ICAC Guest Talks for PolyU Students 2026

I am honor to invite ICAC senior officers – Ms. Maggie LAM, Mr. Mexes WONG and Ms. Hymmy LO giving guest talk to my students in courses named COMP 3511 – Legal Aspects and Ethics of Computing and COMP 3512 – Legal Aspects, Professionalism and Ethics of Computing in the Department of Computing, PolyU on 24 Mar, 1 & 2 Apr 2026, respectively. ICAC guest talks aimed to equip our students’ anti-bribery concepts and handle business ethical dilemma. The first class was held on 24^th Mar 2026, I presented appreciation certificate to Ms. Maggie LAM after the talk.

She presented the topic named “Corruption Prevention & Integrity Building”. 

Many students participated the class.

During the guest talk, Maggie asked some questions for students vote such as “advantage” money limit.

She discussed some ethical dilemma related to bribery.

Lastly, we took a photo together with all students.

On 1^st Apr 2026, Mr. Mexes WONG gave a talk to my students and I presented a certificate to him.

His topic entitled “Professional Ethics and Corruption Prevention for students of TEI”

He discussed with students about Prevention of Bribery Ordinance.

The “4A” refers to the principles for determining whether the ordinance has been violated.

Finally, Mexes stated that legal requirements were at a minimum, while professional ethics were at a maximum.

We also took a group photo with participated students.

The last class was held on 2^nd Apr 2026. I presented appreciation certificate to Ms. Hymmy LO.

She explained the meaning of ICAC.

Then she introduced the structure of ICAC. There were three departments included Operation, Corruption Prevention and Community Relation.

We attracted almost all the students.

An interesting case related to a lecturer who seeking advantage from students!

The survey showed that most students did not consider loans an "advantage." Hymmy then explained that only entertainment during the event was not considered an "advantage."

Lastly, we also took a group photo with the students.

Three classes of students were belonged to the programmes “BSc (HONS) Information Security”, “BSc (HONS) Computer Science” and “BSc (HONS) Enterprise Information Systems”.

Remark: My courses designed for professional body (e.g. HKCS and HKIE) requirements on code of conduct. The course content mainly included Ethical Management and Analysis, InfoSec and AI Ethics, Privacy Law and Computer Related Crime Issues, IP management, Entrepreneurship – Sustainable Development Goals (SDGs) and Startup ecosystem, as well as, Professional Bodies Code of Conduct, etc.

ICAC Guest Talks for PolyU Students 2025

I am honor to invite ICAC senior officer – Ms. Katherine Ma giving guest talk to my students in courses named COMP 3511 – Legal Aspects and Ethics of Computing and COMP 3512 – Legal Aspects, Professionalism and Ethics of Computing in the Department of Computing, PolyU on 3 & 11 Apr 2025. Each class has near 120 students and COMP 3512 is not only for computing students but also engineering students.  ICAC guest talks aimed to equip our students’ anti-bribery concepts and business ethical dilemma. I presented appreciation certificate to Ms. Katherine Ma before the class.

In the beginning, Ms. Ma gave outlines of the talk included Why professional ethics matters, Corruption prone areas, Prevention of Bribery Ordinance and Ethical decision.

After that she surveyed students about common corruption risks in computing and IT industries. Students replied different factors such as leak of data, procurement fraud, selling data, etc.

She also explained what is “Advantage” defined by the ordinary.

In the second class, I also presented appreciated certificate to Ms. Katherine Ma before the talk.

She played two videos for different scenarios and asked student any violation of laws and any advantages involved.  

Students poll results are hacking software, disclosing private information and data leakage that could be common corruption risk. COMP students replied more technically.

At the end, Ms. Katherine Ma used the words ETHICS PLUS as conclusion. ETHICS stands for E-Establish facts, T-Track stakeholders, H-Have assessed positions, I-Identify alternatives, C-Compare options and S-Select action.

PLUS stands for P-Professional, L-Legal requirements, U-Uncompromising self-vales and S-Sunshine test.

ICAC Guest Talks for PolyU Students

 I have teaching two courses in the Department of Computing, PolyU and they are COMP 3511 – Legal Aspects and Ethics of Computing and COMP 3512 – Legal Aspects, Professionalism and Ethics of Computing. There are two classes of COMP 3511 and one class of COMP 3512. Each class has near 120 students and COMP 3512 is not only for computing students but also engineering students.  In the last lecture, I invited ICAC officers to give a guest talk that aims to equip our students’ anti-bribery concepts. Ms. Katherine Ma and Ms. Kelly Chow are guest speakers from ICAC. The first guest talk was on 2^nd Apr, Ms. Kelly Chow gave her talk to COMP 3511B class students.

During the polling, we discussed acceptance of gift practice such as red pocket during CNY. 

I presented appreciation certificate to Ms. Kelly Chow.

The second class was on 8^th Apr and Ms. Katherine Ma gave her talk to COMP 3511A class students.

The survey is about potential corruption risk and most of Computing students replied AI Fraud and friendship.

The last class was on 11^th Apr to the class of COMP 3512 with non-computing students.

HKCTC Professional Integrity and Corruption Prevention in Testing and Certification Webinar 2021

The Hong Kong Council for Testing and Certification (HKCTC), Hong Kong Accreditation Service (HKAS) and Hong Kong Business Ethics Development Centre of Independent Commission Against Corruption (ICAC) jointly organized a Webinar entitled “Professional Integrity and Corruption Prevention in Testing and Certification” held on 5^th July 2021.  Integrity and credibility form part of the core value of Hong Kong’s testing and certification (T&C) sector, and are an important aspect of our competitive edge. To sustain the sector’s good reputation, it is imperative for the T&C organizations to maintain a high standard of integrity and adopt good practices in their business and operations.

Ms. Lau (ICAC) was the guest speaker for the topic “Professional Integrity and Corruption Prevention in Testing and Certification”. Her talk included four topics and they were “Corruption Prone Area”, “Prevention of Bribery Ordinance”, “Key to Integrity Management” and “Services Provided by ICAC”.

Firstly, she mentioned Professional Integrity is one of three key successful factors in Hong Kong brand. 

Then some of prone areas were briefed such as acceptance of advantage and offer of advantage, as well as other areas of concern included “Accept inappropriate entertainment from clients/contractors”, “Leak out company / clients’ confidential information” and “Mishandle conflict of interest”. 

And then Ms. Lau introduced three tests of professional integrity and they were “Legal Test”, “Compliance Test” and “Sunshine Test”. For the Legal Test, she described the prevention of bribery ordinance (PBO) that included four areas as shown in the diagram.

She mentioned corruption involved 4As in Section 9 of PBO and they were Agent (employee), Approval, Advantage and Act that both acceptor and offeror are criminally liable.

In case study, the senior executive violated all of 4As corruption factors including Capacity Test, Company’s Code of Conduct, Definition of Advantage, and Official Dealings with Work Partners.

After that Ms. Lau stated the definition of Advantage included gift, load, employment contract, service and (non-) exercise of any power.  However, Entertainment is exception. The definition of entertainment is “Food or drink provided for immediate consumption on the spot. Any other connected entertainment connected with or provided at the same time.”  However, she reminded us that frequent and lavish meal could be “Sweetening” process!

The second test is “Compliance Test” that related to principal’s approval under company’s “Code of Conduct”. 

One of famous case about TIC industry for forging test report in Hong Kong was described.  Ms. Lau briefed the malpractices in section 9(3) of PBO included forging quotations of goods and services, falsifying attendance records, and using false documents to deceive staff allowance / benefits.

Finally, she discussed the mishandling of conflict of interest.  She suggested us to avoid any conflict of interest situation or the perception of such conflicts.  When actual or potential conflict of interest arises, declare to the approving authority through the reporting channel using a standard form. 

Lastly, Ms. Lau stated the “Sunshine Test” and summarized the managing staff integrity in 2, 3 & 4 that means 2x Factors Leading to Integrity Problems, 3x Corruption Risk Analysis and 4x tips on Integrity Management.
