HKSQ Quality Philosophies Series – Deming, Juran and Crosby

Hong Kong Society for Quality is celebrating its 30th Anniversary in 2016.  One of the activities to commemorate this occasion is the first seminar of our Quality Philosophies Series featuring Deming, Juran and Crosby.  The Quality Gurus promoted their management philosophies in the last Century, creating lasting effects on the Quality Revolution in the West and the East.  It is believed that the Quality Philosophies of these gurus are still influencing behavious of people today, and supporting the Quality and Innovation movement of the 21st Century.  Before the seminar, I worked as facilitator and introduced our guest speakers including Dr. Aaron Tong (Former Chairman, HKSQ), Dr. KS Chin (Former Chairman, HKSQ) and Mr. Peter Fung (Chairman, HKSQ).

Dr. Aaron Tong was the one and only one I knew who attended Deming’s famous four days course “Methods for Management of Productivity and Quality”.  The certificate was signed by Dr. Deming!


Dr. Aaron Tong (Managing Director, TQM Consultants Limited & Former Chairman, HKSQ) was the first speakers and he shared Deming’s Philosophies and his experience.  He told us that he served company after he come back from USA had achieved Hong Kong Industry Awards both Quality and Productivity. 


Then he briefed the quality history in USA and about Deming contribution since 80s. Firstly, Dr. Tong mentioned Ford was the traditional west management in the past. 


Then Deming contribution in Japan was recognized and then USA accepted his philosophies (In Chinese: 出口轉內銷).  In the past, the West thinking was that increasing Quality would decrease the Productivity.  However, Dr. Deming proposed “Do it right the first time” without rework that could increase both Quality and Productivity. 


After that Dr. Tong explained Deming’s 14 Points one by one and shared the real situation.  He reminded us to understand each gurus’ theory and their background and how to transfer into existing environment.

Dr. K.S. Chin (Associate Head of SEEM Dept., CityU; Former Chairman, HKSQ) was the second speaker and he shared the Juran’s Trilogy.  Dr. Chin introduced Juran history and he was born in Romania and emigrated to America in 1912.  Juran was chosen to join the Inspection Statistical Department in Bell Labs in 1925.  He was an adjunct professor in IE Dept of New York University after the WWII and he then visited Japan in 1954 (like Deming) to assist Japanese in taking charge of restructure their industries.  His famous book named “Juran’s Quality Control Handbook” was issued in 1951. 


Dr. Joseph M. Juran defined Quality as “Fitness for Use”.  Dr. KS Chin added three senses.  There were “Comparative sense”, “Quantitative sense” and “Fitness for purpose sense”.


Then Dr. Chin introduced Juran Trilogy which documented three fundamental quality management processes of an organization, namely, Quality Planning, Quality Control and Quality Improvement.


Dr. Chin told us the relationship between Quality Improvement and Innovation.  Innovation appeared in the improvement strategies included repair, refinement, renovation and reinvention. Finally, he used “Education” as case to explain Juran’s Trilogy.


Mr. Peter K. Fung (Chairman, HKSQ) was the last speaker and he shared the Crosby philosophies.  Crosby’s first book named “Quality is Free” was discussed and it was a very famous quality book.  He quoted Crosby statement that “When an organization designs and builds an item right the first time, quality is free.”


Then Peter briefed Crosby Quality College in Florida and explained Four absolutes of Quality Management below.
1.      Quality has to be defined as “Conformance to Requirements”, not goodness.
2.      Quality comes from “Prevention”, not detection.
3.      The quality performance standard is “Zero Defects”, not acceptable quality levels.
4.      Quality is measured by the “Price of Nonconformance (PONC)”, not by indexes.


Finally, Peter mentioned Crosby also emphasized “Leadership” which created Organization Culture.  He concluded success organization should have successful customers, staff and suppliers.
