ICAC Guest Talks for PolyU Students 2026

I am honor to invite ICAC senior officers – Ms. Maggie LAM, Mr. Mexes WONG and Ms. Hymmy LO giving guest talk to my students in courses named COMP 3511 – Legal Aspects and Ethics of Computing and COMP 3512 – Legal Aspects, Professionalism and Ethics of Computing in the Department of Computing, PolyU on 24 Mar, 1 & 2 Apr 2026, respectively. ICAC guest talks aimed to equip our students’ anti-bribery concepts and handle business ethical dilemma. The first class was held on 24th Mar 2026, I presented appreciation certificate to Ms. Maggie LAM after the talk.


She presented the topic named “Corruption Prevention & Integrity Building”. 


Many students participated the class.


During the guest talk, Maggie asked some questions for students vote such as “advantage” money limit.


She discussed some ethical dilemma related to bribery.


Lastly, we took a photo together with all students.


On 1st Apr 2026, Mr. Mexes WONG gave a talk to my students and I presented a certificate to him.


His topic entitled “Professional Ethics and Corruption Prevention for students of TEI”


He discussed with students about Prevention of Bribery Ordinance.


The “4A” refers to the principles for determining whether the ordinance has been violated.


Finally, Mexes stated that legal requirements were at a minimum, while professional ethics were at a maximum.


We also took a group photo with participated students.


The last class was held on 2nd Apr 2026. I presented appreciation certificate to Ms. Hymmy LO.


She explained the meaning of ICAC.


Then she introduced the structure of ICAC. There were three departments included Operation, Corruption Prevention and Community Relation.


We attracted almost all the students.


An interesting case related to a lecturer who seeking advantage from students!


The survey showed that most students did not consider loans an "advantage." Hymmy then explained that only entertainment during the event was not considered an "advantage."


Lastly, we also took a group photo with the students.


Three classes of students were belonged to the programmes “BSc (HONS) Information Security”, “BSc (HONS) Computer Science” and “BSc (HONS) Enterprise Information Systems”.

Remark: My courses designed for professional body (e.g. HKCS and HKIE) requirements on code of conduct. The course content mainly included Ethical Management and Analysis, InfoSec and AI Ethics, Privacy Law and Computer Related Crime Issues, IP management, Entrepreneurship – Sustainable Development Goals (SDGs) and Startup ecosystem, as well as, Professional Bodies Code of Conduct, etc.
