Hong Kong Quality Assurance
Agency (HKQAA) organized the seminar named “ISO/FDIS 45001 Occupational Health
and Safety Management System” on 18th Jan 2018. The ISO 45001 OHSMS
Final Draft International Standard (FDIS) was released on 30th Nov
2017 and it was now set for the new standard to be published in the first
quarter of 2018. The seminar aimed to
discuss how the “migration” from OHSAS 18001 to ISO 45001 and the major
difference between these two standards.
Before the seminar, I took a photo with Dr. Nigel Croft my old quality
friend who visited Hong Kong every year for HKQAA symposium and worked as guest
speaker for different standards revision in specific years (See reference).
Dr. Nigel Croft (Chairman, ISO/TC
176/SC 2 (Quality Systems); Member, ISO Joint Technical Coordination Group
(JTCG) and Associate Technical Director, HKQAA) was the guest speaker and his
topic named “Introduction to the new ISO 45001 Occupational Health & Safety
Management System Standard”. In the
beginning, he briefed the ISO mission that supported sustainable and equitable
economic growth promote innovation and protect health, safety and the
environment.
He pointed out two of 17 goals of
WHO sustainable development related to Quality, Safety and Environment. Nigel added that dreaming of a sustainable
future included “Economic Growth”, “Environmental Integrity” and “Social
Responsibility”.
But simply dreaming was not enough, Nigel quoted Dr. W. Edwards Deming that there should be a method to achieve an aim. The answer was “Management System” which was result-oriented. He emphasized that there was a “documented system” but not “system of documents”!
New ISO 45001 puts more emphasis
on managing processes rather than written procedures. Management System should not be “carved in
stone” but allow flexibility and agility.
There were 3 core concepts including “Process understanding”, “Risk-based
thinking” and “PDCA cycle”.
Then Nigel used some construction
examples to demonstrate their processes relationship among Quality,
Environment, OH&S and Anti-bribery.
The relevant level separated into High, Medium and Low.
The new ISO 45001 adopted ISO
Directives Part 1 “Annex SL” High Level Structure that was easier for
integration of different management systems.
Then Nigel briefed the development of OHSAS 18001 to ISO 45001
HSMS. It was fail of BS 8750 in 1999
because of regulatory bodies concern.
Then BS 8800 guidance issued and separated into two approaches. One was like ISO 14001 and the other followed
UK regulation approach. Finally,
certification bodies adopted BS 8800 guidance and developed OHSAS 18001 for
certificate. Now it needed to change to
ISO 45001 but some regulations were adopted OHSAS 18001 that might be changed.
Then
Nigel briefed some key features of ISO 45001 below.

Minimize the risk of harm to workers

Provide a platform for continual improvement in OH&S performance
-
Integrated OH&S into organization business management system
-
Enhancing leadership involvement and worker participation
-
Risk-based thinking for analysis of hazards
-
Need to prevent and recognize the cause of ill-health and injuries
(included immediate and longer term impacts)
The
model of FDIS 45001 was found similar to ISO 9001:2015 and ISO 14001:2015.
Nigel
explained the definition of worker that “Person performing work or work-related
activities that are under the control of the organization”. It covered a wide scope included HKQAA
auditors performing an audit in your premises. Then he also raised some key
success factors to implement ISO 45001.
The
whole clause structure of ISO 45001 was showed as following diagram using PDCA
stages to present. ISO 45001 concentrated on the need to manage processes,
rather than explicitly requiring “documented procedures”. In Annex A.7.5 – “It is important to keep the
complexity of the documented information at the minimum level possible to
ensure effectiveness, efficiency and simplicity at the same time”.
Finally,
Nigel reviewed the comparison between FDIS 45001 and OHSAS 18001 in high-level
clauses with comments.
Lastly,
he mentioned the ballot on FDIS closed on 25th Jan 2018 and
scheduled for publication in Mar/Apr 2018. There had a 3-year migration period after
publication of standard. He concluded
that ISO aligned its portfolio of management system standards to facilitate
integration and supporting sustainable development.
