ANQ Congress 2018 Almaty, Kazakhstan – Day 1 (Part B)

Asian Network for Quality (ANQ) Congress 2018 was held in InterContinental Hotel, Almaty, Kazakhstan was held from 19-20 Sep 2018. The congress theme was “The Future of Quality Leadership in IT-Age”. It is part 2 of Day 1 on 19 Sep 2018. Minda and I took a photo in front of Dr. Zoie Wong’s poster for memory.


Ishikawa-Kano Awarding Ceremony
Mr. Janak Metha (Chairman, IAQ) announced the Ishikawa-Kano Awarding in the ceremony for the individual achievements in the field of Quality Management.


Prof. Suzuki Tomomichi (Professor, Department of Industrial Administration, Faculty of Science and Technology, Tokyo University of Science) represented Ishikawa family to receive the award.  (He was student’s student of Ishikawa through academic traceability.)


Prof. Kano received award for his contribution in quality management field.


Prof. Ching-Chow Yang (楊錦洲) (CSQ) received the first Ishikawa-Kano medal


It is for his signification contribution to the promotion of quality management in Taiwan and China.


Another profession obtained this medal was Mr. N. Ramanathan (Adviser (TQM) SRF) and Mr. Jagannathan Ravikant represented him to receive the medal.


He also gave the appreciated message from Mr. N. Ramanathan.  


Parallel session VI (Management Quality in IT Economy)
I was the first speaker in this session and took a photo with session chair Dr. Ngo Van Nhon (VQAH). My presentation topic entitled “Quality Innovation using an Extenics Six Sigma (ExSS) Approach and a Case Study”.  


Firstly, I briefed the definition of Quality Innovation and introduced Extenics & Extension Innovation Method which was original China Innovation theory.



And then I briefed the integration between Extenics and Six Sigma to be Extenics Six Sigma (ExSS) model through the new process named “DMA-METS-IC” to solve industry problem.  


At the end, Dr. Ngo Van Nhon (VQAH) presented a speaker certificate to me.  I used Prof. Cai Wen photo which I took during Extenics training to end of my presentation with his words “Let’s Promoting Extenics Together”.


The second speaker in session VI was Mr. Luan Xiaolong (Zhengzhou Haier Air Conditioner Co. Ltd.) and his presentation named “Quality Information Management”.  In the beginning, he mentioned some application of information function and human error caused by failure of information transmission.


The overall process planning of information to People, Responsibility to People in Haier were discussed.  Some main practical functions of Information to People were stated such as Personnel and post matching system, Defects discover in the incoming inspection and defective products discover system, as well as, Analysis on SPC Quality Big Data & Budget of Quality beforehand.  


Overall results were good and he concluded that construction of quality information management platform which enables quality management personnel to truly know the quality of the product in realization process to effectively avoid data created by human factor and record inconsistencies.


Prof. Kuan Sheng-Pin (CSQ/QKC) was the third speaker and his topic named “The Chinese Way TQM”.  He mentioned the rise of the Great Powers after more than 30 years of reform and opening up in China.  


Then Prof. Kuan compared the GDP growth among Taiwan, China and Japan and found that China was increasing significantly.  


Prof. Kuan said under the situation of political stability, China utilized the TQM-like mode of planning process for the economic and social development, and from the PDCA Deming Cycle looked at China’s Five-Year Plan from 2011 to 2025. 


Lastly, Prof. Kuan concluded that the great rejuvenation path of the Chinese nation is “the Road to Quality” that needed to promote “NTQM” (National TQM) in a comprehensive and in depth manner and to simultaneously achieve “a new Chinese culture centered on quality”.  


Dr. Sanatan Kulshresth was the last speaker in the session VI and his presentation topic entitled “Quality 4.0 and the Military Aerospace Industry”.  I took a photo with Dr. Sanatan Kulshresth in the beginning of that session.


Dr. Kulshresth firstly briefed the industrial evolution for Industry 1.0 to Industry 4.0.  Industry 4.0 is part of a networked, intelligent world tracking the entire life span of a product from its design to its creation and assembly to its benefit in everyday life. 


Then he introduced military aerospace industry that was engaged in the research, development and manufacture of flight vehicles, including unpowered gliders and sailplanes, lighter-than-air craft, heavier-than-air craft (both fixed-wing and rotary-wing), missiles, space launch vehicles, and spacecraft.  


After that Dr. Kulshresth introduced Quality 4.0 that included the digitalization of quality management and its impact on quality technology, processes and people.  It should build analytics strategy after or concurrently with a data strategy.  So that Digital Product Memory was proposed that Internet of things included Industry and Consumer.


Before the end of session, Dr. Ngo Van Nhon (VQAH) invited all speakers and participants to take a group photo. 


The 1st Belt and Road International Quality Alliance Forum
Prof. Azat Abdrakhmanov (Chairman of ANQ & President of KOQIM) introduced Belt and Road International Quality Alliance (BRIQA) roles and future directions.  It promoted cooperation between Governments and companies for provision a traceability along the supply chains.  


Mr. Tan Gheng Een (Chairman, SQI) gave a talk named “Singapore’s Role in Belt and Road Initiative”. In the beginning, Mr. Tan reviewed the history of cooperation between Singapore and China since 1990.  Three G2G projects were discussed and they were Suzhou Industrial Park (1994), Tianjin Eco-city (2008) and Chongqing Connectivity Initiative (2015). Mr. Tan quoted Lee Hsien Loong (Singapore Prime Minister) statement that “As ASEAN Chair, Singapore will help set up an ASEAN Smart Cities Network.  China has the largest number of smart cities in the world, we can learn much from China’s experience.”


Lastly, Mr. Tan said that Singapore and China attached great importance to cooperate with the initiative and we could work together to provide join training for other countries’ officials so as to make the 3rd country more familiar with the projects. 


 He also briefed the cooperation with CAQ in Singapore and Beijing. 


The third speaker in this session was Ms. Summer Liu (Director of International Business & Development, BNBM) and her topic entitled “Green, Innovative & High-quality Development”.  She briefed the history and general situation of BNBM since 2004.  


Then she stated BNBM concept that was to promote green buildings, cities and human settlement and to create a life cycle industrial chain of the green building.  Some initiatives were briefed.  Finally, she briefed some projects under their policy, culture and strategy below.
Quality Policy – Quality and reputation is BNBM’s eternal pursuit
Strategic Engine – Technical renovation and brand building
Quality Culture – Zero tolerance, full responsibility
Operating Strategy – Quality is priority


Prof. Tang Xiaoqing (唐曉青) (Vice-chairperson, CAQ) gave last talk from CAQ and she introduced quality role of CAQ in Belt and Road International Quality Alliance (BRIQA). 


Then CAQ introduction video was played.


Lastly, Ms. Wang Lilin (王麗林) (CAQ) introduced the Belt & Road China Benchmarking Trip to Beijing & Qingdao from 28 Feb to 5 Mar, 2019.  The trip would visit China Academy of Space Technology (CAST), BOE Technology Group Co., Ltd., Haier Group and Tsingtao Brewery, etc. 


After the ANQ Day 1 activities, Minda and I took a photo with Prof. Azat Abdrakhmanov and Mrs. Abdrakhmanov (Gulbakhram Aitkhozhina (President, Intercert Consulting Central Asia)). 


Then IAQ member had a short happy hour chat.

Tonight, Minda and I was invited by CAQ to join their dinner with different countries professional.


Mr. Dias (KOQIM) welcome all guests and then we started the dinner.


I took photos in each table for memory.






Ms. Elizabeth M. Keim (IAQ President) gave a greeting speech. 


Prof. Azat gave a talk before drink.  It is their traditional practice.  


Then we had toast with different guests.




And then Mr. Jovo Lojanica (FCQI, CQP, Evrocert, Republic of Serbia) presented his local wine as a gift to Prof. Azat.


Prof. Kano also gave remark of the dinner.


After dinner, we took a photo before left.
