Hong Kong Quality Assurance
Agency (HKQAA) organized three-day workshop named “Establish own Corporate Academy / University: from Training,
Educational Institution Management, and International Standards for Knowledge Management”
(建立自身企業培訓學院:從培訓,教育機構管理,知識管理的國際標準取經) on 15th , 22nd Feb
and 6th Mar 2019. Unit 1 is Application of Training Management System
(培訓管理體系的應用);
Unit 2 is Management System Applicable to Educational Institutions (適用於教育機構的管理體系); and Unit 3 is Application of Knowledge
Management System (知識管理體系的應用). I attended the unit 2 today
and shared the content below.
Mr. Don Siu (Auditor, HKQAA) was the
workshop speaker and he briefed today’s workshop rundown included the
introduction of ISO 21001:2018 – “Educational organizations — Management
systems for educational organizations — Requirements with guidance for use” and
some examples.
He showed the contents of ISO
21001:2018 which was followed ISO high level structure as similar as ISO 9001:2015.
In the beginning, he showed the
Educational Organization Management System (EOMS) framework of ISO 21001 in the
PDCA cycle. Then Mr. Siu mentioned principles for an EOMS as follows:
a)
Focus on learners and other
beneficiaries;
b)
Visionary leadership;
c)
Engagement of people;
d)
Process approach;
e)
Improvement
f)
Evidence-based decisions;
g)
Relationship management;
h)
Social responsibility;
i)
Accessibility and equity;
j)
Ethical conduct in education;
k)
Data security and protection.
Then Mr. Don Siu briefed the Educational
Organization context. He also stated
needs and expectation of interested parties.
Unlike ISO 9001, interested parties described more details in ISO
21001:2018 Annex C in which included Learners, Other beneficiaries, Staff and
Other.
And then we separated into four group and discussed different needs and expectation of four types interested parties.
“The adoption of a process
approach when developing, implementing and improving the effectiveness of an
EOMS, to enhance learner and other beneficiary satisfaction by meeting learner
and other beneficiary requirements” that was explained using the assessment of
the educational effectiveness process.
EOMS mission, vision and strategy
were discussed. The EOMS policy
statements provide the framework for the establishment of the EOMS objectives,
which are periodically revised to ensure the organization’s mission is

The second part of standard was “Leadership
and Commitment”. In clause 5.1.3 “Additional requirements for special needs
education” was specially in EOMS. The special
education needs (SEN) such as behavioral, communicational, intellectual,
physical and giftedness were discussed.
In EOMS policy, the following
points were additional compared with ISO 9001:
f) takes into account relevant
educational, scientific and technical developments;
g) includes a commitment to
satisfy the organization's social responsibility;
h) describes and includes a
commitment towards managing intellectual property;
After that we had an exercise to address
risks and opportunities as well as action plan.
Our team identified 5 risk and 2 opportunity. Based the 2 opportunity, we prepared action
plan as following items:

How the results evaluated

Then Mr. Siu briefed the “Design
and development of the educational products and services” that included the
following clauses:
8.3.2 Design and development
planning
8.3.3 Design and development
inputs
8.3.4 Design and development
controls
8.3.5 Design and development
outputs
8.3.6 Design and development
changes
In clauses 8.3.2, The
organization shall consider:
a) functional and performance
requirements;
b) information derived from
previous similar design and development activities;
c) standards or codes of practice
that the organization has committed to implement;
d) potential consequences of
failure due to the nature of the educational products and services.

In clause 9 “Performance
evaluation”, Mr. Siu briefed different example about monitoring, measurement,
analysis and evaluation of EOMS performance.

The clauses 9.1.2 “Satisfaction
of learners, other beneficiaries and staff” was also mentioned especially in
handling of complaints and appeals.
Finally, Mr. Siu stated Internal
Audit in which to identify opportunities for improvement was not included in
ISO 9001 Internal Audit. Audit plan and
report were demonstrated. Management
review and Improvement were also discussed.
One new clause 10.3 “Opportunities for improvement” was briefed at the
end.
These shall include:
a) improving products and
services to meet requirements as well as to address future needs and
expectations;
b) correcting, preventing or
reducing undesired effects;
c) improving the performance and
effectiveness of the EOMS.
Where improvements can include
correction, corrective action, continuous improvement, sudden change,
innovation and reorganization.
