The lecture 9 of General Education and Public Affairs Certificate Course (通識及公共事務證書課程) was held on 12 November 2011. The summary was shown as follow.

Dr. Thomas Chan’s topic entitled “China’s 12th Five Year Plan and Hong Kong”. Firstly, Dr. Chan introduced some old model which became unsustainable such as “Economic Liberalization (自由經濟)”, “Export-oriented Industrialization (出口主導)”, “Ecological Degrading (環保問題)” and “Pro-American Political Ideology (金融海嘯後美國政治)”. There were some new challenges such as “Social Harmony (社會和諧)”, “Greater participation of the Employees (工人集體談判)” and “Domestic Demand (內需為重)”.
There were seven key strategies of the 12th Five Year Plan which aimed China to become upper middle income country (小康社會). See photo below.
The 12th Five Year Plan had two types of targets. Non-mandatory targets were included the percentage of service in GDP, Urbanization and ratio of R&D/GDP, etc.
Mandatory targets were found mainly focusing to environmental protection.
Industrial strategy on the 12th Five Year Plan aimed to upgrade the traditional industries. Industrial cluster policy was employed.
At the end, Dr. Chan predicted the possible future of China. One of possibilities was that China would become a Social Market Economy.
