Asian
Network for Quality (ANQ) Congress 2023 was held by Vietnam Quality Association
of Ho Chi Minh City (VQAH) in the Vabis International College, Phy My, Ba Ria
Vung Tau, Vietnam from 17-20 Oct 2023. The congress theme was “Quality
Transforms with A.I. Booming”. The day 2
morning was parallel sessions on 19th Oct 2023. Before closing
ceremony, I met Prof. Noriaki Kano and took a photo for memory.

HKSQ
full team gathered in the table for the closing ceremony.
The
first keynotes were Dr. Myung Soo Kang and Prof. Wan Seon Shin. Dr. Myung Soo
Kang presented first with the topic named “Digital Quality Management: A New
Model and Its Assessment Results for Korean Companies”. He presented the part 1
and briefed the journey of Korea’s quality management including industrial
development, role of KSA and current challenges.
Dr.
Kang mentioned the role of the government and KSA to lead the quality changers
from Quality1.0 to Quality4.0 (Quality as Discovery). He also introduced KSA
promoted the Korean Standard-Service Quality Index (KS-SQI).
After
that he stated the three challenges that turn-around strategies to be in three
dimensions including Tool, Talent and Task.
And
then Prof. Wan Seon Shin presented the part 2 named “Digital Quality Management
(DQM)”. Firstly, he stated the shift in quality paradigm form QC inspection to
QA standards to QM customer satisfaction and then to QR quality responsibility.
He also introduced the core values in DQM including Internal, External and
Partnership Quality Value.
The
Model of Digital Quality Management was introduced and its core including
Management Performance and ESG Performance.
Finally,
Prof. Shin mentioned DQM suggested Measurability-Traceability-Connectivity-Integrated
(MTCI) based level assessment model. Finally, he said it was a new investment
for digital quality innovation.
Dr.
Lien and Dr. Tung presented souvenirs and flowers to keynotes.
The
second keynote speaker was Dr. Roland K. Jahnke (President of QiETT, IAQ) and
his topic entitled “A Key Role: Quality Education in the Period of AI”.
Firstly,
Dr. Roland remembered Dr. Ngo Van Nhon for his contribution on quality education
for long time.
Then
he briefed the started of the large-scale-project that the 1st IAQ/ANQ
Symposium Hong Kong in CityU of Hong Kong in 2012. Dr. Roland successful start of
the Quality Education initiative by IAQ and cooperated with ANQ and UNESCO.
Lastly,
he concluded that quality education is in the heart of the new Sustainable Development
Goals (SDGs).
The
third keynote speaker was Dr. Hoang Quoc Viet (Head, Barcodes Center, MOST, Vietnam)
and his topic named “Traceability – A central tool to support product quality monitoring
in the ear of digital transformation and towards sustainable development”. Dr. Viet
briefed GS1 and Digital Transformation in the beginning.
Then
Dr. Viet introduced traceability in digital transformation and started since ISO
9001:1986 version.
Finally,
Dr. Viet briefed integration between traceability and sustainable development
in the industry.
Prof.
Tan Cher Ming (Chang Gung University, Taiwan) was the last speaker and his presentation
topic entitled “Leveraging AI in Product Reliability Assurance”. Firstly, he
introduced his center for reliability sciences and technologies’ mission
including to transform the scientific knowledge into technologies for design-in
reliability and employ new technologies (e.g. AI) to enhance their reliability.
After
that Prof. Tan introduced OpenAI and reviewed the current situation of reliability.
He proposed to use AI in reliability engineering by analyzing data from sensors
and other sources so that potential failure could be indicated and allowing
maintenance to be performed in a more timely and cost-effective manner.
Finally,
Prof. Tan Cher Ming proposed that we need to know how to ask questions to AI and
had domain knowledge for judgement because AI had limitation to give true answer.
After all keynote speeches completed, Mr. GE Tan (Chairman, ASA and ARE-QP Award Committee) presented the awardees for Asian Service Award (ASA) and ANQ Recognition for Excellence in Quality Practice (ARE-QP).
Kenmec
Mechanical Engineering Co., Ltd. (CSQ) was winner of ASA.
ARE-QP
Winners included Jiangsu Suyan Jingshen Col, Ltd. (CAQ), Advanced Semiconductor
Engineering, Inc. (CAQ), Faraday Technology Corporation (CAQ), Moscow Power
Engineering Institute (MPEI) under National Research University (Russia), Phu
My 3 Specialized Industrial Park (Vietnam), etc.
Then
the best paper awardees were announced. Group 1 winners’ group photo was taken.
Mr.
Too (SQI), Dr. Albert So (HKSQ) and Dr. Kenny Ma (HKSQ) were winners of this
award in group 2.
HKSQ
team celebrated with two awardees.
Then
Prof. Shu Yamada appreciated all session chairs and presented certificates.
After
that VAQH hand over the participants congress signatory to JSQC for ANQ
Congress 2024.
Lastly,
Prof. Shu Yamada introduced the ANQ 2024 that would be held in Keio University,
Yokohama, Japan.
ANQ
2024 would be held from 16 to 20 Sep 2024 and some important dates were listed.
