Hong Kong Qualification Framework (HKQF) Consultation
Session on the draft Vocational Qualifications Pathway (VQP) for HRM Sector was
held on 6th Sep 2021. The
Draft Vocational Qualifications Pathway (VQP) for Human Resource Management
(HRM) Sector developed by HRM Cross-Industry Training Advisory Committee
(CITAC) is now ready for industry consultation. The consultation will last for
two months from 1 August 2021 to 30 September 2021. During the consultation
period, the HRM CITAC will hold a consultation session on 6 September 2021 to
collect views on the Draft from stakeholders.
In the beginning, Mr. Ernest Lee (Senior Manager, Qualifications
Framework Secretariat) who introduced QF and Vocational Qualifications Pathway.
Then Mr. Lee introduced different functional areas in
HRM Specification of Competency Standards (SCS).
After that he briefed the Vocational Qualification
Pathway (VQP) that is a roadmap for progression in learning and career.
The second speaker was Prof. Randy Chiu (Convener,
Education and Training Sub-committee) and he briefing the background of the draft
Vocational Qualifications Pathway (VQP) for HRM Sector.
After
that Mr. Stanley Chak (Professional Writer, LRT Consulting) continued to
introduce this research. There are four
expectation for HRM practitioners below:

Human capital, talent acquisition and retention

Strong market sense, create value for the market

Help/motivate senior management and long service staff to continue
developing their skill set
- Competency-based HRM in SME context
Mr. Chak gave an overview of VQP for HRM sector
including HR Generalist, Specialist in Talent Management and Specialist in
Workforce Planning & Resourcing.
Finally, he proposed T-shape Human Resource
Professional that both cross-over the sector and select one of them to study in
depth.
Ms. Annie Lo (Professional Writer, LRT Consulting)
continued the speech for vocational qualification specifications for 12
identified occupational / job roles.
Lastly, she selected manager role as example to
explain the job description, Units of Competency (UoCs) and career progression.
