ASQ InfVoice - Moving Quality Beyond Product

Paul Borawski (ASQ CEO) arose the June topic for ASQ Influential Voice entitled “Moving Quality Beyond Product”. The idea was come from the article named “Answering The Conference Board CEO Challenge 2012” in which stated that “For some organizations, quality remains simply a set of tools and techniques associated with quality control. For others, quality has evolved into a strategic partner, aligned with the business model and business strategy execution.” Moreover, it indicated what CEO / C-suite concerned recently challenges such as innovation, human capital, global political/economic risk, government regulation, global expansion, cost optimization, customer relationship, sustainability, corporate brand and reputation, and investor relations.

In order to response Paul's topic, I would like to separate my article into two parts. The first part is to introduce the optimization of existing Product and Service Quality through Asia Network for Quality (ANQ) Way and briefed the idea of the coming Congress theme. The second part is to share my experience based on the recommendations to maximize the impact of quality across the organization.


Striving for Excellence through Product and Service Quality” (優化品質 , 邁向卓越) is theme for ANQ Congress 2012 which was voted by HKSQ committee members and the background philosophy was explained by Prof. Frankie Pun (HKSQ-USA representative) below.

Quality is multidimensional and is one main source of competitive differentiation among organizations of different nature in Asia and around the world. Managing product and service quality includes a wide spread of activities, ranging from the time that there is a new idea for a product/service to eventually providing ongoing support and contributions to improvement of human life and living. Product and service quality, people satisfaction, and organization profitability and prosperity are intimately connected. The complete “product/service offering” is what the people (customer/user) looks for and evaluates in line with the ANQ Way. When an organization gets it right, they are successful at every level. When things go wrong, then it is disastrous for the bottom line. Striving for excellence through product and service quality is thus a strategic focus in the Asian economies for this decade.

The ANQ Congress 2012 Hong Kong will bring together quality professional and academicians from around the Asian region and the world to showcase best practices and successes, and share philosophies, theories, methodologies and applications of proven tools in fostering the ANQ Way and the “Power” of product and service quality.

In Hong Kong, some organizations define quality more narrowly as “quality assurance” or some set of tools and techniques for quality control. Most organizations will considered as the way to achieve certification such as ISO 9001 in which aims to enhance marketing benefit, company image and legal requirement. I am now trying to enhance the quality impact across the Hong Kong Science and Technology Parks (HKSTP) using the following actions which match some recommendations of The Conference Board Quality Council.
  1. Leverage and define quality at the organizational macro level. (Align quality objectives to corporate key performance indicators (KPIs))
  2. Enhance business analytics at the enterprise level to include strategy accomplishment. (We employ customer survey annually and identified the most key items of our service are knowledge sharing and service quality. Then we have “Way Forward” strategy meeting to define the new direction for our development.)
  3. Maintain “quality practices” capabilities and expect them to be included in development plans. (We maintain our ISO9001, ISO/IEC 17025, ISO/IEC 27001, OHSAS 18001 capabilities and extend our service scope into different areas for our development plan.)
Eventhough we can't employ all recommendations, I (as quality manager) have responsibility to position the quality concept into strategical level for the top management. I believe what the council believes that quality must be viewed from an enterprise-wide, end-to-end, and holistic level (simply TQM) rather than viewed as just a set of statistical tools and techniques to be successful.

Technical Visit During PAC Plenary Meeting at HKSTP

After Pacific Accreditation Cooperation (PAC) Plenary Meeting 2012, Hong Kong Accreditation Service (HKAS) arranged a technical visit to Hong Kong Science and Technology Park (HKSTP). I am honor to be in charge this visit. The participants come from accreditation body of different countries or regions such as Australia, Bangladesh, Brunei, Chinese Taipei, Japan, Kazakhstan, Malaysia, Pakistan, Singapore, UK, USA, etc.

In the beginning, the corporate video was played to introduce the vision and mission of HKSTP. Then I briefed today's visit schedule and our laboratories facilitates to the visitors.


At the end, I introduced the milestone of Certification and Accreditation in Technology Support Centre and the whole HKSTP. Our laboratories had obtained ISO 9001 since 2004. Then we extended our capability to achieve ISO/IEC 17025 (HOKLAS Accreditation) in three laboratories named IC Failure Analysis Laboratory (ICFAL), Material Analysis Laboratory (MAL) and Reliability Laboratory (RL). Moreover, IC Design Centre and IP Serving Centre had achieve ISO/IEC 27001 certification. The whole HKSTP achieved ISO 9001 and OHSAS 18001 certification as well.


Then we went to the ICFAL and MAL.


In ICFAL, I briefed our equipment feature and its application such as Focus Ion Beam (FIB), Scanning Electron Microscope (SEM), Scanning Acoustic Microscope (SAM).


In MAL, I mentioned some techniques and equipment such as ToF-SIMS, XRF, XPS, AFM, etc.


After that we went to our IC Development and Support Centre. The clean room was our Probe & Testing Development Centre (PTDC) in which we performed IC packaging test and wafer test.


Lastly, we visited reliability laboratory and I introduced different types of chamber for different reliability test requirement.


After visit the “Professor Charles K. Kao : Father of Fibre Optics” Showcase, we took a group photo in front of "Charles K. Kao Auditorium" (also known as the "Golden Egg").


The last site visit was our Green 18 Building in which employed different environmental concept and technology as a building laboratory to provide information for HKSTP Phase 3 development.


The wind turbine was tested and found it inefficient because of location. So it will not be used in Phase 3 building.


The reflection light mirror was adjustable and used to direct the nature light into the building.

The Phase 3 construction site was in process and it was expected to be completed in 2016.

Meeting with Prof. Edward Humphreys (Father of ISMS Standard)

During The opening ceremony of Pacific Accreditation Cooperation (PAC) Plenary Meeting 2012 cum seminar on "The Emerging Trend of Accreditation and Certification" on 18 Jun 2012 in Hong Kong, I am honorable to meet Prof. Edward Humphreys, who was the "Father" of Information Security Management System (ISMS) standard. Then we took a photo for memory.


Prof. Edward Humphreys has been involved in the field of information security for 35 years. During this time he has worked for major international companies (in Europe, North America and Asia), as well organizations and institutions such as the European Commission, Council of Europe and the OECD. He is well known and recognized as the “father” of the ISMS family of ISO/IEC standards. He is the chair of the ISO/IEC Working Group responsible for the development of these ISMS standards. He has played a major part in the development of ISMS certification in the UK and around the world. He is the originator of the European accreditation criteria published in EA 7/03 which then became an ISO/IEC standard.

One of his paper I referred to my EngD study named "Information Security Management Standards: Compliance, Governance and Risk Management" which published in 2008. My research title was "The Development of QMS based Information Security Management (QISM) Implementation Model" and completed in 2010.

Seminar on The Emerging Trend of Accreditation and Certification

The opening ceremony of Pacific Accreditation Cooperation (PAC) Plenary Meeting 2012 cum seminar on "The Emerging Trend of Accreditation and Certification" was joinly organized by the Hong Kong Accreditation Service (HKAS) and the Hong Kong Council for Testing and Certification (HKCTC) on 18 June 2012. PAC Plenary Meetings are held annually. HKAS hosted the 19th PAC Plenary Meeting and its related activities on 16023 Jun 2012. I attended the seminar today and would like to summarize it for sharing.

In the beginning, Mr. Gregory So (JP, Secretary for Commerce and Economic Development, HK Gov) gave a welcoming remarks.

Mr. Shinichi Iguchi (Chairman, PAC) introduced ISO certification and PAC Conformity Assessment Scheme (CAS). ISO Survey 2010 was discussed and ISO 9001 certificates was dominated.


Then the structure of 3rd party Conformity Assessment Scheme (CAS) was introduced and it aimed that "Certified once, accrepted everywhere".

Morning Session - Accreditation, Certification and Market Access

The first speaker was Mr. Brett Abraham (Chairman of the MLA Group, PAC) and his topic entitled "Benefits of Multilateral Recognition Arrangement in Accreditation to Business". The objectives of an MLA were to enhance government, industry and consumer confidence in regional and world trade; and to support emerging industries and technologies by providing accreditation to certification bodies.


The International Accreditation Forum (IAF) MLA was via the operations from three regional groups' MLAs. They were the Pacific Accreditation Cooperation (PAC), the European co-operation for Accreditation (EA), and the InterAmerican Accreditation Cooperation (IAAC). The direct benefits of an MLA to business were identified by Monash University research in Aug 2006. They were Process, Product, People management and Customer relations improvement from ISO 9001 certification; moreover, improvement of corporate image, identification of areas for improvement and compliance with regulatory requirements were three reasons for adoption of EMS certification.

The second speaker was Mr. Wang-Wan Wong (Executive Administrator, HKAS) and his presentation named "Hong Kong Accreditation Service Supports Emerging Demand for Certification".


Mr. Wong introduced the position of certification in Quality Infrastructure which between Society and Business Concerns, where Societal Concerns included Health, Safety, Environment, economic well being, fair trade, etc; Business Concerns included Trading, Quality, Profitability, Manufacturing, etc. The three key elements of Quality Infrastructure were Standards, Metrology and Accreditation.


Increasing demand in certification and public concerns over food safety, workplace health and safety, and information security, HKAS supported these emerging system certifications and extended scope to cover this management systems. The Green House Gase (GHG) verification and validation and Energy Management System Certification were under development.

Mr. Graham Talbot (Chairman of the European Co-operation for Accreditation (EA)) was the third speaker and his presentation title was "Accreditation and Market Access in Europe". Mr. Talbot said to promote free trade in Europe that it did not create or maintain barriers to intra-EU trade. New legislative frameworks (Regulation EC 765/2008, 764/2008 and Decision 768/2008/EC) were introduced to focus on marketing of products included market surveillance and accreditation which published in August 2008 and came into force on 1 Jan 2010.


The role of EA was to define, harmonize and build consistency in accreditation as a service in Europe, and to maintain a multilateral agreement (MLA) on mutual recognition between the accreditation schemes. The EA accreditation on different schemes in 2011 was demonstrated below.


Prof. Pak-Chung Ching (Chairman, HKCTC) was the fourth speaker and his topic entitled "Certification Industry in Hong Kong: Current Situation and Prospect".


Prof. Ching introduced how HK Government continuous support on the development of certification services below:
1989 - HKQAA to promote ISO 9000 series
1991 - Product certification scheme for concrete (QSPSC)
1996 - ISO 9000 certificate of contractors for public works was required
1998 - HKAS launched accreditation scheme for certification body (CB)
2003 - HKAS joined PAC's MRA for QMS certification
2007 - ISO 22000 certification
2009 - Certification of telecommunication equipment transfer to private CB
2011 - HKAS joined PAC's MRA for EMS and Product certification

Finally, Prof. Ching briefed some growing potential for new certification service included ISO 27001, ISO 50001, ISO 14064, ISO 14067 and Social Responsibility. He concluded that there should be good prospect for certification.
The fifth speaker was Mr. Kam-Lam Tsang (General Manager (Env Mgt), the Hong Kong Productivity Council) and he presented the topic "Support for the Chinese Medicine Trade - Chinese Materia Medica Product Certification Scheme". Mr. Tsang said HKPC applied ITF funding to develop this certification scheme.


The objective of the Product Certification Scheme (PCS) for Chinese Materia Medica (CMM) were to promote and develop the local testing and certification services in the area of Chinese materia medica; to build and protect the consumers' confidence and health; and to assist Chinese materia medica traders or suppliers to achieve quality excellence and build up branding. The development and implementation arrangement of this PCS for CMM were showed below. It involved accredited certification body and laboratory.


The sixth speaker was Mr. Anil Jauhri (Director, the National Accrditation Board for Certification Bodies, India) and his title named "Accreditation and Certification Scheme for Ayurvedic Medicines in India".


Ayurveda (= Ayus + Veda) meaning 'Knowledge concerning maintenance of Life'
Mr. Jauhri said that it was Ancient Knowledge from 5000 years old-Charak and Susruta tradition of Ayurvedic medicine and surgery. Development of voluntary certification scheme could enhance consumer confidence, promote regulatory compliance and international acceptance. The following diagram showed two levels of certification included Ayush Standard Mark and Ayush Premium Mark.


Prof. Edward Humphreys (Convener of the ISO/IEC Working Group of Information Security Management System) was the seventh speaker and his presentation entitled "ISO27001 Information Security Management System Increases Your Competitiveness".


Prof. Humphreys said the implementation of ISMS improved management of risks to reduce threats, to minimize impacts and reduce costs, as well as, to protect business assets. The ISMS implementation in Cloud and Web services would be the trend for increasing competitiveness. Prof. Humphreys mentioned that ISO/IEC 27001:2005 currently was under revision to harmonize structure and some future developments were included Cloud Computing (ISO/IEC 27017/27018), Protection of Personal Data, Telecoms (ISO/IEC 27011), IT Service Management (ISO/IEC 27013) and Finance (ISO/IEC 27015), etc.


Q&A Session
During the Q&A Session, I had a question about the Product Certification Scheme (PCS) for Chinese Materia Medica (CMM) that there were no reference material provider for Chinese Medicine. The second question I asked to Prof. Humphery about the version of ISO/IEC 27001 to consolidate the 133 control objective and controls.


Afternoon Session - Using Green Certification as a Business Tool

Mr. Jianhua Xiao (Chief Executive, the China National Accreditation Service for Conformity Assessment) was the first speaker in afternoon session and his presentation topic named "The Role of Green Certification and Accreditation in the 12th Five Year Plan of China".


Mr. Xiao introduced the Part VI of the 12th Five-Year Plan for National Economic and Social Development of the People's Republic of China which was Development of Resource-Conserving and Environmental Friendly Society. Moreover, the 12th Five-Year Plan for Certification and Accreditation (2011-2015) was issued by Certification and Accreditation Administration of RPC (CNCA) and the 12th Five-Year Plan for Accreditation (2011-2015) was issued by China National Accreditation Service for Conformity Assessment (CNAS). The following showed the total certificates issued by CNAS accredited Certification Bodies.


Some Green Certification and Accreditation schemes were mentioned. It included Organic Product Certification (Started in 1994), China Environmental Labeling (Started in 1994), Energy Conservation Certification (Started in 1998). Mr. Xiao concluded they should work very hard to meet the needs of green development for economy and society of China during the 12th Five-Year Plan.

Mr. Chuen-Fai Wong (Principal Environmental Protection Officer, EPD) was the second speaker of this session and his topic was "Importance of Greenhouse Gases Validation and Verification of Hong Kong Business".


Mr. Wong briefed two importance of GHG local agenda. They were National Communicatins to prepare an emission inventories of GHG in HKSAR and Climate Change Strategy and Action Agenda to reduce GHG and mitigation measures. Hong Kong's Target was to reduce 50-60% carbon intensity by 2020 as compared with 2005 level.


Mr. Wong said the 3 years carbon audit programme for Government Buildings and Facilities was a new initiatives. Moreover, EPD supported HKAS to introduce an accreditation service to accredit certification bodies for GHG validation and verification.


The third speaker was Dr. Michael Lam (CEO, The Hong Kong Quality Assurance Agency (HKQAA)) and his presentation named "How Green Certification Can Enhance Business Competitiveness?"


Dr. Michael Lam said HKQAA would like to promote CSR to Hong Kong. Then Dr. Lam discussed how many crisis we faced such as financial crisis, climate change crisis, uneven distribution of wealth, etc. Customers had higher expectation of CSR performance of corporations. It could also be opportunities that certification added value to business.


Finally, Dr. Lam would like to work hand in hand to uphold the credibility and effectiveness of certification.

The last speaker was Mr. Nelson SL Ho (Senior Manager, HKSTPC) and his topic was "Benefits of Implementing ISO 50001 - Experience Sharing by the Hong Kong Science Park".


Mr. Ho introduced the 22 hectare Hong Kong Science Park, which provided 20 state-of-the-art laboratory-fitted buildings offering 220,000 square meters of office space with Fully equipped laboratories and engineering services available for hourly rental or on project basis, and Commitments on Green and Sustainability Initiatives. He mentioned the achievement of ISO 50001:2011 certification for FM of HKSTPC by Sep 2011. Total energy saving was 9.5%, HVAC saving was 15% and Lighting saving was 1.5%.

World Accreditation Day 2012 Seminar

The World Accreditation Day (WAD) has marked on the 9 June. It is a global initiative jointly established by the International Accreditation Forum (IAF) and International Laboratory Accreditation Cooperation (ILAC) to raise awareness of the importance of accreditation-related activities. The Hong Kong Council for Testing and Certification (HKCTC) and the Hong Kong Accreditation Service (HKAS) jointly held the seminar on 15 June 2012. The theme of WAD 2012 focuses on the role that accreditation plays in supporting the provision of safe food and clean drinking water.


Mr. W.W. Wong (Executive Administrator, HKAS) gave a welcoming remarks and presented souvenirs all guest speakers. Then they took a group photo.

The first speaker was Mr. W.W. Wong (Executive Administrator, HKAS) and his topic named "The Role of Accreditation in Supporting Food Safety". In the beginning, Mr. Wong mentioned recent different food incident included Malachite Green, Sudan Red, Melamine, Radioactive substances contamination and Phthalates, etc. Moreover, World Health Organization (WHO) considered food safety as a public health priority.


Then Mr. Wong explained the role of accreditation that ensured and improved the competence, confidence and credibility of conformity assessment activities. The definition of Accreditation was "third party attestation related to a conformity assessment body conveying formal demonstration of its competence to carry out specific conformity assessment tasks" (Clause 5.6 of ISO/IEC 17000:2004). He also introduced the schematic diagram of Accreditation in Hong Kong.


Mr. Wong briefed some HOKLAS/HKCAS Supplementary Criteria for Food such as HOKLAS SC-8, SC-21,SC-37 and HKCAS SC-6 for Competence, as well as HKAS SC-6 "Code of Conduct" for Credibility. He summaried new accreditation services in 2011 below.


Finally, Mr. Wong gave us a overview of HOKLAS accredited Food Test Labs (about 33 Labs) in different sectors. The first accredited Laboratory for food testing was Government Laboratory and it was granted on 14 March 1986. The other four WSD laboratories were accredited for drinking water testing. They are Mainland East Lab, Mainland West Lab, Pak Kong Lab and Tai Po Lab. At the end, Mr. Wong concluded that safe food and clean drinking water was ensured with the support of accreditation that improved public health, enhanced efficiencies in trade, reduced cost and increased consumer confidence.


The second speaker was Mr. Shinichi Iguchi (Chair, Pacific Accreditation Cooperation (PAC))and his presentation title was "Development of Accreditation and Certification Activities in Supporting Food Safety in PAC and Japan". Mr. Iguchi introduced PAC which established in 1995 and had 29 full members and 7 associate members today. PAC membership represented two thirds of the world's population.


PAC is an association of Accreditation Bodies for certification in the APEC member economies and other interested parties. Its objectives were to facilitate trade and commerce among economies in the Asia and/or Pacific region; and to create a global system that grants internationl recognition of certification or registration of management systems, products, services, personnel and other programs of conformity assessment.


The PAC Multilateral Recongnition Arrangement (MLA) is based on the equivalence of accreditation programs operated by accreditation body members, and verified through peer evaluation among them. PAC MLA program currently performed in the following three areas:
i) Quality Management System (15 members and 2 applicants)
ii) Environmental Management System (13 members and 2 applicants)
iii) Product Certification Systems (14 members and 4 applicants)

After that Mr. Iguchi shared the activities of food safety in Japan. Since Fukushima nuclear plant accident happened on 11 March 2011, the application/acceptance of accreditation for radioactivity testing laboratory was started on 1 May 2011 by Japan Accreditation Board (JAB), where 9 laboratories had accredited as of 22 May 2012. Following the accreditation scheme, the application/acceptance of proficiency test for radioactivity was on 16 June 2011 (55 participants). The certificate of food product which exported to Hong Kong was demonstrated.


Finally, Mr. Iguchi concluded the lesson learned from accreditation program was able to provide confidence, trust and assurance to the society.

The third speaker was Ms. Kwei Fern Chang (Chair, Asia Pacific Laboratory Accreditation Cooperation (APLAC)) and her presentation was "How APLAC Support Trading of Safe Food Internationally". Ms. Chang described Global Trends first. With increasing consumer awareness and changing eating habits, there were growing demands for "Quality and Safe Food", "Confidence and Transparency", "Consistency and Predictability" and "Regulatory Compliance", etc.


Then Ms. Chang introduced the role of APLAC that was to enhance recognition of competent test and calibration facilities, inspection bodies and reference material producers and proficiency testing providers in the APEC region; as well as promotion of accreditation and MRA as a trade faciiltation tool. The diagram described how APLAC assisted to supervision the market through different accreditation.


Finally, Ms. Chang briefed the APLAC Mutual Recognition Arrangement (MRA) to break the blocks for market access. The following diagram explained MRA.


The World Accreditation Structure for Laboratory and Inspection bodies were demonstrated. It showed the global mutual recognition could be achieved through arrangements of international (ILAC) and regional cooperations (e.g. APLAC, EA, IAAC, etc.).


Q&A section was started before tea break.


Dr. S.K. Wong was the forth speaker and his topic entitled "The Role of Metrology in Laboratory Accreditation". Dr. Wong briefed what is metrology and how it supported laboratory accreditation.


Dr. Wong introduced International metrological infrastructure which started from S.I. Units. In addition, Dr. Wong said mandatory requirements of Laboratory Accreditation among measurement traceability, method validation and proficiency testing programme.


Then he mentioned the traceability and reliability of Certified Reference Material. Proficiency Test (PT) scheme was introduced which external quality control measure for performance evaluation (using z-score). If PT using consensus value which subjected to participants' performance but the problem was the values obtained could not reflect "true values".


If PT using reference value which based on certified reference material, the distribution might be non-symmetrical.


Mr. T.Y. Choy was the fifth speaker and his presentation named "Clean Drinking Water in Hong Kong". Mr. Choy said about 70-80% raw water supplies from Dongjiang. Therefore, the Government of Hong Kong and Guangdong worked closely to protect the quality of Dongjiang water.


On-line continuous water quality monitoring system was introduced in which several parameters were measured such as ammonia, temp, conductivity, TDS, pH, etc. Moreover, GB3838-2002 "Environmental quality standards for surface water" was followed and there were 109 parameters.


There were 14 WSD laboratories and 4 radiation screening centres to monitor and control of treated water. Four laboratories (Mainland East Laboratory, Mainland West Laboratory, Pak Kong Laboratory and Tai Po Laboratory) had achieved HOKLAS accreditation. The diagram of milestone on HOKLAS and ISO 9001 was shown below.


Mr. Choy concluded that WSD committed to supplying the public with water that was clear, odourless, wholesome and free from pathogenic bacteria through stringent treatment and comprehensive quality monitoring and control.

The last speaker was Dr. K.S. Leung (Associate Director, Food Safety and Technology Research Centre, Hong Kong Polytechnic University) and his presentation was "Testing and Certification for Food Safety Control".


Dr. Leung said Principles of Food Safety Control included risk-based and science-based; and control through the food supply chain, as well as, Tripartite Collaboration among food trade, government and consumers. Moreover, laboratory accreditation was able to ensure reliability of test results.


Finally, Dr. Leung introduced his new research project for Food Hygiene Standard Certification System for Catering Industry. It was because some problems in implementing HACCP in Chinese restaurants. It was because HACCP was a principle and not a standard. Moreover, Chinese restaurants had large variety of food products and food processes.
