CityU HKIAS Distinguished Lecture – Data-Driven Global Pandemic Management

 With Hong Kong Institute for Advanced Study (HKIAS), CityU intends to broaden the scope of the courses delivered by its regular faculty.  HKIAS aims to contribute fundamental knowledge and innovative ideas to the frontiers of science, engineering and technology.  The HKIAS Distinguished Lecture named “Data-Driven Global Pandemic Management” was held on 30^th Sep 2020.  Since the outbreak of COVID-19 at the end of 2019, little consolidated effort has been taken to deal with the pandemic worldwide.  Prof. Way Kuo (President, CityU) was the speaker to discuss expected losses from pandemic outbreaks and nuclear power plant accidents, together with environmental pollution.

Firstly, Prof. Way Kuo discussed confirmed cases of COVID-19 in the world and fit into model about cumulative cases and deaths of COVID-19 since January 2020 and data from WHO.  The cumulative deaths increased linearly but he cumulative cases increased exponentially. 

Then Prof. Kuo plotted the number of deaths / number of cases for predication fitting.  In the beginning, the ratio was unstable.  From this assumption, it could be down to 0.001% in 2022. 

However, COVID-19 case-fatality rate (%) compared with other different accidents were discussed.  Air pollution and Chernobyl disaster killed more people!

He said we needed Command, Control and Communication Information (C³I) Center for Medical System / Nuclear Power Plant as an ideal surveillance-response system.  A complex system configuration was employed to avoid such disaster. 

Finally, Prof. Way Kuo said accuracy decision based on data acquired.  Missing of data was a real challenge.  Crisis management could use same principles into other field such as air pollution, nuclear accidents, etc.
