZ and Innovation Culture together for holistic approach, as well as, implemented them into Quality Innovation Management System.  Lastly, I briefed the coming ISO 50501 Innovation Management System.  At the end, I quoted Prof. Cai Wen statement as conclusion that “Let’s to establish China's original discipline together”.


The audiences seemed very happy for my Hong Kong style mandarin.  


The third keynote speaker represented SQI was Mr. GE Tan (Chairman, SQI) and his presentation was “The business excellence journey of Singapore.  Mr. Tan compared the framework of business excellence among MBNQA, EFQM, Deming Prize, etc.  Then he briefed the SPRING issued the Business Excellence (BE) project since 1994 so as to assist industry to enhance their management, productivity and continual improvement.  


Then Mr. Tan introduced the Business Excellence Framework employed by SPRING in Singapore. 


Finally, Mr. Tan quoted Mr. Kenny Yap (CEO, Qian Hu Corporation Ltd.) statement as conclusion that a good organization should be over one generation and to be sustainable.  In order to achieve this goal, organization should perform well in each part of business excellence framework.  


The fourth keynote speaker represented CSQ was Mr. Lu Rui Yan (盧瑞彥) (VP, Kenmec Group (廣運集團)) and his presentation named “Quality view of New Chinese Culture”.  In the beginning, Mr. Lu briefed the evolution of Traditional Chinese Culture.  


Mr. Lu briefed the four dimension “四維” of “大學之道”.


He also mentioned the eight goodness “八德” of “大學之道”.


Then he linked all Traditional Chinese Culture / knowledges into Quality to form the perfect world. 


Lastly, Mr. Lu mentioned three dimension of quality management and they were Framework (e.g. Organization, System, Rules & Project), Methodology (e.g. Management Skill, Statistics, QCC) and Culture (e.g. Leadership, Involvement of people, Human-centric, Continual improvement, Enterprise ethic).  He concluded that Traditional Chinese Culture implied many modern Quality Management concept and practice. “Truth, Goodness and Beauty” (真善美) is the core values of our culture for World Chinese quality management.


Dr. Duan Yonggang (段永剛) (Chairman, WACQ) presented appreciated certificates to all keynote speakers.
