The International Academy for Quality (IAQ) General Meeting and QiETT Symposium

After ANQ Congress 2018, I participated the general meeting and Quality in Education Think Tank (QiETT) Symposium of the International Academy for Quality (IAQ) on 21 Sep 2018.  IAQ is an independent, self-supported, non-profit, non-governmental organization that is administered by a collegial assembly of individuals who have been elected by their peers from among the most respected, active and experienced protagonists of quality in the world. Before the meeting, we took a group photo of all participants (IAQ Academician and Associate Academician).

In the beginning, Mr. Janak Mehta gave welcome speech and appreciated Ms. Elizabeth M. Keim (President, IAQ) to lead IAQ development.


Then Prof. Noriaki Kano gave greeting remarks on IAQ.


After that Ms. Elizabeth M. Keim presented IAQ Founders medal to Mr. Janak Mehta for his contribution and distinguished service to the Academy. 


In Knowledge Sharing Session, Prof. Miroslav Drijaca (Head of IMS and Consulting Dept., Zagreb Airport, Croatia) was our new associate academician and his sharing topic entitled “Quality as a Strategy”.


In the beginning, Prof. Drijaca briefed his country background and his industry.  And then he introduced his quality journey both in job and academy.  


After that he shared his own research of TQM model for business excellence based on his practical experience in Zagreb airport Ltd.  


We were all interested on Prof. Drijaca topic and discussed the implementation on aviation industry.


Ms. Elizabeth M. Keim presented IAQ certificate and pin to Prof. Miroslav Drijaca.


Finally, Ms. Elizabeth M. Keim led the IAQ General Meeting to discuss the coming strategy.


However, the next IAQ General Meeting date was found overlapping both EOQ and ANQ on 25 Oct 2019.  


After the meeting, we had lunch in the Congress Hotel and then went to university for QiETT symposium.




I would like to introduce some history of IAN/ANQ symposium.  The 1st IAQ/ANQ Symposium 2012 in Hong Kong which dealt with the topic of “Quality and Sustainability in Education of Asia Oceania”, is followed by the 2nd IAQ/ANQ Symposium 2013 Bangkok. In order to continue to drive successful work done by the IAQ Quality in Education Think Tank (QiETT), we arranged such symposium during ANQ Congress.    We arrived the al-Farabi Kazakh National University in Kazakhstan and took a photo in front of the hall.


I took a photo with Prof. Kano and Prof. Miroslav Drljaca, as well as Nepal friends.


In the beginning, all representatives were preparing the symposium and forum.  The university representative gave a welcome speech.


Many teachers and students attended IAQ Symposium by QiETT.  


Each guest introduced himself.


Firstly, Prof. Burkitbayev MM (First Vice Rector) presented topic “Quality Assurance Practice in Kazakhstan: case of al-Farabi Kazakh National University”.  


He said starting point of quality was “First STUDENTS”.  It is process and its output is “Graduates”.  They had accreditation for external quality assurance.  


Ms. Elizabeth M. Keim introduced IAQ and the role of symposium on education section. 


Prof. Mohamed Zairi shared his view and topic named “The Future of Higher Education: The Disruptive Necessity for Ensuring Survival and Sustainability”. 


He mentioned the foundations for innovation such as “enablers of innovation”, “encouraging team teaching” and “unbundling faculty roles”.   Finally, he concluded that “The students of tomorrow will need to be prepared for a higher calling.  This higher calling will be to pre-empt crises before they occur, anticipate disasters before they happen, and solve some of mankind’s greatest problems, starting with the problem of our own ignorance.”


Mr. Juhani Anttila shared his talk entitled “Current Quality Challenges of the University”.  Firstly, he mentioned some current quality challenges of the universities below:
1.       Problems and difficulties in universities’ quality approach
2.       Universities’ challenges in the contemporary society
3.       Ontological foundations
4.       Internal context and QM in universities
5.       Organizational learning towards excellence
6.       New possibilities in the university operations, etc.


Mr. Anttila said the 4th industrial revolution and smart society development would be a big challenge for the universities that needed to strengths of the multidisciplinary activities in education, research and societal cooperation with effectively integration.


Prof. Omirzhanov E. (Director of Center for Accreditation and Quality of Educational Programmes) gave a presentation entitled “The quality of higher education: the main trends, problems and prospects on the example of al-Farabi KazNU”. 


He introduced al-Farabi KazNU positioned as a modern research university with many different program in bachelor, master and PhD.  They also developed online courses (MOOCs) using National platform MOOCS.kz.


Dr. Ngo Van Nhon was next speaker and his topic was “Educational Reform for the Digital Era”.   He said digital age could be gradually helping to overcome the challenges students had been facing from centuries.  


He showed the maturity level among the eight principles (ISO 9000) for the two concepts studied and they were quality management and digital innovation.  It seemed complementary.  He said educational quality management in the digital era would enhance better and open-mind.   


I was the last speaker and my topic named “Introduction of Quality Innovation Education in Guangdong-Hong Kong-Macao Greater Bay Area”.  Firstly, I briefed the definition of quality innovation and then selected three cities’ education development in GBA and they were Hong Kong, Shenzhen and Macau.


And then I introduced the original China innovation method named “Extenics” to all participants.  It was developed by Prof. Cai Wen in about 40 year ago.  Now it was very popular in China universities and some innovation training centers. 


Lastly, Prof. Azat gave closing remark.


At the end, we had tea break to share our idea. Prof. Azat said there were about 100 universities in Kazakhstan but our population was only 17.8 million (2016)!  It was too many universities that each university resource would be too little. 


After the symposium, Prof. Azat drove me back to hotel and we had a short meeting.


I introduced CMA Testing and Certification Laboratories (CMATCL) to Prof. Azat to seek if any opportunities for future cooperation.  CMATCL is my first job in 1997 and I left in 2000.  However, I had contacted with my first boss Mr. Dominic Lam unit now.  I hope that it could be the first project in Testing and Certification industry in HK under one belt one road initiative.
