HKQAA Workshop for establishing Corporate University (Unit 1)

Hong Kong Quality Assurance Agency (HKQAA) organized three-day workshop named “Establish  own Corporate Academy / University: from Training, Educational Institution Management, and International Standards for Knowledge Management” (建立自身企業培訓學院:從培訓,教育機構管理,知識管理的國際標準取經) on 15th , 22nd Feb and 6th Mar 2019. Unit 1 is Application of Training Management System (培訓管理體系的應用); Unit 2 is Management System Applicable to Educational Institutions (適用於教育機構的管理體系); and Unit 3 is Application of Knowledge Management System (知識管理體系的應用).  In the beginning, Mr. Calvin Chan (Senior Account Manager, HKQAA) introduced the workshop in unit 1 and speaker.


I met two friends to join this workshop too. They were Mr. Terence KS Wong (Course Development Director, Hong Kong Association of Staff and Workers Education and Vocational Training) (Left) and Sr. Honby Chan (Managing Director, A1 Surveyors Limited) (Middle).


Mr. Don Siu (Auditor, HKQAA) was todays’ workshop speaker and his topics included four topics and they were ISO 10015:1999, ISO 9001:2015, Corporate University and Learning & Development and its functions.


Firstly, he introduced ISO 10015:1999 “Quality Management – Guidelines for Training”.  The figure showed how to improve quality by training from “Needs for Improvement” to “Analysis of Organization Needs” to “Competence Related Needs” to “Training Needs” and then to perform “Training”.


A four-stage training process were demonstrated and the workshop exercises were based on the following:
1.      Define training needs
2.      Design and plan training
3.      Provide for training
4.      Evaluate training outcomes
Monitoring is performed in each process.


First exercise was to define the training needs and we separated into six groups.  Each group gave an example based on the training needs documentation included description, reasons, objectives, target group and expected outcomes.  


The design and plan training which should be taken to address the competence gaps and define the criteria for evaluation of training outcomes.   There were several training methods and showed in the following diagram.


The training plan sample was demonstrated.


In afternoon session, we continued the exercise and presented by each group. I was in group 2 and our training topic was Internal Quality Auditor training.  


The last exercise was training evaluation and we used survey as evaluation tools to design different questionnaires for this purpose. 


After that Mr. Don Siu briefed ISO 9001:2015 clauses which related to training such as Clause 7.1.2 – People, Clause 7.2 – Competence and Clause 7.1.6 – Organization Knowledge, etc.


And then he briefed the Corporate Universities to us such as General Mortors (1956), MacDonald’s Hamburger University (1961), Apple University, IKEA College, Pixar University, MTR Academy, HKPC Academy etc.  Based on his information, there were 4000 companies had corporate universities in 2011.  Corporate University aimed:
- to Accelerate Strategic Change and Align with Changing Environment;
- to Build Skills and Address Skills/Employability Gap;
- to Facilitate and Encourage Cross-pollination and Knowledge Exchange;
- to Promote Adaptability and Cross-cultural Understanding; and
- to Develop Leadership Skills.

The last topic was Learning and Development function/department.  They had strategic role in five area for learning and talent development as the followings.
1.      Attract and retain talent – basic, prevent people from leaving
2.      Develop people capabilities – make investment in the next generation of leaders better return
3.      Create a value-based culture – sustainable enterprise
4.      Build an employer brand – organization’s brand is important asset
5.      Motivate and engage employees – develop their career path (young employees)


At the end, Mr. Siu briefed the components of a successful Learning and Development (L&D) strategy based on Brassey J. et al., articles in McKinsey&Company article at “Elevating Learning & Development”.
