Today is the first day of Asian Network for Quality (ANQ) Congress 2011 in Vietnam. We took a photo in front of the venue (Ho Chi Minh City Congress Hall).

Before the congress, some student performances were showed.
In the beginning, Mr. Qi Wei Ming, as the ANQ Chair, on behalf of ANQ Board Committee gave a welcome speech. He said that “The 21st century is the century of quality and is supposed to be the century of Asia.”
Prof. Nguyen Quang Toan, Chairman of VQAH, gave a welcome speech. He said that “Quality is the key of sustainable development.”
Mr. Tran Viet Thanh (Deputy Minister of Ministry Science and Technology) gave an opening speech to support ANQ Congress.
Prof. Kazuyuki Suzuki (President of JSQC) gave an opening speech and he mentioned about “Prevention by prediction” and “Up-stream management by Top's leadership”.
After welcome and opening speeches, Prof. Kano presented Ishikawa-Kano Award (IKA) to the winners. Prof. Yuanzhang Liu (Director, Research Center for China's Enterprise Management, Management School of the Chinese Academy of Sciences) was the IKA award winner.

The first keynote speaker was Mr. Vu Duc Giang (Chairman of Management Board, VINATEX). Dr. Ngo Van Nhon on behalf of Mr. Giang presented the topic “Vietnam National Texitle & Garment Group (VINATEX) Quality is as a sustainable development factor”.
The second keynote speaker was Dr. Lan Lin (Vice President of Hisense Group Co., Ltd.) and his topic entitled “A Commitment to Innovation and Quality”. He stated that “Hisense believes that continuous innovation is the only way a company can achieve a sustainable competitive advantage going forward.”
The third keynote speaker was Mr. Gregory H. Watson (Chairman of the International Academy for Quality(IAQ)) and his presentation named “Sustainability: Meeting our Economic and Ecological Challenges with Quality”. Mr. Watson mentioned “Successfully problem solving requires finding the right solution to the right problem.”
He then introduced a 'wicked problem' that was complex and typically had a social or economic dimension that inhibited it form becoming fully solved. After that Deming profound knowledge was quoted in which included 'Structure of System', 'Control of Variation', 'Development of Knowledge' and 'Psychological Impact'. All components was required to achieve global sustainability.

I (HKSQ) was presented in the first afternoon session and my topic entitled “Integrated Laboratory Management System (iLMS) Model – HKSTP Implementation Case”.
The iLMS was including ISO 9001 (QMS), ISO 14001 (EMS), OHSAS 18001 (SMS), ISO 27001 (ISMS) and ISO 17025 (Lab QMS). It is integrated and implemented in laboratories of HKSTP.
The second speaker was Mr. N. Ramanathan (Adviser of TQM, SRF) (ISQ) and his topic was “Profit Maximization not a Corporate Goal”. I questioned that HSBC had a good profit but still planned layoff 3000 people within 3 years in Hong Kong.
In another session, Dr. KS Chin (HKSQ) presented the topic “Using Simulation to Improve Operations in Hong Kong Accident and Emergency (A&E) Department”.
The study reported the preliminary work of developing a discrete event simulation model in collaboration with the A&E under Princess Margaret Hospital (PMH) in Hong Kong.
The last speaker in my session was Dr. Hyung-wook Kim (KSQM) and his topic was “Relationship of 6 Sigma and QCC – from the Standpoint of 6 Sigma Activation”. He emphasized to develop the Korea style 6 sigma model.

The next session entitled “Process Management” was chaired by me.
The first speaker was Mr. Lo Shih-hsiung (Chief Executive of Executive Yuan – Southern Taiwan Joint Services Center) and his topic was “Estimating Melamine Population Distributions using Turnbull Estimator”. He said many data were obtained from Hong Kong.
The second speaker was Prof. Hoque (BSTQM) and his presentation was “Theoretical Studies of Atomic Transport Properties of AGxCU1-x Liquid Binary Alloys”.
The last speaker was Ms. Antunes Gloria (Portugal) and her topic named “The influence of Management by Processes in Social Area Organizations”.
In another session, Prof. Fugee Tsung (HKSQ) presented his topic entitled “Statistical Process Control for Service Processes with Binary Outputs”.
Prof. Tsung said statistical process control techniques had been applied in monitoring service processes such as bank and health care. An example used 6 sigma for health care process was showed.
After the day one program, HKSQ group had a dinner in Onha hang ngon restaurant again.
This meal cost near 1.5 million!! (In Vietnam dollor)
