HKQF 2026-2027 Award Scheme for Learning Experiences for TIC

The meeting for 2026-2027 Award Scheme for Learning Experience (ASLE) (檢測及認證業學習體驗獎勵計劃甄選小組會議) for Testing, Inspection & Certification Industry (TIC-ITAC) under Hong Kong Qualification Framework (HKQF) was held on 30^th July 2026. Fifth members in TIC-ITAC and two HKQF secretary members are assigned as award panel for candidate interview (10 participants) to evaluation their continuous education under HKQF course and effect on their career life.  I am honored to have served as the chair of the ASLE group since 2013, and my term will end in 2026. We took the group photo with the HKQF promotion booklet after the meeting.

HKQF the 17th TIC-ITAC Meeting 2026

The 17th meeting of Industry Training Advisory Committee for Testing, Inspection & Certification Industry (TIC-ITAC) under Hong Kong Qualification Framework (HKQF) was held on 20^th Apr 2026. New and old members took a group photo for memory.

During the meeting, we had discussed the Vocational Qualifications Pathway (VQP).

The Hong Kong Metropolitan University’s Applied Science degree for practical route and academic route was mentioned.

Hong Kong Intellectual Property Department supported HKQF and issued training handbook for IP.

Finally, Dr. Tommy Lo introduced their new scheme for ESG maturity evaluation program. 

Moreover, they would align with Mainland China for carbon emission supervisor certification.

Lastly, the different QF levels in Guangdong Province compared with other qualifications in mainland China was mentioned.

PolyU FITE Seminar Series - “HKQF-TIC and the Education & Career Pathway of the TIC Profession”

I was honor to be invited by Prof. Gary Tang as a speaker of FITE Seminar and the topic entitled “The Hong Kong Qualification Framework for Testing, Inspection and Certification (TIC) and the Education & Career Pathway of the TIC Profession” on 4^th Mar 2026. This Seminar is supported by UGC's Fund for Innovative Technology-in-Education (FITE) under Faculty of Science, PolyU.

Before the seminar began, I took a photo with Prof. Gary Tang and Dr. Joe Lam in class.

In the beginning, I introduced the Hong Kong Qualification Framework (HKQF) for testing, inspection and certification (TIC) and there has seven QF levels.

And then I briefed the Hong Kong Council for Testing and Certification which established in Sep 2009. It aims to formulate overall development strategy of Hong Kong’s testing and certification industry.

After that I shared my career experience entitled “Connect the dots” which was based on Steve Jobs statement in Stanford Commencement Address in 2005. He said “You can't connect the dots looking forward you can only connect them looking backwards. So you have to trust that the dots will somehow connect in your future.” I demonstrated all my dots in past 30+ years experience.

I asked the students to vote for their three areas of greatest interest, and the results showed that they were medical testing, food testing, and traditional Chinese medicine testing.

Finally, I surveyed the students about their desired careers and found that chemist, inspector, and auditor were the top three career choices.

The last topics I shared were my company-based capstone projects in COMP department. I invited TIC industry to support my students project including precious metals test, construction test, ecotoxicity test and drug packaging industry.

HKCTC Testing and Certification Manpower Development Award Presentation Ceremony cum Luncheon 2025-26

The third “Testing and Certification Manpower Development Award” Presentation Ceremony cum Luncheon was held on 6th Feb 2026. Dr. Jane Wong (Chairman, HKSQ) and I (member of Panel on Manpower Development, HKCTC) joined the ceremony and took a photo for memory.

In the beginning, we met Mr. Matthew Yien (HKQF).

I met Mr. Herman Tang (Material Tech) too.

Then Mr. WM Lau (Assistant Commissioner (Quality Service)) with HKCTC members Mr. Martin Fan and Dr. Ann Leung.

Dr. John Ho also here and we took a photo for memory. He is now an Executive Adminstrator (Accreditation) in HKAS. 

Then we took a photo together with Ms. Bess Choi (HKQAA) in front of the banner.

Dr. Daria Wong (HKAS) is now back to ISO17025 team in HKAS.

Entering the hall, I met Prof. KWAN Hoi Shan (Chairman, HSK Genetech) and he said they are developing AI platform for food nutrients.

After that I met Prof. Nora F. Y. TAM again who is my teaching in BCH Dept, CityU long time ago.

I recognized a new friend Prof. Zuo Zhong, Joan (Director and Professor, School of Pharmacy, CUHK)

The ceremony began with an opening address by Prof. Wong Wing-tak (Chairman, HKCTC)

Prof. SUN Dong (Secretary for Innovation, Technology and Industry) gave guest speech for TIC industry.

The ceremony began with the lighting of HKCTC logo.

Afterwards, all the supporting organizations took a group photo, including HKSQ.

All members of HKCTC including panel of manpower development took a group photo together.

Then, they raised their glasses to pay tribute to all the guests at the event. 

During the lunch, I met Ms. Kathy Fu and Mr. Peter Fung that they represent the Hong Kong Precious Metals Assay Centre (HKPMAC) to receive award.

HKPMAC got the gold award.

Then Dr. Jane Wong and I took a photo for celebrating HKPMAC’s achievement. HKPMAC is HKSQ corporate member.

Finally, I also took a photo with Dr. Emmie Ho for celebrating their racing laboratory achievement. HKJC racing lab is also HKSQ corporate member.

Mr. Yip Chun Yin won the senior professional awardees. He also won HKQF award and we attended the ANQ 2023 in Vietnam together.
