OUHK Testing and Certification Day 2018

The Open University of Hong Kong (OUHK) organized the "Testing and Certification Day " to increase public awareness and coverage of the Testing and Certification (T&C) industry on research and development. The seminar named “Testing and Certification: Research and Development” organized in T&C Day on 3rd Nov 2018. Hong Kong Society for Quality (HKSQ) is one of the supporting organizations.  I represented HKSQ to attend the seminar and I summarized this seminar for sharing below.  Before the seminar, we took a group photo for guests, speakers and supporting organization representatives.

I met Dr. Xueping Chen (CTO of Vitargent).

In the beginning, Prof. Reggie Kwan (Vice President (Academic), OUHK) gave welcome speech.  He mentioned that they promoted R&D in Testing and Certification Industry and applied RGC Funding in the past 5 years successfully.  


Prof. Albert Yu (JP, Chairman, HKCTC) was officiating guest and gave an opening speech.  He said Hong Kong Council for Testing and Certification aimed to promote testing and certification industry in Hong Kong through our strength on integrity and professionalism.

The first speaker was Ir. Dr. Hon Lo Wai Kwok (Chairman, HKQAA; and LegCo Member, Legislative Council – Engineering Constituency) and his presentation entitled " Promoting Innovation and Technology – the Exertion on the Role of the Certification Industry  (促進創新科研 – 認證行業發揮的角色) ".  In the beginning, Dr. Lo briefed the importance of Innovation and Technology in the world such as UN Sustainable Development Goal and Global Innovation Index (GII), etc. 


Then he said certification organization played very important role to support and business & trade in Hong Kong.  Recently, we supported innovation and technology, as well as, sustainable development in the region of Great Bay Area.  For instance, HKQAA involved to develop of Green Bond Certification.


After that Dr. Lo also mentioned the Hong Kong Registration – Startups scheme which was cooperated with HKSTP under MoU since 2015.  (I was the key connector and one of designers for Quality Startup Scheme in Science Park)


Lastly, Dr. Lo expected the future management system involved Innovation especially on ISO 50501 Innovation Management standard which was under development.  (I was the first observer in ISO / TC 279 Innovation Management for developing ISO 50500 series since 2015.)

Ir. Tsui Cho Man (Senior Electronic Engineer, SCL, ITC) was the second speaker and his presentation topic was "Revision of the SI – A Major Development in Metrology which is the Foundation of R&D".  Firstly, he quoted Lord Kelvin statement on Measurement “… when you can measure what you are speaking about, and express it in numbers, you know something about it; …” to express that Metrology is the Foundation of Science.


And then Ir. Tsui briefed the Metre Convention since 1875. In 1960, the General Conference of Weight and Measures (CGPM), adopted the name International System of Units (SI) for the system of units of measurement.  There are seven SI base units and four of them (kg, A, K & mol) would be redefined on 20 May 2019.  


An interested SI prefixes were showed.  After that Ir. Tsui explained each redefined unit and its measurement method.  For example, Mass (kilogram) would not use the international prototype of the kilogram (IPK) as measurement.  There are two methods to be considered for realizing the new definition.  Method 1 is Kibble balance and Method 2 is measuring single crystals of silicon using X-ray diffraction.  


Finally, Ir. Tsui Cho Man told us a good news that Hong Kong won the design of World Metrology Day Poster which employed for World Metrology Day 2019.  


The third speaker was Ms. Christina Lau (Manager, Innovation and Technology Fund, ITC) and her presentation title named "Innovation and Technology Fund – Supporting Research and Development (R&D)".  Firstly, he briefed the background of ITF which established since 1999.  Unit July 2018, ITF supported 14.4 Billion over 8000 projects.  


Then she briefed different schemes included supporting R&D and promoting Technology Application.  They were Innovation and Technology Support Programme (ITSP), University-Industry Collaboration Programme (UICP), Enterprise Support Scheme (ESS), Midstream Research Programme for Universities (MRP), R&D Cash Rebate Scheme (CRS), Public Sector Trial Scheme (PSTS).  Details could be found at www.itf.gov.hk .


During the tea break, I met Ms. Athena Chan (Senior QA Officer, HealthBaby) who was my wife colleague.

I also met my old friend Dr. Eric Sze (Assistant Professor, OUHK).


The fourth speaker was Dr. Crystal Fok (Associate Director, Material & Precision Engineering and Robotics, HKSTP) and her topic named “Ways to drive Hong Kong to be Standard Testing and Certification Hub”.  In the beginning, she overviewed core advantages of testing and certification industry in Hong Kong including accreditation system, high reputation, logistics infrastructure, etc.  


Then Dr. Fok briefed the Greater Bay Area and Hong Kong-Shenzhen Innovation and Technology Park in Lok Ma Chau Loop.  She also briefed the conceptual spatial framework named Eastern Knowledge and Technology Corridor under Hong Kong 2030+.   And then she mentioned Smart Lab which was a next generation laboratory with 3 focusing areas included Diagnostic test lab, Research lab and Production lab.


Lastly, Dr. Fok introduced National Robot Testing and Assessment Center (NRTAC) which headquarter was at Shanghai.  Hong Kong was evaluating the potential.


Dr. Chen Xueping (Co-founder and CTO of Vitargent (International) Biotechnology Ltd.) was the fifth speaker and her presentation entitled "A Tale of Two Fishes".  She said this is her PhD project to use medaka and zebrafish embryos to perform toxicity tests.


She said that they was the first and only one laboratory using zebrafish embryos to test toxicity laboratory accredited ISO 17025 through HOKLAS. Then she used transgene zebrafish embryos to test food safety.  (I assisted her to prepare and achieve the HOKLAS accreditation using ISO 15088 in 2012.)


Finally, Dr. Chen introduced the three grade of fish logo named Excellent, Basic and Sub-Optimal to visualize the result of testing for general public understanding.


Dr. Eric Sze (Assistant Professor (Testing & Certification), School of Science and Technology, OUHK) was the last speaker and his topic entitled "Authentication of Chinese Materia Medica – Using Ophiocordyceps Sinensis as an example".  Firstly, Dr. Sze said Hong Kong was a trading hubs of Chinese Materia Medica.  Hong Kong Government developed the Hong Kong Chinese Materia Medica Standards (HKCMMS) covered 275 CMM in 2002.  


Then Dr. Sze introduced the Ophiocordyceps sinensis (formerly known as Cordyceps Sinensis also called caterpillar fungus – 冬蟲夏草).  OUHK got Research Grant Council (RGC) to study the methods in Authentication of Ophiocordyceps sinenesis.  The most difficult was to find fault samples.  


At the end, Dr. Eric Sze showed the 2-dimensional electrophoresis and reproducibility results.
