Metrology Symposium 2022 (Metrology and Everyday Life)

 Hong Kong Council for Testing and Certification (HKCTC), Hong Kong Metropolitan University (HKMU), Government Laboratory (GL) and Standards and Calibration Laboratory of Innovation and Technology Commission (SCL) jointly organized the online Metrology Symposium 2022 on 12th Aug 2022.  The theme is “Metrology and Everyday Life”. Hong Kong Society for Quality (HKSQ) was one of supporting organizations. Precise measurement can provide a solid foundation for the development of science and technology, thereby improving people's quality of life. The seminar aimed to share some applications of metrology that are closely related to our everyday life, and introduce the scientific principles behind them.


In the beginning, Dr. Eric Sze on behalf of Prof. Reggie Kwan (Provost, HKMU) to give welcoming address. Then Mr. Arthur Au (Deputy Commissioner for Innovation & Technology) gave an opening remark. After that all guests took a group photo.


The first speaker was Mr. Andrew AU (Electronics Engineer, SCL) and his topic entitled “What Makes Our Phones So Smart in Motion Detection?” Firstly, Mr. AU explained smartphone sensor that is a small device or module that analyzes the conditions around it and sends them to the processor in quantitative form. Smartphone sensors measure various aspects such as ambient light, device orientation, movement, etc. Different smartphone sensors frequency use table was discussed.


Then Mr. AU selected two sensors for detailed discussion and they were Accelerometer (detect linear motion) and Gyroscope (detect rotational motion). They are module using MEMS for smartphone and its SEM photo was demonstrated.


Finally, he demonstrated the principle of MEMS Gyroscope – Coriolis effect. Gyroscope or gyro sensor is a device which is designed based on conservation of angular momentum, measures or maintains orientation and angular velocity.


The second speaker was Dr. Boris WONG (Chemist, GL) and her topic was “Chemical Metrology and Our Daily Life”. Firstly, Dr. WONG briefed chemical measurement in our daily life including commodities, toys, foods, environment, etc.


And then Dr. WONG mentioned three key elements for reliable measurement and they are Metrological Traceability, Metrological Comparability and Measurement Uncertainty.


The Metrological Traceability and Comparability were explained that Traceability through dissemination of CRM and Comparability through instrument and test method comparison. Finally, he explained Calibration and Measurement Capabilities (CMC) and government laboratory is designated institute (DI capability is equivalent to NMI).


The third speaker was Dr. Alvis AU-YEUNG (Electronics Engineer, SCL) and his presentation named “A Vanishing Second”. In the beginning, Mr. AU-YEUNG briefed the significant of time in our daily life including cooking, sport competition, photography, etc. Then he told us the definition of second.


After that he introduced universal time (UT) including UT0, UT1 (small movement of the Earth correction) and UT2 (Seasonal effect).


Finally, Mr. AU-YEUNG explained the leap second between TAI and UTC. If leap second is positive, they can correct it. But they met difficulty for negative leap second. Some possible solutions including vanished the second at 23:59:59 or 00:00:00; or adjust the frequency of clock over some interval, or increase the tolerance in |UT1 - UTC| to a new limit; or Ignore lead seconds.


During the break, a video of SCL was showed.

Mr. George TANG (Electrical and Mechanical Engineer, SCL) was the fourth speaker and his topic was “Length Measurement in Our Daily Life”. Firstly, he briefed the role of SCL is to disseminate the knowledge and techniques of metrology through other customer services.  Then he introduced Light Detection And Ranging (LiDAR).


After that Mr. TANG demonstrated Laser Distance Meter (LDM) using time of flight principle. SCL is only HOKLAS accredited calibration laboratory provide LDM service up to 20m.


Finally, Mr. TANG said it is much crucial for the top metrology institute/national metrology institute (NMI) to provide a correct measurement value (with true uncertainty level). SCL got a very good results from the international comparison.


Dr. Eric TP SZE (Associate Professor, OUHK) was the fifth speaker and his presentation entitled “Measuring Microplastics in Hong Kong Environmental Water Samples”. In the beginning, Dr. SZE mentioned the plastic waste in Hong Kong in 2020.


Then he explained microplastic type including primary and secondary microplastics both within the range from 1 um to 5 mm.


After that Dr. SZE introduced the methodology to identify the microplastics in environmental waters and to quantify small microplastics down to 1 um. Finally, he shared their research and found microplastics in bottled water.


Mr. Cliff SH Wong (Electronics Engineer, SCL) was the last speaker and his topic named “Metrological Information Infrastructure in Digital Era”. He mentioned the CIPM to undertake the development and promotion of an SI Digital Framework including digital representation of the SI, digital certificates and FAIR principles.


Data’s FAIR principles were discussed and they are Findable, Accessible, Interoperable and Reusable.


Finally, he introduced the SI digital framework and demonstrated some architecture for explanation.
