World Accreditation Day Forum 2023 - Accreditation: Supporting the Future of Global Trade

Hong Kong Council for Testing and Certification (HKCTC) and Hong Kong accreditation Scheme (HKAS) co-organized the World Accreditation Day (WAD) Forum on 16th Jun 2023. Hong Kong Society for Quality (HKSQ) was one of supporting organizations. The WAD is a global initiative jointly established by the International Accreditation Forum (IAF) and the International Laboratory Accreditation Cooperation (ILAC). The aim is to raise awareness of the importance of accreditation. This year, the theme is “Accreditation: Supporting the Future of Global Trade”. 


Before the forum, I meet many TIC friends and took some photos for memory.

I also met Mr. Y.C. Tsim who is one of trainer in HKSQ BoK course.

In the beginning of the forum, Mr LAU Wai-ming (Assistant Commissioner (Quality Services), Innovation and Technology Commission, HKSAR Government) gave welcome remarks.


Then all guest speakers took a group photo.


After that a video for WAD 2023 - Accreditation: Supporting the Future of Global Trade was played.


Dr Ralph CHOW (Chief Executive Officer, The Chinese Manufacturers’ Association of Hong Kong) was the first speaker and his topic entitled “Market Expansion with International Accreditation”. His talk involved the affect of post Covid period, green supply chain, ESG and new innovative products.


After that he briefed many challenges of manufacturer including China plus one during trade war, lack of talents for product development, different cultures, financial system, ESG, etc. 


Finally, Dr. Chow said accreditation for testing and certification is value-added in supply chain. 


Ms Miranda KWAN (Director of Knowledge Solutions, SGS Hong Kong Limited) was the second speaker and her topic named “How Accreditation Supports Global Supply Chain - Ensuring Quality, Safety & Sustainability”. She briefed SGS globally services which covered most of Sustainable Development Goals (SDGs).


Ms. Miranda Kwan also discussed the next-normal of supply chain apart from service, quality and cost & capital. They should consider Agility, Resilience and Sustainability. And then she mentioned the accreditation system and MLA that benefit in global supply chain such as improving customer confidence & company performance, expanding market opportunities and cost saving.


Lastly, Ms. Kwan mentioned the how customer journey to measuring and creating value to society through compliance & risk approach, sustainability approach and value to society approach. She introduced the Corporate Sustainability Reporting Directive effective on 5 Jan 2023 and Carbon Border Adjustment Mechanism effective on 10 May 2023. At the end, she concluded that accreditation can play an important role in supporting goals on the global supply chain by providing a framework for compliance with international standards and regulations.

After the tea break, the third speaker was Ir Amund WONG (General Manager, Technical Services Infrastructure, Airport Authority Hong Kong) and his presentation title was “Building the Three-runway System of Hong Kong International Airport: The Importance of Accreditation and Conformity Assessment”. Firstly, he played a video to introduced the three-runway system (3RS) project. Then he briefed the project management triangle included Time, Scope and Cost to achieve Quality.


During the 3RS project, they selected to build two onsite accredited laboratories with high capacity for testing quantities. 


After that Ir. Amund Wong introduced the general layout of laboratory and its testing scopes included steel test, asphalt test, soil & aggregates test, concrete & cement test, etc. Totally 52 types of tests and accredited 11 of them. 


Finally, he stated the challenges of runway pavement design and construction as well as daily test results for fine tune the design and build. 


Dr CHAN Wing-han (Senior Chemist (Government Chinese Medicines Testing Institute), Department of Health, HKSAR Government) was the last speaker and her topic named “Applied Research of the Government Chinese Medicines Testing Institute”. In the beginning, she briefed the milestones of Chinese Medicines development in Hong Kong.


Dr. WH Chan introduced Government’s permanent Chinese Medicine Testing Centre (CMTC) will be established in 2025. However, the temporary CMTC was running in HKSTP.


After that she briefed the development strategies of Government CMTC. Accreditations are one of plans for the center. One of their roles is established Hong Kong Chinese Medicine Chemical Markers. 


Lastly, the center functions were mentioned including testing and analysis, training and education, as well as, collaboration with mainland China institutes.

Q&A Session

Mr. Wilson WL Shum (Executive Administrator (Accreditation), HKAS) chaired the session and discussed with guest speakers including how accreditation assist export product, ESG trends, emergence for 3RS project laboratories, and Chinese Medicine development trends.
